7、t Convention,DESIRING to maintain a high level of safety at sea,MINDFUL oftheneedtoreviseandbringuptodatetheInternationalRegulations for Preventing Collisions at Sea annexed to the Final Act of theInternational Conference on Safety of Life at Sea, 1960,HAVING CONSIDERED those Regulations in the ligh
8、t of developments sincethey were approved,HAVE AGREED as follows:Article IGeneral obligationsThe Parties to the present Convention undertaketogiveeffecttotheRulesandother Annexes constituting the International Regulations for Preventing Collisionsat Sea, 1972, (hereinafter referred to as the Regulat
9、ions) attached hereto.Article IISignature, ratification, acceptance,approval and accession1. The present Convention shall remain open for signature until 1 June1973 and shall thereafter remain open for accession.2. States Members of the United Nations, or of any of the SpecializedAgencies, or the In
10、ternational Atomic Energy Agency, or Parties to the Statuteof the International Court of Justice may become Parties to this Convention by:(a) signature without reservation as to ratification, acceptance orapproval;(b) signature subject to ratification, acceptance or approval followedby ratification,
11、 acceptance or approval; or(c) accession.3. Ratification, acceptance, approval or accession shall be effected bythe deposit of an instrument to that effect with the Inter-GovernmentalMaritime Consultative Organization*(hereinafter referred to as the*NOTE: The name of the Organization was changed to
12、INTERNATIONAL MARITIMEORGANIZATION by virtue of amendments to the Organizations Convention which enteredinto force on 22 May 1982.1Organization) which shall inform the Governments of States that havesigned or acceded to the present Convention of the deposit of eachinstrument and of the date of its d
13、eposit.Article IIITerritorial application1. TheUnitedNationsincaseswheretheyaretheadministeringauthority for a territory, or any Contracting Party responsible for theinternational relations of a territory, may at any time by notification in writingto the Secretary-General of the Organization (herein
14、after referred to as theSecretary-General), extend the application of this Convention to such aterritory.2. The present Convention shall, upon the date of receipt of thenotification or from such other date as may be specified in the notification,extend to the territory named therein.3. Any notificat
15、ion made in accordance with paragraph 1 of this articlemaybewithdrawninrespectofanyterritorymentionedinthatnotificationand the extension of this Convention to that territory shall cease to apply afteroneyearorsuchlongerperiodasmaybespecifiedatthetimeofthewithdrawal.4. The Secretary-General shall inf
16、orm all Contracting Parties of thenotification of any extension or withdrawal of any extension communicatedunder this article.Article IVEntry into force1. (a) The present Convention shall enter into force twelve months afterthe date on which at least 15 States, the aggregate of whosemerchant fleets
17、constitutes not less than 65% by number or bytonnage of the world fleet of vessels of 100 gross tons and over,have become Parties to it, whichever is achieved first.(b) Notwithstanding the provisions in subparagraph (a) of thisparagraph, the present Convention shall not enter into forcebefore 1 Janu
18、ary 1976.2. Entry into force for States which ratify, accept, approve or accede tothis Convention in accordance with articleIIaftertheconditionsprescribedinsubparagraph 1(a) have been met and before the Convention enters intoforce, shall be on the date of entry into force of the Convention.3. Entry
19、into force for States which ratify, accept, approve or accede afterthe date on which this Convention enters into force, shall be on the date ofdepositofaninstrumentinaccordancewitharticleII.4. After the date of entry into force of an amendment to this Conventionin accordance with paragraph 4 of arti
20、cle VI, any ratification, acceptance,approval or accession shall apply to the Convention as amended.2COLREG, 19725. OnthedateofentryintoforceofthisConvention,theRegulationsreplace and abrogate the International Regulations for Preventing Collisionsat Sea, 1960.6. The Secretary-General shall inform t
21、he Governments of States thathave signed or acceded to this Convention of the date of its entry into force.Article VRevision conference1. A conference for the purpose of revising this Convention or theRegulations or both may be convened by the Organization.2. The Organization shall convene a confere
22、nce of Contracting Partiesfor the purpose of revising this Convention or the Regulations or both at therequest of not less than one third of the Contracting Parties.Article VIAmendments to the Regulations1. Any amendment to the Regulations proposed by a Contracting Partyshall be considered in the Or
23、ganization at the request of that Party.2. Ifadoptedbyatwo-thirdsmajorityofthosepresentandvotingintheMaritime Safety Committee of the Organization, such amendment shall becommunicated to all Contracting Parties and Members of the Organization atleast six months prior to its consideration by the Asse
24、mbly of theOrganization. Any Contracting Party which is not a Member of theOrganization shall be entitled to participate when the amendment isconsidered by the Assembly.3. Ifadoptedbyatwo-thirdsmajorityofthosepresentandvotingintheAssembly, the amendment shall be communicated by the Secretary-General
