2、he International Commission on Illumination (CIE) is an organisation devoted to international co-operation and exchange ofinformation among its member countries on all matters relating to the art and science of lighting. Its membership consists ofthe National Committees in 38 countries and one geogr

3、aphical area and of 8 associate members.The objectives of the CIE are :1. To provide an international forum for the discussion of all matters relating to the science, technology and art in the fieldsof light and lighting and for the interchange of information in these fields between countries.2. 4、develop basic standards and procedures of metrology in the fields of light and lighting.3. To provide guidance in the application of principles and procedures in the development of international and nationalstandards in the fields of light and lighting.4. To prepare and publish standards, reports an

This work covers subjectsranging from fundamental matters to all types of lighting applications. The standards and technical reports developed bythese international Division

7、s of the CIE are accepted throughout the world.A plenary session is held every four years at which the work of the Divisions and Technical Committees is reviewed, reportedand plans are made for the future. The CIE is recognised as the authority on all aspects of light and lighting. As such itoccupie

INTRODUCTIONThe reflec

47、tion characteristics of road surfaces relate to the lightness (degree of whiteness orblackness) and the specularity (shininess) of the surface. The reflection characteristics areequally relevant for roadway markings and for daylight illumination. Current usage of thereflection characteristics of roa

48、d surfaces is based primarily on laboratory measurementscarried out during the 60s and 70s on samples of road paving.Although the reflection characteristics are simple to define, they are difficult tomeasure in situ. Neither portable nor vehicle mounted equipment has been developed forwidespread use

49、. One of the tasks of CIE TC 4-25 has been to reconsider the conventionswith respect to reflection characteristics and to consider modifying them so as to make in situmeasurement more practical.The lightness of the road surface has so far been represented by the averageluminance coefficient Q0 which, however, has turned out to be difficult to measure as well inlaboratory as in situ condit
