13、tion International; all rights reserved. 7 Foreword (This Foreword is not part of the American National Standard Z4.4-2016) This standard prescribes minimum sanitation requirements for fields and temporary labor camps to protect the health and safety of persons working in fields, or residing in the

14、camps, or both. Work on this project was begun in 1966 by a subcommittee of the U.S. Standards Committee on Safety for Industrial Sanitation, Z4. On March 8, 1968 the standard was approved as an American National Standard. On September 1, 1972, the National Congress of Hispanic American Citizens fil

15、ed a petition asking OSHA to issue a standard for agricultural workers requiring employers to provide potable drinking water and hand washing and toilet facilities in the field. Pursuant to a 1982 court-approved settlement agreement that resolved almost ten years of litigation surrounding OSHAs acti

16、vities in connection with this issue, the agency on March 1, 1984 published a notice of proposed rule-making and a request for comments. A new regulation became effective on May 30, 1987, when employers were required to provide facilities as specified in 1928.110(c) (1). For compliance with requirem

17、ents for the provision of toilet and hand washing facilities in accordance with 1928.110(c) (2), and for their maintenance in accordance with 1928.110(c) (3), the 1984 proposal specified that where eleven or more such field workers were employed, these facilities must be provided. The facilities use

18、d by farm workers at sites where fewer than eleven workers are employed are also a matter of great concern, for these workers also have a need for adequate clean sanitary facilities. The success or failure of clean portable restroom facilities is dependent upon the availability of proper number of f

19、acilities and their proper usage. The limited capacity of these units creates the need for proper service on a scheduled basis. This standard reflects the most up-to-date human engineering and state-of-the-art chemicals and procedures. Suggestions for improvement of this standard will be welcome. Th

26、 include persons with or without their families employed in any occupation or work for which labor-force quarters are provided. 1.2 Purpose The purpose of this standard is to protect the health of persons working in fields and/or residing in the camps for temporary labor. 2 Referenced American Natio

When these referenced standards are superseded by a revision approved by the American National Standards Institute, Inc. or the publishing body, the latest revision

29、ions Agricultural employer: Any person, corporation, association or other legal entity that owns or operates an agricultural establishment, or on whose premises or in whose interest an agricultural establishment is operated; any person, corporation, association or other legal entity that is responsi

30、ble for the management and conditions of an agricultural establishment or that acts directly or indirectly in the interest of any employer in relation to any employee. Agricultural establishment: A business operation that uses paid employees in the production of food, fiber or other materials such a

31、s seed, seedlings, plants or parts of plants. Approved: Approved by the authority with jurisdiction. Appurtenances: An accessory or other item associated with a particular activity or style of living. Black water: Combined domestic effluent including liquid and solid human body waste and the water d

32、ischarged from toilet usage. Camp: A tract of land, together with living quarters, service buildings and any appurtenances, established for the housing accommodation of a temporary labor force. Camp superintendent: A person that is designated by the owner to be in charge of the camp. Communicable di

33、sease: An illness due to a specific infectious (biological) agent or its toxic products capable of being directly or indirectly transmitted from person to person, from animal to person, from animal to animal, or from the environment (through air, water, food, etc.) to person, and for the purpose of

34、this standard, listed within the range of federal, state or local communicable disease laws, ordinances and regulations. Fixture: A device for receiving water and/or waste matter that directs these substances into a sanitary drainage system. Can include bathtubs, lavatories, showers, sinks, toilets,

35、 urinals and water closet bowls. Flush Toilet Facility: A flush toilet facility is one utilizing a water or non-water flushing fluid that may be deposited into a container or receptacle, or may be re-circulated by a closed system for flushing purposes. Such a facility may be housed in a permanent or

36、 portable structure. GAP (Good Agricultural Practices): The basic environmental and operational conditions necessary for the production of safe, wholesome fruits and vegetables. 10 2016 by the Portable Sanitation Association International; all rights reserved. 37、.4-2016 Grey water: Water that has already been used for bathing, washing, laundry or dishwashing but does not contain human or food waste. Hand-labor operations: Agricultural activities or operations performed by hand or with hand tools. Some examples of “hand-labor operations” are as follows: hand

38、 harvesting of vegetables, nuts and fruits or seedlings of other crops; the hand planting, weeding, thinning, pruning, topping or rogueing of crops; and hand packing of the produce picked into containers either on the ground, on a moving machine, or within a temporary packing shed in the field. “Han

39、d-labor” does not include such activities as logging or operations in permanent structures such as canning facilities, greenhouses or packinghouses. Hand wash facility: A fixture providing a basin, container or outlet, with an adequate supply of potable water, soap and single-use towels for health a

40、nd safety purposes. Health authority: The federal, state or local health agency having jurisdiction. Living quarters: Living quarters are any conventional or unconventional buildings of one or more rooms, or any other enclosure used for sleeping or living purposes. Non-sewered waste disposal system:

41、 A sanitary waste-disposal system not connected to a sanitary sewer, septic tank or on-site sewage disposal system. Permanent: For the purpose of this standard, the term “permanent” means not readily or not easily re-locatable. Portable: For the purpose of this standard, the term “portable” means re

42、adily or easily re-locatable. Potable water: Water that is free of objectionable pollution, contamination, minerals or infection, is approved for drinking, culinary and domestic purposes by the authority having jurisdiction, or in the absence of such authority, water meeting the requirements of the

43、U.S. Environmental Protection Agency. Recycled (reclaimed) wastewater: Water that has passed through a treatment facility mainly for use in irrigation, dust control or fire suppression and is clearly marked “non potable and unsafe for consumption,” therefor encouraging conservation of potable water.

44、 Regulatory authority: A health and government authority that has jurisdiction as provided by law over the installation or maintenance, or both, of utilities, fire protection, plumbing and other sanitary services. Rogueing: To weed out inferior, diseased, or non-typical individuals from a crop plant

45、 or a field. Sanitary condition: Within the meaning of this standard, that physical condition of working quarters which will tend to prevent the incidence and spread of disease. Sanitize: To make free from dirt, infection, disease, etc., by cleaning it: to make something sanitary. Service building:

46、A service building is any structure, other than living quarters, provided for the common use of persons occupying or using the camp. Toilet facility: A series of fixtures (including showers) maintained within a room for the purpose of defecation, urination, or maintaining personal hygiene. Urinal: A

47、 fixture maintained within a toilet facility for the sole purpose of urination. Vector: An organism, typically a biting insect or tick, that transmits a disease or parasite from one animal or plant to another. Water closet: A toilet or fixture that is designed to receive human waste directly from th

48、e user and discharge it to the drainage system. 4 Fields 4.1 General This section shall apply to any agricultural establishment where employees are engaged on any given day in hand-labor operations distant from permanently fixed water and toilet facilities. Agricultural employers shall provide all o

49、f the following for employees engaged in hand-labor operations in the field, without cost to the employee. 4.2 Potable drinking water 4.2.1 Drinking water shall be provided from a potable source and placed in locations readily accessible to all employees.
