5、e International Code Council, Inc. PRINTED IN THE U.S.A 2012 CODE CHANGE RESOURCE COLLECTION ii INTRODUCTION Why did a section of the 2012 IBC, IFC, IMC, IPC or IRC change from the 2009 edition? This resource collection has been compiled to provide the answers to such questions. This resource collec
6、tion provides the published documentation for each successful code change in the 2012 IBC, IFC, IMC, IPC and IRC since the 2009 editions. Each changed code section is listed in the respective Table of Changes for each code. Each table contains three headings. The first heading is 2012 I-Code which l
7、ists the section number in the 2012 code. If (new) appears after the section number it indicates that the section is new in 2012. If (deleted) is indicated in 2012 it means that the section no longer exists and the second column 2009 will show the section number that was deleted. Also, the second he
8、ading will indicate if a section number has changed from 2009 to 2012. If there is nothing indicated in the 2009 column, the section number remained the same. The third heading lists the code change number(s) which affected that particular section. The published material for each change is contained
9、 in the Documentation section. HOW TO USE THE HANDBOOK This resource collection makes it possible for the reader to examine, in one location, all published information about a particular code change. For any given change, the text of the proposed change, committee actions and modifications, assembly
10、 actions, successful public comments, and final action can be found by using the following steps: 1. Locate the code section in the Table of Changes using the 2012 I-Code section number. 2. Note the corresponding proposed code change number(s) from the list. 3. Locate the proposed code change number
11、 (listed in numerical order under the appropriate year and letter designation) in the Documentation section to read the complete chronological documentation of the proposed change. SOURCE DOCUMENTS The code development cycle (see page vii) involves the publication of four documents: 1) public submit
12、tal of proposed changes, 2) a public hearing and committee/assembly actions, 3) submittal of public comments to the committee or assembly actions, and 4) final action results. Under each code change number in the Documentation section of this handbook, material corresponding to that individual propo
13、sed change has been drawn from each of the four publications. The Documentation section of this handbook contains material collected and collated from the following published documents: 2012 CODE CHANGE RESOURCE COLLECTION iii Code Change No: FS12-09/10 Code change numbers are identified with a lett
14、er and a year designation. For instance, FS12-09/10 is proposed change number 12 to the International Building Code Fire Safety Committee (FS) and was submitted in the 09/10 (2009/2010) code change cycle. (See Code Change Numbers on page v for a discussion of code committees) Original Proposal This
15、is the proposal as published in the 2009/2010 Proposed Changes to the International Codes. It includes the section number(s), proponents name, who they are representing, the text of the proposed change and their reason for the change. This is a change to IBC Section 705.2. Public Hearing Results Thi
16、s is the result of the Code Development Hearing held to consider the change, as published in the 2009 Report of the Public Hearing to the International Codes. It includes the committees action (Disapproved) and reason for the action and also identifies if there was an assembly motion (in this case,
17、there was no assembly action). Public Comments This is text of the submitted public comment, as published in the 2010 Final Action Agenda to the International Codes. It includes the public commenters name and affiliation, the requested action to be considered at the Final Action Hearing (Approved As
18、 Modified by this public comment) and the reason. Note: Only those code changes which received a public comment which resulted in a final hearing action different than a committee action are published. Final Hearing Results This is the action taken by the eligible voting members of the ICC at the Fi
19、nal Action Hearing, as published in the Final Action on 2009/2010 Proposed Changes to the International Codes. The Final Action was AMPC1 which means the eligible voting members of ICC overturned the committees action and approved the change based on the submitted public comment. 2012 CODE CHANGE RE

23、9 edition. The numbering of code sections is an editorial task which takes place outside of the normal code development cycle, and is necessary to avoid duplicate or non-sequential section numbers. The Table of Changes typically references the 2009 code section numbers that have been deleted. (See I
24、ntroduction) In most cases the section numbers have not changed from the 2009 to the 2012 edition. However, the reader should remember that it is always the 2009 code section numbers which appear in the material contained in the Documentation section.
