4、s have occurred on OSVs duringcargo and personnel carriage operations, IMOs Sub-Committee onDangerous Goods, Solid Cargoes and Containers at its first session(February 1996) developed the Code of Safe Practice for the Carriage ofCargoes and Persons by Offshore Supply Vessels (OSV Code).The Code was
5、approved by the Maritime Safety Committee (MSC) at itssixty-sixthsession(June1996)andadoptedbytheAssemblyatitstwentiethsession (November 1997) by resolution A.863(20), which recommendedthatGovernmentsapplytheCodeandrequestedthe MSCtokeepitunderreview and amend it, as necessary.The Code provides for
6、safe practice in the operation and management ofOSVs when interfacingwith offshore installations, and also gives practicalguidance on items to be covered by a safety management system asrequired by the International Management Code for the Safe Operation ofShips and for Pollution Prevention (Interna

10、afePractice*istoprovide,forbothoperatorandcontractor,aninternationalstandardtoavoidorreducetoaminimumthehazardswhichaffectoffshoresupplyvesselsintheirdailyoperationofcarryingcargoesandpersonsto,fromandbetweenoffshoreinstallations.Itisnotintendedtoaddresscontractualmattersorthefinancialimplicationsth
11、atoccurintheoperator/contractorrelationship.This standard should be considered when implementing a safetymanagement system (SMS) within the meaning of 1.4 of the IMOInternationalSafetyManagement(ISM)Code.Chapter 1General1.1 Definitions1.1.1 Contractor means the organization that has the responsibili
12、ty fortheoperationoftheshipaslaiddownin1.1.2oftheInternationalSafetyManagement(ISM)Code.1.1.2 Operatormeans the party who contracts an offshore supplyvessel.1.1.3 Offshore supply vessel (OSV) meansavesselwhichisusedforthetransportation of stores, materials, equipment or personnel to, from andbetween
13、offshoreinstallations.* The Code of Safe Practice for the Carriage of Cargoes and Persons by Offshore SupplyVessels (OSV Code) comprises the annex to resolution A.863(20), the text of which isreproducedonpage14ofthispublication.Amobileoffshoreunit(MOU)owner/contractoristheoperatorincaseswherehecontr
14、actsanoffshoresupplyvessel.11.1.4 Offshore installation manager (OIM) meansthepersonresponsibleforallactivitiesontheoffshoreinstallation.1.1.5 Offshore installation meansastructurewhichis,oristobe,orhasbeen, used while standing or stationed in water or on the foreshore orotherlandintermittentlycover
15、edwithwater(seeappendix1).1.1.6 Logistics co-ordinator meansapersonorpersonsbasedonshoreoroffshore,specificallydesignatedbytheoperatorasafocalpointandhavingresponsibilityfor:.1 theproperpreparationofcargofortransportoffshore;.2 loading/unloading/backloadingplans;.3 sailingschedules;.4 contingencies;
16、and.5 other matters, as required by the situation, includingdangerousgoods.1.1.7 Cargo handler means a member of ship or offshore installationhandlingthecargoonboardtheOSVattheoffshoreinstallation.1.2 Information and documentation1.2.1 OSVsshouldbesuppliedwithallrelevantinformationtoundertaketheinte
17、ndedvoyage(s).Indecidingupontherelevancyoftheinformationprovided,adistinctionshouldbemadebetween:.1 vessels chartered for a stated period or for consecutivevoyages;and.2 vesselscharteredforonevoyageorashortperiodoftime.1.2.2 The operator and the contractor should have documentscontaining procedures
18、and instructions, preferably used to describe andimplementtheSMS,thataddresstherelevantitemsoftable1andtable2.1.2.3 Further to 1.2.2, it is recommended that all interfacing activities,suchasthosesetoutinappendix3,areaddressed.1.3 CommunicationThereshouldbeeffectivecommunicationsbetweenallresponsible
