1、473 Federal Highway Administration, DOT 950.3 (1) Identification of portions of the regional ITS architecture being imple-mented (or if a regional ITS architec-ture does not exist, the applicable por-tions of the National ITS Architec-ture); (2) Identification of participating agencies roles and res

2、ponsibilities; (3) Requirements definitions; (4) Analysis of alternative system configurations and technology options to meet requirements; (5) Procurement options; (6) Identification of applicable ITS standards and testing procedures; and (7) Procedures and resources nec-essary for operations and m

3、anagement of the system. (d) Upon completion of the regional ITS architecture required in 940.9(b) or 940.9(c), the final design of all ITS projects funded with highway trust funds shall accommodate the interface requirements and information ex-changes as specified in the regional ITS architecture.

4、If the final design of the ITS project is inconsistent with the regional ITS architecture, then the re-gional ITS architecture shall be up-dated as provided in the process defined in 940.9(f) to reflect the changes. (e) Prior to the completion of the re-gional ITS architecture, any major ITS project

5、 funded with highway trust funds that advances to final design shall have a project level ITS architec-ture that is coordinated with the devel-opment of the regional ITS architec-ture. The final design of the major ITS project shall accommodate the inter-face requirements and information ex-changes

6、as specified in this project level ITS architecture. If the project final design is inconsistent with the project level ITS architecture, then the project level ITS architecture shall be updated to reflect the changes. The project level ITS architecture is based on the results of the systems enginee

7、r-ing analysis, and includes the fol-lowing: (1) A description of the scope of the ITS project; (2) An operational concept that iden-tifies the roles and responsibilities of participating agencies and stake-holders in the operation and implemen-tation of the ITS project; (3) Functional requirements

8、of the ITS project; (4) Interface requirements and infor-mation exchanges between the ITS project and other planned and existing systems and subsystems; and (5) Identification of applicable ITS standards. (f) All ITS projects funded with high-way trust funds shall use applicable ITS standards and in

9、teroperability tests that have been officially adopted through rulemaking by the DOT. (g) Any ITS project that has ad-vanced to final design by April 8, 2001 is exempt from the requirements of para-graphs (d) through (f) of this section. 66 FR 1453, Jan. 8, 2001, as amended at 66 FR 19856, Apr. 18,

The purpose of this part is to estab-lish interoperability requirements for toll facilities that are tolled under sec-tion 1604 of the Safe, Accountable, Flexible, Efficient Transportation Eq-uity Act: A Legacy for

13、Users (SAFETEALU) (Pub. L. 10959; 119 Stat. 1144) that use electronic toll col-lection. 950.3 Definitions. I (4111 Edition) 950.5 1604 toll program refers to any of the tolling programs authorized under sec-tion 1604 of SAFETEALU. These pro-grams include the Value Pricing Pilot Program, the Express Lanes Dem-onstration Pro

15、gram, and the Interstate System Construction Toll Pilot Pro-gram. Electronic toll collection means the ability for vehicle operators to pay tolls automatically without slowing down from normal highway speeds. Toll agency means the relevant public or private entity or entities to which toll authority

16、 has been granted for a facility under a 1604 toll program. 950.5 Requirement to use electronic toll collection technology. (a) Any toll agency operating a toll facility pursuant to authority under a 1604 toll program shall use an elec-tronic toll collection system as the method for collecting tolls

17、 from vehi-cle operators for the use of the facility unless the toll agency can demonstrate to the FHWA that some other method is either more economically efficient or will make the facility operate more safely. If a facility is collecting tolls pursuant to section 1604(b) of SAFETEALU, the toll age

18、ncy shall only use electronic toll collection sys-tems. Nothing in this subsection shall prevent a toll agency from using cash payment methods, such as toll booths, in areas that are not located in the toll facilitys lanes of travel if the location and use of such methods do not create unsafe operat

19、ing conditions on the toll facility. (b) A toll agency using electronic toll collection technology must develop and implement reasonable methods to enable vehicle operators that are not enrolled in a toll collection program that is interoperable with the toll col-lection system of the relevant toll

20、fa-cility to use the facility. (c) A toll agency using electronic toll collection technology must develop, implement, and make publicly avail-able privacy policies to safeguard the disclosure of any data that may be col-lected through such technology con-cerning any user of a toll facility oper-atin

21、g pursuant to authority under a 1604 toll program, but is not required to submit such policies to FHWA for approval. 950.7 Interoperability requirements. (a) For any toll facility operating pursuant to authority under a 1604 toll program, the toll agency shall (1) Identify the projected users of the

22、 facility; (2) Identify the predominant toll col-lection systems likely utilized by the users of the facility; and (3) Identify the noncash electronic technology likely to be in use within the next five years in that area. (b) Based on the identification con-ducted under subsection (a), the toll age

23、ncy shall receive the FHWAs con-currence that the facilitys toll collec-tion systems standards and design meet the requirements of this part. (c) In requesting the FHWAs concur-rence, the toll agency shall dem-onstrate to the FHWA that the se-lected toll collection system and tech-nology achieves th

24、e highest reasonable degree of interoperability both with technology currently in use at other existing toll facilities and with tech-nology likely to be in use at toll facili-ties within the next five years in that area. The toll agency shall explain to the FHWA how the toll collection sys-tem take

25、s into account both the use of noncash electronic technology cur-rently deployed within an appropriate geographic area of travel (as defined by the toll agency) and the noncash elec-tronic technology likely to be in use within the next five years in that area. FHWA, in determining whether to con-cur

26、 in the toll agencys proposal, will give appropriate weight to current and future interoperability with toll facili-ties in that area. The facilitys toll col-lection system design shall include the communications requirements between roadside equipment and toll tran-sponders, as well as accounting c

27、om-patibility requirements in order to en-sure that users of the toll facilities are properly identified and tolls are charged to the appropriate account of the user. (d) A toll agency that operates any toll facility pursuant to authority under a 1604 toll program must upgrade its toll collection sy

29、9 applicable standards and interoper-ability tests that have been officially adopted through rulemaking by the FHWA. (e) With respect to facilities that are tolled pursuant to the Value Pricing Pilot Program, this part only applies if tolls are imposed on a facility after the effective date of this

30、rule. However, such facility is subject to this part if the facilitys toll collection systems method or technology used to collect tolls from vehicle operators is changed or upgraded after the effective date of the regulations in this part. (f) Nothing in this part shall be con-strued as requiring t

31、he use of any par-ticular type of electronic toll collec-tion technology. However, any such toll collection technology must meet the interoperability requirement of this section. 950.9 Enforcement. (a) The tolling authority of any facil-ity operating pursuant to authority under a 1604 toll program s

32、hall be sus-pended in the event the relevant toll agency is not in compliance with this part within six (6) months of receiving a written notice of non-compliance from FHWA. If the toll agency dem-onstrates that it is taking the nec-essary steps to come into compliance within a reasonable period of

33、time, FHWA shall extend such tolling au-thority. (b) The FHWA may take other action as may be appropriate, including ac-tion pursuant to 1.36 of this title.
