The purpose of this manual is to provide itemized bills of materials for facilities of the Army Facilities Components System (AFCS), construction effort expressed in units of manhours, construction item

7、 identification data and logistic data (shipping weight in short tons, shipping volume in measurement tons and cost of materials). By providing the above, constructioB requirements for projected military operations can be easily and rapidly determined using a coding system to permit utilization of a

8、utomatic data processing equipment. The manual provides construction planning data for: a Logistic, construction base development and contingency planners by presenting a flexible planning tool fr theater of operations construction and construction support missions. When data is used in base develop

9、ment planning, the user is advised to refer to guidance contained in FM 31-82, Base Development Planning. b. Construction units by means of bills of materials for the various facilities, structures, utilities and construction tasks required by the Army and Air Force in support of theaters of operati

10、ons. c. Logistical commands and supply agencies in requisitioning, identifying, costing, and other related supply functions. 1-2. Scope This manual contains bills of materials for each facility in the AFCS. For each facility, the following information is provided: a. Facility number. Five numeric an

11、d two alpha characters that identify each AFCS facility. b. Building description. Includes information on frame type, roofing and siding material, tem- perature range, and dimensions. c. Man-hours. Indicates construction estimate in vertical, general, and horizontal construction in terms of man-hour

12、s for engineer troop units. d. Materials. Furnishes logistics data, including shipping weight, volume, and costs. The weight is given in short tons (excluding shipping containers), the measurement tons are based on 40 cubic feet per ton, and the cost represents the CONUS procurement cost. e. Bill of

13、 materials section. Contains component breakdown of the facility organized by construction trade or functional usage. f. National Stock Number. Is a unique number that identifies the item. National Stock Numbers (NSNs) supersede Federal Stock Numbers (FSNs). g. Item description. Furnishes general de

14、scriptive specification on an item. h. Unit of issue. Is the smallest quantity per issue, for example, each, linear foot, pound, package, etc. i. Quantity. Amount of material required to construct the facility, including allowance for breakage, loss, and cutting to fit. The material cost and logisti

15、cal data are current as of the date of Publication. Transportation costs (beyond CONUS depot) and aggregate for concrete and road construction are not included in the prices shown. 1-3. Related Publicati The AFCS consists of a series of four Department of the Army technical manuals-this manual plus

16、three accompanying publications indicated as follows: a TM 5-301, “Army Facilities Components System-Planning.” These manuals, which are generally used by military planners, contain in- stallation, facility and Prepackaged Expendable Contingency Supply (PECS) summaries. TM 5-301 is published in four

17、 volumes, each addressing a separate climatic zone. The summaries appearing in the four volumes include cost, shipping weight, and volume of material; estimated man-hours to con- struct each facility and installation: and the cost, weight, and volume of the PECS kits. b. TM 5-302,. “Army Facilities

18、Components System-Designs.” This multi-volume manual contains installation layouts, facility drawings, construction details and materiai lists for the AFCS. 29、 AND CONTAINERIZATION 2-1. Purpose To assist engineer units in the planning and im- plementation of contingency plans, a series of cargo containers loaded with stylized engineer supplies was developed to meet normal mission requirements for limited periods or for minor repairs for extended periods w

30、hen supplies are replaced based on demand experience. Also included as facilities are special bomb damage and repair kits. A matrix of bomb damage and repair facilities will be added to Thi 2-2. Description and Use Each container is reflected as a separate facility within the AFCS, which allows its

31、requisition as an independent supply kit and permits the requester to obtain as many kits as needed to meet the assigned requirements. The unit commander can also procure a set of kitdfacilities, reflected ar installations in the AFCS and designed to provide minimum es- pendable materials to accompl

32、ish the specific engineer tasks. Again. the command-er has the option of requesting the number of installations that is required. An item consumed from the con- 5-304. tainer can be requisitioned and replaced as separate items since each carries its own NSN. When requisitioning a facility or install

33、ation, com- manderslrequesters should check the size of the shippingistorage container ordered to ensure that proper transportation is available upon delivery of the kits. There are two types of military containers: the TRICON (8 X 8 X 6-213 feet) and the MILVAN (8 X 8 X 20 feet). The TRICON has a m

34、aximum payload of 13,000 pounds, tare weight of 1,880 pounds, and approximate interior dimensions of 90 X 85 X 73.5 inches. The MILVAN has a maximum payload of 40,000 pounds, a tare weight of 4,700 pounds and approximate interior dimensions of 92 X 8 X 231 inches. The containers are equipped with st

35、andard fittings allowing movement by a variety of material handling equipment. In groups of three, the TRICONs form an 8 X 8 X 20 con- tainer compatible with the commercial container system. Common commercial containers vary in size up to 8 X 9 X 40 feet with a maximum payload of 60.900 pounds. and

36、a tare weight of 6,300 pounds. General The US Army Mate

37、riel Development and Readiness Command (DARCOM) is responsible for developing supply procedures, policies and command guidance necessary to fund, procure, store and ship materiel listed in the Army Facilities Components System. DARCBM responsibility is set forth in AR 415-16. The focal points within

38、 DARCOM for the Army Facilities Components System and their respon- sibilities are briefly explained in paragraphs 3-2 and 3- 3 below. 3-2. The Directorate of Materiel Management The Directorate of Materiel Management, Associate Director for Evaluation, Headquarters, US Army Materiel Development and

39、 Readiness Command (ATTN: DRCMM-E), Alexandria, VA 22304, is responsible for coordinating DARCOM activities and interests pertaining to the AFCS. This coor- dination embraces materiel development, procurement policies, employment support and other related matters. The Associate Director for Evaluati

40、on ensures that DARCOM can support the demands for construction materiel at the onset of an emergency and thereafter as required. 3-3. US Army Troop Support and Aviation Mate- riel Readiness Command (TSARCOM) The Command, TSARCOM (ATTN: DR- STS-SPFF), 4300 Goodfellow Boulevard, St. Louis, MO, 63120

41、is the central point within the Con- tinental United States (CONUS) for the inclusion of items in the Federal Supply System and the acquisition and supply of items in the AFCS. 3-4. Treatment of Camouflage in the AFCS The AFCS does not include a separate camouflage faci

43、lity for each structure. Rather. descriptive in- formation and tables are included which will allon- the planner to extract the necessary materials for a particular task. However, in accomplishing a camouflage requirement, it should be noted that successful camouflage techniques require imaginative

44、use of not only the issued materials but also such artificial and natural materials as are locally available. These would include such items as cut foliage, earth, wire screening and other disrupters. The proper siting and dispersal of facilities with respect to existing natural or man- made terrain

45、 patterns will lessen the need for ar- tificial camouflage. The doctrine and techniques of camouflage practice are contained in FM 5-20, Camouflage, and TM 5-200, Camouflage Materials. 4-2. General The bills of materials in the manual are the principal sources for determining quantities and i

47、dentifying construction materiel to accomplish normal con- struction tasks in theaters of operations. Users should refer to supply catalogs for additional in- formation or individual items contained in this manual. 5-2. Design Criteria u. Design criteria are shown on the construction drawings in TM

48、5-302 when considered beneficial in adapting AFCS designs to actual site conditions. Safety factors used in the designs are the minimum for the facilities to function and operate. Higher safety factors normally applied in a civilian practice cannot always be achieved because of the short design life

49、 and rapid construction required in support of military operations. The design life for components in this manual is approximately five years. b. The facilities in the system are designed to operate in one or more of four climatic zones. The four climatic zones are: (1) Temperate Zone-The geographical areas in which mean annual termperatures are between +30 F and +70 F as ident
