The applicableclauses of this standard, when used in conjunction with other standards and publications, define a fullstan

Substantial agreement means much more thana simp
6、le majority, but not necessarily unanimity. Consensus requires that allviews and objections be considered, and that a concerted effort be madetowards their resolution.The use of Amer ican Nation al Stan dards is comp letely vo luntary; theirexistence does not in any respect preclude anyone, whether
