II (10110 Edition) 211.7 (e) Requests for restoration priority assignments made by NATO, NATO na-tional military authority, and such other requests as the Executive Agent may designate, will be forwarded through established Allied Long Lines Agency (ALLA) channels to the Sec-retary of

2、 Defense. The Secretary will forward to the Executive Agent for processing and approval such of these requests as he finds acceptable pursu-ant to approved NATO/U.S. procedures. (f) Requests for temporary upgrading of restoration priority assignments oc-casioned by special critical conditions, inclu

3、ding natural disasters, heightened diplomatic and political tenseness, and tracking and control of manned space operations, may be submitted to the Executive Agent together with such in-formation as he may require for expe-dited processing decision. (g) All assignments, denials and changes of restor

4、ation priorities and subpriorities are subject to review and modification by the National Security Council. (h) When requesting service from the carriers the user must include the cer-tified restoration priority on the serv-ice authorization. 211.7 Obligation of carriers. (a) During the continuance

5、of a war in which the United States is engaged, and when the provisions of this part are invoked, all carriers shall accord restoration priority assignments cer-tified pursuant to this part priority over all other circuits. (b) To promote the national interest and defense preparedness, carriers shal

6、l: (1) Maintain such records of restora-tion priority assignments certified pur-suant to this part as may be necessary to enable prompt implementation; (2) Enter into agreements, to the ex-tent possible, with their foreign cor-respondents to effect restoration of the foreign portion of leased intern

7、ational services in accordance with this part; (3) Notify the Executive Agent of for-eign correspondent procedures affect-ing Federal Government services that are not reasonably consistent with the priority requirements of this part. (a) Authority to establish arrange-ments to ensure that the NS/EP tele-communications needs of all Federal government entities are met in a man-ner consistent, to the maximum extent practicable, with other telecommuni-cations poli

10、cies is contained in Execu-tive Order 12472 and Executive Order 12046. (b) These procedures are applicable to the communications common car-riers and non-Federal Government users under the Presidents authority contained in subsection 706(a)(d) of the Communications Act of 1934 (47 U.S.C. 606(a)(d),

The au-thority under subsection 706(a) has been delegated by Executive Order 12472 to the Director of the Office of Science and Technology Policy, contin-gent upon issuance by the President of implementing instructions in accord-ance with the National Emergencies Act (50 U.S.C. 1601). The purpose of this part is to provide specific guidance to Government and private entities who may have require-ments for international telecommuni-cation service during wartime emer-gencies. 14、ocedures in this part provide guidance for the submission of emer-gency requirements for telecommuni-cation channels from the United States to overseas or foreign points. Guidance on this subject was previously con-tained in Annex 2 of DMO 3000.1 and Mobilization Plan IX3. Mobilization Plan IX3 has

15、been canceled. 212.3 Responsibilities. (a) Executive departments and agen-cies of the United States, whether or not components of the National Com-munications System, (NCS), shall, to the extent permissible by law and con-sistent with national security, submit their international emergency tele-comm

16、unications requirements to the Executive Agent, NCS, for coordination and consolidation of mobilization re-quirements. (b) The Department of Defense shall coordinate NATO requirements in con-sonance with approved NATO/U.S. pro-cedures for subsequent processing by the Executive Agent, NCS. (c) The De

17、partment of State shall co-ordinate and approve foreign govern-ment telecommunications require-ments and forward them to the Execu-tive Agent, NCS, for further proc-essing. 212.4 Other requirements. (a) Government, other than Execu-tive departments and agencies of the United States, having need for

18、emer-gency international telecommuni-cation service, shall present their re-quirements through the appropriate sponsor to NCS. (b) The private sector, including car-riers, having need for emergency inter-national telecommunication service, shall present their requirements to the Federal Communicatio

(a) The voice and message precedence procedures for departments and agen-cies of the Federal Government pre-scribed by this part are prescribed pur-suant to Executive Order No. 12046 (43 FR 13349 et seq.) and the Presidents memorandum of August 21, 1963, which established the National Communica-

(b) The procedures applicable to com-munications common carriers and non- Federal Government users prescribed by this part are prescribed by author-ity conferred upon the President by subsection 606(a) of the Communica-tions Act of 1934, as

23、amended, and dele-gated to the National Security Council by Executive Order 12046. That author-ity under section 606(a) may be exer-cised only during the continuance of a war in which the United States is en-gaged. 213.1 Background and purpose. (a) The National Security Council and the Federal Commu

24、nications Com-mission have agreed upon a precedence system for the expeditious handling of messages and calls transmitted over Government and public correspondence facilities in all types of situations from peacetime to massive nuclear attack. Effectuation of that system requires that the Director i

25、ssue a circular and that the Commission concurrently issue an order prescribing the stand-ards, procedures, policies, and regula-tions that together, constitute this sin-gle integrated precedence system.
