2、 “Radio Regulatory“ (WGRR) “The European Conference of Postal and Telecommunications Administrations, Considering a) that the General Operators Certificate (GOC) and the Restricted Operators Certificate (ROC) are certificates related to the Maritime Mobile Service and the Maritime Mobile Satellite S

3、ervice according to Article 1 of the ITU Radio Regulations and governed by other provisions of the ITU Radio Regulations as well as other national and international regulations, b) that the basic requirements for the content of certificates are set down in Radio Regulations S47.9 - S47.16 c) that th

4、e International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) stipulates the additional requirements for training and certification for GMDSS certificates for use on SOLAS vessels, d) that the EU Council Directive 94/58/EC on the minimum level of training o

5、f seafarers (amended by EU Council Directive 98/35/EC) gives procedures and criteria for the recognition of certificates issued by third countries, e) that the Directive referred to in considering d) relates to seafarers onboard ships that are subject to the SOLAS Convention; f that it is desirable

6、to harmonise the content of the certificates issued for the GOC and ROC for the purpose of mutual recognition of those certificates in CEPT and non-CEPT countries, g) that Administrations are responsible for taking such measures as they judge necessary to verify the operational and technical qualifi

7、cations of a person seeking a GOC or a ROC, h) that the issue and registration of GOCs and ROCS involves considerable work for Administrations, i) that certain Administrations issue their GOCs and ROCS in accordance with Decision (99)Ol of the European Radiocommunications Committee of the Conference

8、 of European Postal and Telecommunications Administrations, j) that the application of ERC Decision (99)Ol by CEPT and non-CEPT Administrations greatly facilitates the mutual recognition of GOC and ROC certificates, k) that harmonisation of the content of certificates issued for the GOC and ROC woul

9、d support the simplification of procedures to be executed by Administrations when fulfilling their tasks regarding recognition of foreign GOC and ROC, I) that certain Administrations combine their STCW certificate together with the GOC and ROC, Edition of May 18, 1999 9 232b414 0014052 T2T CEPTIERCI

11、Decision (99)Ol 1. Certificates issued by administrations to successful candidates of the General Operator?s Certificate (GOC) and Restricted Operator?s Certificate (ROC) examined in accordance with CEPTERC Decision (99)Ol should as a minimum contain the information listed below: That information re

12、quired by the ITU Radio Regulations (as given in S47.9-S47.16); A reference to CEPTERC Decision (99)Ol; A statement reminding holders that they are under an obligation to preserve the secrecy of correspondence; 2. Administrations may combine their STCW Certificates and Endorsements with their GOC an

13、d ROC certificates. When combining these certificates, administrations should meet the requirements of the STCW Convention concerning the content of STCW Certificates and Endorsements as well as those requirements listed above for the GOC and ROC Certificates. 3.
