15、-rungssysteme erlutert. Es wird der Stellenwert die-ser Dokumente im Rahmen eines Projektes darge-stellt. Weiterhin werden Kriterien zur Qualittsbeur-teilung von Lasten- und Pflichtenheften dem Planer,Betreiber und Hersteller an die Hand gegeben.Die vorliegende Richtlinie ist im Zusammenhang mitden

16、beiden Richtlinien VDI/VDE 3694 undVDI 2519 Blatt 2 zu sehen, die Gliederungsempfeh-lungen fr Lasten-/Pflichtenhefte fr Automatisie-rungs- und Materialflusssysteme enthalten.1 ZielsetzungDie vorliegende Richtlinie soll dazu dienen, die tech-nischen und wirtschaftlichen Anforderungen anMaterialfluss-

17、 und Automatisierungssysteme festzu-legen und die Zusammenarbeit zwischen Betreiber,Planer und Hersteller zu erleichtern.2 DefinitionenEine Definition des Lastenheftes in einer DIN-Normgibt es bisher nicht. Das Pflichtenheft ist inDIN 69901 (Projektmanagement; Begriffe) definiertals:Ausfhrliche Besc

18、hreibung der Leistungen (z.B.technische, wirtschaftliche, organisatorische Leis-tungen), die erforderlich sind oder gefordert wer-den, damit die Ziele des Projektes erreicht wer-den.“Diese knappe, allgemeine Definition muss differen-ziert und przisiert werden.2.1 Definition LastenheftZusammenstellun

19、g aller Anforderungen des Auftrag-gebers hinsichtlich Liefer- und Leistungsumfang.Im Lastenheft sind die Anforderungen aus Anwen-dersicht einschlielich aller Randbedingungen zu be-schreiben. Diese sollten quantifizierbar und prfbarsein.Im Lastenheft wird definiert WAS und WOFR zulsen ist.Das Lastenh

Es dient als Ausschreibungs-,Angebots- und Vertragsgrundlage.Preliminary noteThis guideline explains the procedures for the compi-lation of tender and performance specifications formaterial flow systems and the related automation sys-tems.

21、It describes the role of these documents withinthe framework of a project. The guideline also pro-vides planners, operators and manufacturers with cri-teria for quality assessment of tender and perform-ance specifications.This guideline must be taken in conjunction with thetwo guidelines VDI/VDE 369

22、4 and VDI 2519 Part 2,which contain recommendations for the structure oftender/performance specifications for automationand material-flow systems.1PurposeThis guideline aims to establish the technical andeconomic requirements for material flow and auto-mation systems and to facilitate collaboration

23、be-tween operators, planners and manufacturers.2 DefinitionsUp to now there is no DIN norm containing a defini-tion of a tender specification. DIN 69901 (Projectmanagement; Terms) defines the performance speci-fication as:”Detailed description of the performances (e.g.technical, economic, organisati

24、onal performances)required or demanded to achieve the aims of theproject.“This brief, general definition needs to be differenti-ated and specified more precisely.2.1 Definition of tender specificationA list of all requirements of the client in terms of thescope of performance and delivery.The tender

25、 specification describes all of the require-ments from the point of view of the user including allof the ancillary conditions. These should be quantifi-able and verifiable.The tender specification defines WHAT and is to bedone and for WHAT PURPOSE.The tender specification is compiled by the client o

26、rby commission of the client. 27、ung der Realisierung aller Anforderungendes Lastenheftes.Das Pflichtenheft enthlt das Lastenheft. Im Pflich-tenheft werden die Anwendervorgaben detailliert unddie Realisierungsanforderungen beschrieben.Im Pflichtenheft wird definiert WIE und WOMITdie Anforderungen zu realisieren sind. Es wird einede

28、finitive Aussage ber die Realisierung des Mate-rialfluss- bzw. Automatisierungssystems konkretausgearbeitet.Das Pflichtenheft wird in der Regel nach Auftrags-erteilung vom Auftragnehmer erstellt, falls erforder-lich unter Mitwirkung des Auftraggebers.Der Auftragnehmer prft bei der Erstellung desPfli

29、chtenheftes die Widerspruchsfreiheit und Reali-sierbarkeit der im Lastenheft genannten Anforderun-gen.Das Pflichtenheft bedarf der Genehmigung durch denAuftraggeber. Nach Genehmigung durch den Auf-traggeber wird das Pflichtenheft die verbindlicheVereinbarung fr die Realisierung und Abwicklungdes Pro

30、jektes fr Auftraggeber und Auftragnehmer.3 Vorgehensweise bei der Erstellung eines Lasten-/PflichtenheftesEin Lastenheft muss immer dann erstellt werden,wenn eine Leistung von Dritten (interne oder externeLieferanten) bezogen werden soll. Dabei kann es sichsowohl um Planungs- als auch um Realisierun

31、gsleis-tungen handeln. Abweichend hiervon sind Simulta-neous-Engineeringprojekte.Grundvoraussetzung fr die Erstellung eines Lasten-heftes ist eine detaillierte Anforderungsliste, die injedem Fall vom Auftraggeber erarbeitet werdenmuss. Reichen hierzu Fachkompetenz und/oder Per-sonalkapazitt nicht au

32、s, kann das Lastenheft auchvon Dritten erstellt werden.Whrend der gesamten Erstellung berprft der Auf-traggeber, ob das Lastenheft mit der Anforderungs-liste bereinstimmt.Nach erfolgter Lastenhefterstellung wird dieses zumBestandteil der Ausschreibung. Die Ausschreibungs-unterlagen werden an ausgewh

33、lte Anbieter ge-schickt. Nach erfolgtem Angebotsrcklauf werdenGesprche mit den potenziellen Lieferanten gefhrt,um zum einen die Durchdringung der Angebote zuprfen und zum anderen Alternativen erkennen undbewerten zu knnen. Dieser iterative Prozess fhrt inder Regel zu einer Angebotsberarbeitung.2.2 D

34、efinition of performance specificationDescription of the realisation of all of the require-ments of the tender specification.The performance specification contains the tenderspecification. It describes the user specifications inmore detail and specifies the realisation require-ments.The performance

35、specification defines HOW andWITH WHAT the requirements are to be realised. Itmakes a definitive and concrete statement on the re-alisation of the material flow and automation system.The performance specification is generally compiledby the contractor after the order is granted and, asnecessary, in

36、collaboration with the client.On compiling the performance specification, the con-tractor checks that the requirements cited in the ten-der specification are free of contradiction and thatthey are feasible.The performance specification requires the approvalof the client. After being approved by the

37、client, theperformance specification becomes the bindingagreement between the client and the contractor forthe realisation and completion of the project.3 Procedure for the compilation of tender/performance specificationsA tender specification must always be compiledwhen a performance is to be contr

38、acted to a thirdparty (internal or external suppliers). This can in-clude both planning and realisation performances. Si-multaneous engineering projects are an exception tothis.The basic condition for the compilation of a tenderspecification is a detailed list of requirements whichmust always be com

39、piled by the client. If the qualifi-cations and/or personnel capacity are not availablefor this, the tender specification can be compiled by athird party.During the whole compilation process the clientchecks that the tender specification conforms withthe requirements list.When the tender specificati

40、on has been compiled, itbecomes a constituent part of the invitation for ten-der. The invitation documents are then sent to se-lected providers. When the offers have been received,meetings are held with the potential suppliers so thatthe penetration of the offers can be examined and al-ternatives ca

41、n be recognised and assessed. 42、rseiteein Angebotsvergleich durchgefhrt. Darin sind tech-nische, kaufmnnische und nicht quantifizierbareGesichtspunkte einzubeziehen. Es empfiehlt sichdeshalb, diese Aufgabe von Fachabteilung und Ein-kauf gemeinsam lsen zu lassen.Kommt es zur Auftragsvergabe, hat der Auftragneh-mer das Pflichtenheft

43、 zu erstellen. In diesem wird derLeistungsumfang beschrieben. Voraussetzung fr dieRealisierung ist das abgestimmte Pflichtenheft zwi-schen Auftraggeber und Auftragnehmer. For thisreason it is recommended that this task is handledjointly by the respective technical and purchasing de-partments.If an offer is granted, the contractor must compile

A prerequisite of realisation is thatthere is agreement between the client and the contrac-tor on the performance specification.
