This Recommendation describes the design considerations, concep
7、tual framework, functional architecture, and high-level information flows for mobility management in the NGN. ITU-T Q.1707/Y.2804 (02/2008) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications, information and communication technologies (ICTs). The ITU Telecommunication Sta
9、ndardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA),
10、which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall withi
11、n ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. Compliance with this Recommend
12、ation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The words “shall“ or some other obligatory language such as “
13、must“ and the negative equivalents are used to express requirements. The use of such words does not suggest that compliance with the Recommendation is required of any party. INTELLECTUAL PROPERTY RIGHTS ITU draws attention to the possibility that the practice or implementation of this Recommendation
14、 may involve the use of a claimed Intellectual Property Right. ITU-T Q.1707/Y.2804 (02/2008) Introduction This Recommendation describes a framework of mobility management (MM) for next generation networks (NGN). This work has been motivated from the observation that NGN continues to evolve toward
20、 the convergence of fixed and wireless/mobile networks, and thus the MM is an essential functionality to provide seamless mobility for the NGN users and services. This Recommendation is a part of the MM framework for NGN. The MM framework is designed with a couple of Recommendations, rather than a s
21、ingle Recommendation, as a suite of the framework of MM for NGN. This is because the design of the MM framework includes a variety of technical issues to be addressed. Furthermore, those design issues are associated with a wide variety of mobility scenarios and protocols. In this respect, the MM fra
22、mework for NGN is described with a family of the following Recommendations: Recommendation ITU-T Q.1707/Y.2804: Generic framework of mobility management for NGN; Recommendation ITU-T Q.1708/Y.2805: Framework of location management for NGN; and Recommendation ITU-T Q.1709/Y.2806: Framework of handove
