ITU-R 16-3 OPINION ITU-R 16-3* 1 ORGANIZATIONS QUALIFIED TO SET STANDARDS ON SOUND AND TELEVISION RECORDING (1956-1970-1978-1986) The CCIR, CONSIDERING (a) the concern of the CCIR: that standards for the international exchange of recorded programmes among broadcasting organizations are (6) tape

2、is among the institutional tasks of the IEC; that the world-wide definition of standards for the recording of sound and television on discs and on magnetic (e) film is among the institutional tasks of the ISO; that the world-wide definition of standards for the recording of motion pictures and sound

3、 on cinematographic (4 that unnecessary duplication of work and a multiplicity of standards should be avoided, IS UNANIMOUSLY OF THE OPINION 1. international exchange of recorded programmes; that the CCIR should determine the technical and operational criteria which may be necessary to facilitate th

4、e 2. that the CCIR should determine the acceptability of existing international standards such as those issued by the IEC and the ISO, and should collaborate with the IEC, IS0 and other international organizations in formulating new standards when the existing ones are unsuitable for the internation

5、al exchange of programmes; 3. that CCIR texts should make reference to existing standards that are judged to be acceptable; references should refer directly to the relevant information without involving successive cross-references; these texts may also include brief descriptive excerpts from these s

6、tandards when this may help the reader to grasp quickly the full technical content of a specification; 4. unnecessary duplication of work; that the Director, CCIR, should keep in close touch with the IEC and the ISO, with a view to avoiding 5. relevant documents to these organizations inviting them to take CCIR views into account. that to inform the IEC and the IS0 of CCIR studies and decisions, the Director, CCIR, should transmit all * This Opinion also concerns Study Group 11.
