SCOPE 1.1 Scope. This commercial item descript

2、ion covers one type of flexible nylon restraint designed to be secured around the wrists and/or ankles of an apprehended person to restrict physical movement. The patented law enforcement restraint has two loops on a single strap, with two separate locks that can also be *double lockedv1 (see Figure

3、 2) to restrict pushing or pulling through the lock. The restraint must be cut off to be removed and is disposable. Each lock has two large teeth on a single trigger that engages into a ratchet fitted into the outside face of the strap itself. 2. Salient characteristics. The color shall be natural.

4、The material for the strap shall be polyamide nylon (recyclable) with no metal inserts. The overall length of the loop restraint strap shall be 33 5/8 inches. The width of the loop restraint strap shall be 5/16 i 1/32 inch. The thickness of the loop strap shall be 1/8 4 20/1000 inch. The strap is no

7、y torque and twist just enough to allow proper movement without ripping or cutting the skin, which would create a potential blood hazard. The lock shall be 3/4 inch square. with two large teeth approximately 3/16 inch wide x 1/4 inch long x 1/8 inch ledge, which fits tightly to the compatible ratche

8、t design of the strap. Each tooth has a .160 base and is .156 long with a .178 face and a 30 angle (with a tolerance of conforms to the producers own drawings, specifications, standards, and quality assurance practices; and is the same product offered for sale in the commercial marketplace. The Gove

9、rnment reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.2 Market acceptability criteria. The item offered must have been sold to the commercial market or to the Government, and

10、the contractor shall certify and provide supporting documentation as to its serviceability and the long term (five years) availability of all necessary maintenance and logistics support parts and materials. 4.3 Warranty. The item offered shall include the standard warranty given to the commercial ma

11、rket beginning with the date of delivery of the individual items. 4.4 Visual examination. The strap shall be examined for the defects listed below: 4.4.1 Defects. Color not as specified; parts contaminated with oil, grease, or particulates burning; slay on lock latches; cracks or breaks when straps

12、are bent back and forth; teeth in straps not free of any molding defects; short, flash; excessive sink in the locking/latch area; any material defects, distorted parts or poor workmanship; any component part omitted; label missing, incorrect, or illegible; measurement of item not as specified; bar c

13、ode omitted or not readable by scanner; human- readable interpretation (HRI) omitted or illegible; bar code not visible on folded, packaged item; bar code causes damage to the item. 5. PACKAGING 5.1 Preservation, Packins, and markinq. The preservation, packing, and marking shall be as specified in t
