18、f a new power genemting plant, a modifwation to an misting power genemting plant or replacement equipment. where appropriate, the specification should define the function and the hwn limitatwns, if any, in the equipment connected to that which is being supplied so that the equipment muy avoid imposi

19、ng adwse conditions or the supplier muy suggest modifications to connected equipment which would ensure satisfactory operation. 4.4 Equipment to be purchased The specrnation may define the equipment tgpe or arrangement to be purchased. For example the purchaser may specify the presence of a bypass s

20、tack, single or muiti shaft arrangement. The Specification muy should be stated. Where relevant, the specification should state the ambient temperature (and, if relevant, the cooht inlet temperahre) at the time when maxjmum output is required The specwcation should also state the policy in the follo

21、wing opemtional areas: - risks e.g. loss of electrical supplies, loss of water supplies or cooling systems; - obligations e.g. opemtioru stqfTsh patterns; - restrict.ionS e.g. process waste disposal. 7.2 Manning levels The Specification should - demonstrate that the tender matches the purchasers req

22、uirements set out in the enquiry; - auOw evaluation by the purchaser. This inforrnution may include design pamrnters, drawings, scheduEes, schematic functional and insCrumentution diagram, tgpe test certification and refme instauations. 12.2 Contract documentation The specification should define a l

23、ist of documents to be provided by the supplier. This shauld include a definition of when or at what stage the documents should be made avaable. In particular the supplier should provide aU dmwings giving infomtion on interjces and terminal points. The specification may request generai layout dmwing

24、s, detaued arrangernent drawings and assembly dmwings, v thme are necessary for inspection of functional clearances The specification may request supporting information regading the construction programme, major cid works, design sub-, design studies, construction studies, reliability studies, test

25、procedum, commissioning procedures, operating and maintenunce instructions and quaCity control infomtion. The specification may spec? - cross sectional arrangements of all major items (e.g. steam turbine, heat recovery steam generator in combined cycle plant); - general arrangement and assembly draw

26、ings for all major plant items; - schematic asrangements of all mechanical systems; - schematic asrangements of all electrical systems, - pipework layout drawings; - access and supporting steel work - heat balance diagrams; - single line diagram; - electrical plant design parcuneters for system anal

27、ysis; - foundation design; - builduig loads, - delivery and assembly programmes; - identification and marking systems; - mechanical and electrical interface drawings; - quality status including inspection and test reports; - maintenance manuais, including spare parts iist, - operating instructions.

28、13 Applicable legislation, regulations, standards andfurther requirements 13.1 Legislation and regulations The international, national and local legislution and reguluth hawing significant influence on design of the equipment should be identified in the enquiry. These may include health and safety r

29、equirements, enwimnmental protection and waste disposal and planning constmints. The enquiry should ako identify specific con.stmtion features and site activities covered by local legislution. The enquiry should state that such information is not necessarily exhaustive and does not modify the legal

30、obl.igations of the supplier. 13.2 Standards l7z.e specmeation should identify those stanurds whose use is obligatorg and other standards or codes with which the equipment should comply, any. 33、n if smied. The purpose of the trial run is to prove the functional capabity of the equipment and to show thut it wi, with high pmbabity, meet its performance targets. 34、cks. Annex B (informative) Degradation and ageing B.1. Definitions From the first light-up, gas turbine performance, i.e. the output power and heat rate, degrades with operation and this continues through its life. Some of the degradation is recovered through compressor washing and from maintenance

35、actions. The degradaton comprises ageing, compressorturbine fouling and air filter pressure drop. Ageing is defined as the loss of performance due to wear and tear experienced in normal load operation, s:4t as increased shaft clearances, foreign object du.*;: on blade airfoils etc. and losses attrib

36、utable to c:, tssor or turbine fouling which cannot be restored by compressor washing. It does not include losses attributable to compressor fouling which are recoverable by compressor washing or to the effects of air ter blockages. The cornpressorturbine fouling is dened to be the origin of the los

37、s in performance which is recoverable by compressor washing. Note that if the turbine fouling is significant it should be identified separately. The air iter pressure drop is defined to be the origin for the loss in performance due to the air inlet flter blockage alone. B.2 Action To assess the perf

38、ormance of the gas turbine or combined cycleheat and power plant over a period of time, information on performance degradation may be sought nom the supplier. Based on operating experience with similar plants, information may be provided giving predictions of the long term performance degradation of

39、 the gas turbine plan$ the appropriate rating should be defined and a policy on compressor cleaning should also be defined Infodon on the changes to compressor mass flow, gas turbine exhaust temperature, generator output and heat rate after agreed periods of time should be provided for each of the a

40、bove categories, if possible. Information can also be provided to show the typid recovery in performance from major and minor maintenance actions, compressor washing both on and off line, and from air filter replacement The basis of the predictions should be stated This standard is under preparation
