33、nug tight fitting nanner. 5.3.1 Domestic shipment .- For domestic shipment, interior containers shall. be overpacked in substantial comercial exterior contziners sb con- structed as to insure acceptance by comnon or other carrier for safe trans- portation at the lomst rate, to the point of delivery.
