FINAL ACT OF THE INTERNATIONAL CONFERENCE ON SPECIAL TRADE PASSENGER SHIPS, 1971 1. The Assembly of the Inter-Governmental Maritime Consultative Organiza- tion, in accordance with

9、 Article 3(b) of the Convention of the Organization, decided at its sixth session in October 1969 to convene an International Con- ference to adopt an Agreement and Rules concerning special trade passenger ships which should supersede the Simla Rules of 1931. 2. The Conference took place at the Head

10、quarters of the Organization, London, from 27 September to 6 October 1971. 3. The Governments of the following countries were represented at the Conference by delegations : Arab Republic of Egypt Norway Cameroon Pakistan China, Republic of Panama Federal Republic of Germany Philippines France Saudi

11、Arabia Greece Sweden India Union of Soviet Socialist Indonesia Republics Ireland Japan and Northern Ireland United Kingdom of Great Britain United States of America 4. The Governments of the following countries were represented at the Conference by observers : Hong Kong Liberia Monaco 5. At the invi

12、tation of the Assembly the following Specialized Agency sent a representative to the Conference: 6. In response to invitations issued to them the following non-governmental organizations were represented by observers at the Conference : World Health Organization International Chamber of Shipping Int

13、ernational Association of Classifkation Societies International Confederation of Free Trade Unions 7. The Conference elected Mr. R. Doraiswamy, Head of the Indian delegation, President of the Conference. 8. Captain A. C. Manson, of the United Kingdom delegation, was elected Vice-president of the Con

14、ference. 9. The Conference established the following Committees : Credentials Committee: Chairman : Mr. Drafting Committee: Chairman : Mr. S. OSullivan (Ireland) M. J. Service (United Kingdom) 5 10. Mr. Colin Goad, Secretary-General of the Organization, acted as Secretary- General of the Conference,

15、 with Mr. J. Quguiner, Deputy Secretary-General, as Deputy Secretary-General of the Conference. Captain A. Saveliev, Secretary of the Maritime Safety Committee, was appointed Executive Secretary of the Conference. 11. The Conference used as the basis of its deliberations the draft text of a Special

16、Trade Passenger Ships Agreement prepared by the Ad Hoc Sub- committee on Revision of Simla Rules and approved by the Maritime Safety Committee of the Organization. Comments and observations which had been submitted by Governments, including suggested revisions of the draft text, were also before the

17、 Conference. 12. As a result of its deliberations, as contained in the reports of the Com- mittees and in the records of the plenary sessions, the Conference prepared and opened for signature and accession the Special Trade Passenger Ships Agree- ment, 1971. 13. The Conference also adopted three Res

18、olutions arising from its delibera- tions. These Resolutions relate to: (1) Amendments to the International Convention for the Safety of Life at (2) Space requirements of passengers on special trade passenger ships. (3) Provisions for intact stability of special trade passenger ships. 14. The text o

19、f this Final Act, being a single original in the English, French, Russian and Spanish languages, together with the attached texts of the Special Trade Passenger Ships Agreement, 1971 and the Resolutions of the Conference, which are in English and French, shall be deposited with the Inter-Governmenta

20、l Maritime Consultative Organization. Official translations of the attached Agreement and Resolutions shall be prepared in the Russian and Spanish languages and shall be deposited together with this Final Act. The Secretary- General of the Inter-Governmental Maritime Consultative Organization shall

21、send a certified copy of this Final Act and, when they have been prepared, certified copies of the official translations of the Agreement and Resolutions to each of the Governments invited to send representatives to this Conference. 32、ert la signature et ladhsion lAccord de 1971 sur les navires passagers qui effectuent des transports spciaux. 13. La Confrence a galement adopt trois rsolutions dcoulant de ses dlibrations. 34、xte de lAccord de 1971 sur les navires passagers qui effectuent des transports spciaux et le texte des rsolutions de la Confrence, en langues anglaise et franaise, est dpos auprs de lorganisation intergouvernementale consulta- tive de la navigation maritime. Les traductions officielles de lAccord et

35、 des rsolutions ci-joints seront tablies en langues russe et espagnole et seront dposes avec le prsent Acte final. La Asamblea de la Organizacin Consultiva Martima Intergubernamental, aplicando lo dispuesto en el Artculo 3 b) de la Convencin creadora de la Organizacin, decidi en su sexta sesin, celebrada en octubre de 1969, convocar una conferencia internacional

39、 para adoptar un Acuerdo y normas relativas a buques de pasajeros que prestan servicios especiales, que deben sustituirla1 Reglamento de Simla de 1931. 2. Se celebr la Conferencia en Londres, en la sede de la Organizacin, del 27 de septiembre al 6 de octubre de 1971. 3. Los Gobiernos de los pases en

40、umerados a continuacin estuvieron repre- sentados en la Conferencia por delegaciones : Arabia Saudita Pakistn Camern Panam Estados Unidos de Amrica Filipinas Irlanda del Norte Francia Repblica Arabe de Egipto Grecia Repblica de China India Repblica Federal de Alemania Indonesia Suecia Irlanda Unin d

La Conferencia utiliz como base de sus deliberaciones el proyecto de texto para un Acuerdo sobre Buques de Pasajer

46、os que prestan Servicios Especiales, preparado por la Subcomisin competente que entendi en la Revisin del Reglamento de Simla y aprobado por la Comisin de Seguridad Martima de la Organizacin. La Conferencia consider asimismo comentarios y observaciones que haban sido presentados por algunos Gobierno

47、s, incluidas sugerencias de revisin del proyecto de texto. 12. Como resultado de las deliberaciones que constan en los informes de las Comisiones y en las actas de las sesiones plenarias, Ia Conferencia redact y dej abierto para firma y adhesin el Acuerdo de 1971 sobre Buques de Pasa- jeros que pres

48、tan Servicios Especiales. 13. La Conferencia aprob tambin tres Resoluciones derivadas de sus deli- beraciones. Hacen referencia estas Resoluciones a : 1) Enmiendas al Convenio Internacional para ia Seguridad de la Vida 2) Necesidades de espacio de los pasajeros que viajan en buques de 3) Disposiciones sobre estabilidad ai estado intacto para buques de 14. El texto de esta Acta Final, redactado en un solo ejemplar en ingls, francs, ruso y espaol, ser depositado en la Organiz
