2、” Commission: “The European Conference of Postal and Telecommunications Administrations, considering 1. that the method of access of a packet mode DTE to a packet switched public data network (PSPDN) through a public switched telephone network (PSTN) or a circuit switched public data network (CSPDN)

3、, according to the Recommendation X.32 of CCITT, is being implemented in many member CEPT countiies, 2. that this method of access allows calls as well from the DTE to the PSPDN (dial-in) as from the PSPDN to the DTE (dial-out), 3. that the existing CCITT Recommendations D. 15, D.50, D.250 already p

4、rovide guidelines for remuneration of services supported on interworking networks and that the D.306 Recommendation (TEUREM) establishes accounting rate shares strictly applicable to the packet switching networks, O recommends 1. that principles for the remuneration not only of the use of the PSPDN

5、but also of the use of interworking unit between PSPDN and PSTN or CSPDN and the use of these access networks should be established, 2. that the international accounting should be based on the international packet switching service rates, using the existing levels and shares, 3. that for the incomin

6、g calls to terminals connected according to X.32-method of access (dial-out), the destination Administration should be entitled to a remuneration for the use of the interworking unit and the access network (PSTN or CSPDN), this remuneration being included in the international accounting as an amount

7、 to be added to the packet service share, this Administration should then ensure that the interworking unit and/or the destination DTE are distinguishable from other DTEs, 4. that when the interworking unit is provided in a transit country, it should be remunerated by an amount to be added to the transit share relating to the international network, 5. that, by bilateral agreement, other solutions for the remuneration of the interworking unit and the access network may be decided.” Edition of October 1, 1990 -
