25、roductionThe guideline VDI 3819 Part 3 continues and supple-ments the series of guidelines pertaining to fire pro-tection in building services. VDI 3819 Part 1 states the individual guidelines and recommendations for fire protection in building services. Part 2 explains the interrelations between th

Zum Betreiben g

28、ehrt insbesondere auch, dass die Anla-gen regelmig inspiziert und gewartet sowie nach einer Mngelfeststellung umgehend instandgesetzt werden oder dass Ersatzmanahmen bei Beschdi-gungen (Instandhaltung) und bei Auerbetrieb-nahme/Abschaltung ergriffen werden.Diese VDI-Richtlinie soll Planern und Betre

29、ibern verstndlich darstellen, welche Auswirkungen ein-zelne Manahmen innerhalb der zum Teil komplexen Gebudetechnik haben. Darber hinaus knnen die ebenfalls aufgefhrten Management- und Schulungs-hinweise fr den Brandfall und auch fr andere Not- und Katastrophenflle herangezogen werden.Insbesondere g

30、eht es dabei um die Einweisung von Personen, damit jederzeit kompetentes Personal zur Verfgung steht, das mit dem ntigen Sachverstand die Anlagen bedienen kann. Die Richtlinie gilt insbe-sondere fr Schulen, Brogebude, Verkaufsrume ebenso wie fr industrielle Grobetriebe.1 AnwendungsbereichIn modernen

31、 Gebuden werden immer mehr kom-plexe Anlagentechniken und Manahmen zum Brandschutz eingesetzt, um Brandgefahren zu be-herrschen und auch, um begrndete Abweichungen vom Baurecht zu kompensieren.Die geplanten technischen Manahmen enden jedoch nicht mit der bautechnischen Fertigstellung der Ge-bude. Te

32、chnische Anlagen mssen in der Regel be-dient und gewartet werden. Dem Betreiber muss da-bei z. B. bewusst sein, dass selbstschlieende Tren, die im Brandfall eine Rauchausbreitung entspre-chend der DIN 18095 verhindern sollen, auch eine entsprechende Wartung bentigen. Das Personal ist in die Brandsch

33、utzmanahmen einzuweisen, damit es in Brand- und Notfllen richtig reagieren kann.Werden technische Anlagen und Einrichtungen nicht gewartet, ist ihre Betriebsbereitschaft nicht sicherge-stellt. Dadurch knnen z. B. die Betriebsgenehmi-gung erlschen und die Auflagen der Baugenehmi-gung nicht erfllt wer

34、den.Die vorliegende Richtlinie soll eine praktische An-wendungshilfe sein, damit der Betreiber und/oder Ei-gentmer die Auflagen bei der Gebudebernahme und whrend des Betriebs kennt und diese umsetzen kann.Die verschiedenen Brandschutzmanahmen werden transparent und ihre Funktion und Wirkung verstnd-

This VDI guideline addresses planners and operators and is intended to explain in a comprehensible man-ner the effects of individual measures on the (some-times complex) building services installations. Fur-thermore, the inform

37、ation regarding management and training is applicable to cases of fire as well as other emergencies or disasters.Particular emphasis is placed on the briefing of per-sons to make sure that competent personnel, able to operate the systems with the necessary expert knowl-edge, will be available at any

38、 time. The guideline ap-plies, in particular, to school buildings, office build-ings, sales rooms and large industrial enterprises.1ScopeIn modern buildings, there is a trend towards complex fire protection systems and measures, employed to control fire hazards and, also, to compensate for jus-tifie

39、d deviations from building-code provisions. The technical measures planned, however, do not end with the completion of the building construction. As a rule, technical systems need to be operated and serviced. For instance, the operator must be aware of the fact that self-closing doors, supposed to p

40、revent smoke propagation in case of fire in accordance with DIN 18095, will also have to be serviced appropri-ately. The personnel must be briefed on the fire pro-tection measures so as to respond properly in cases of fire or emergency.Where technical systems and devices fail to be serv-iced, their

41、readiness for operation is not ensured. This may entail, e. g., the loss of the operating licence and the non-compliance with the requirements of the building permit.This guideline is intended to give practical guidance to operators and/or owners so that they know, and are able to implement, the req

Zur Gewhrleistung des Brandschutzes whrend der Nutzung des Gebudes helfen die aufgezeigten Manahmen und Hinweise dieser Richtlinie, die ver-schiedenen Verantwortlichkeiten darzustellen und bei der Umsetzung durch klar gegliederte Aufgaben-vert

44、eilung den Betrieb von technischen Anlagen im Brandfall aufrecht zu erhalten oder nach einem Brand unverzglich wieder aufnehmen zu knnen.AnmerkungenIn dieser Richtlinie werden auch stichpunktartige Hinweise zur Projektierung gegeben, um einige in der Praxis auftretende Feh-ler vermeiden zu knnen. Au

45、f die besondere Projektierung von Anlagen (z. B. Brandmeldeanlagen, Sprinkleranklagen, Rauch-abzugsanlagen) wird im Rahmen dieser Richtlinie nicht einge-gangen. Es sind gegebenenfalls besondere Planungsgrundlagen zu beachten, die den entsprechenden Regelwerken zu entnehmen sind.Wenn in der Richtlini

46、e Funktionen benannt werden, z. B. Betrei-ber, Brandschutzhelfer, so ist hiermit eine neutrale Funktionsbe-zeichnung gewhlt. Die Aufgabe kann dann sowohl von Perso-nen des weiblichen wie des mnnlichen Geschlechts ausgefhrt werden.2 GrundlagenBlitzschutzDer uere Blitzschutz besteht aus der Fangeinric

47、h-tung, der Ableitungseinrichtung und der Erdungsan-lage. Die Fangeinrichtung bildet beim direkten Blitz-einschlag einen definierten Einschlagort. Ableitungs-einrichtung und Erdungsanlage haben die Aufgabe den anschlieend flieenden Blitzstrom zur Erde ab-zuleiten und dort zu verteilen, ohne dass dur

48、ch ther-mische oder mechanische Wirkungen Schden am zu schtzenden Volumen (Gebude inkl. des zu scht-zenden Volumens innerhalb von Fang- und Ablei-tungseinrichtungen, siehe Bild 4) auftreten. Das innere Blitzschutzsystem hat die Aufgabe das Auftreten, insbesondere gefhrlicher Funkenbildung infolge de

49、s Blitzstroms, der durch das Vorhandensein des ueren Blitzschutzes in die bauliche Anlage fliet, zu verhindern, siehe auch EN 62 305.BrandmeldeanlageBrandmeldeanlagen (BMA) haben die Aufgabe Brnde in einer mglichst frhen Brandphase zu er-kennen und zu melden.
