Each Federal agency shall include the provisions of this Circular in its regulations implementing the Single Audit Act. 22. Effective date. This Circular is effective upon publicati
2、on and shall apply to fiscal years of State and local governments that begin after December 31, 1984. Earlier imple-mentation is encouraged. However, until it is implemented, the audit provisions of Attach-ment P to Circular A102 shall continue to be observed. 23. Inquiries. All questions or inquiri
