Diese EU-Richtl

20、inie ist in der Bundesrepub-lik Deutschland durch die sogenannte Explosions-schutzverordnung (ExVO) als 11. Verordnung zum Gerte- und Produktsicherheitsgesetz (11. GPSGV) im Jahr 1996 in nationales Recht umgesetzt worden und seit dem 1. Juli 2003 bindend. Die europischen Regelungen zum Schutz der Ar

25、l honorary con-tributors to this guideline.IntroductionSpray drying consists in spraying the product, a sus-pension or solution, into a hot air stream and drying it by convection due to its contact with the air. The re-sulting powder product is then separated from the air stream.In March 1994, the E

26、uropean Union (EU) put into force the “Directive on the approximation of the laws of the Member States concerning equipment and pro-tective systems intended for use in potentially explo-sive atmospheres” (Directive 94/9/EC). This direc-tive was transposed into German legislation through the so-calle

27、d Explosion Protection Ordinance (ExVO) as the 11th Ordinance to the Equipment and Product Safety Act (11th GPSGV) in 1996, and has been legally binding since 1st July 2003. The Euro-pean stipulations concerning the protection of work-ers potentially at risk from explosive atmospheres (1999/92/EC) w

28、ere implemented in Germany through the Ordinance on Industrial Safety and Health (BetrSichV). These bodies of rules generally apply to temperature ranges from 20 C to +60 C. Grundstzlich ist die Maschinen-richtlinie 2006/42/EG (vormals 98/37/EG) anzuwen-den. Diese fordert:Die Erfllung der grundlegende

30、n Sicherheits- und Gesundheitsanforderungen ist fr die Sicherheit von Maschinen zwingend notwendig. Diese Anforderun-gen mssen verantwortungsbewusst angewendet wer-den, um den Stand der Technik bei der Herstellung so-wie technische und wirtschaftliche Erfordernisse zu bercksichtigen. Die Maschinenri

31、chtlinie ist fr die Temperatur- und Druckbereiche anzuwenden, somit auch fr die nicht atmosphrischen Bedingungen.Die Richtlinie VDI 2263 Blatt 7 stellt den Stand der Technik dar und legt die oben genannten Vorschriften zugrunde.In der Richtlinienreihe VDI 2263 sind bisher die bergreifende Richtlinie

33、ttlung von sicherheitstechnischen Kenngren von Stuben“ beschreibt die Prfungen an einer re-prsentativen und eindeutig definierten Probe nach einer auf die jeweiligen Prfmethoden zugeschnit-tenen Vorbereitung.VDI 2263 Blatt 2 Inertisierung“ behandelt die Iner-tisierung als Manahme des vorbeugenden Ex

34、plo-sionsschutzes.VDI 2263 Blatt 3 Explosionsdruckstofeste Behl-ter und Apparate; Berechnung, Bau und Prfung“ ist anzuwenden fr Behlter und Apparate, die als Manahme des konstruktiven Explosionsschutzes in explosionsduckstofester Bauweise errichtet werden sollen.VDI 2263 Blatt 4 Unterdrckung von Sta

35、ubexplosi-onen“: Explosionsunterdrckungsanlagen sind Einrichtungen, die eine Staubexplosion im An-fangsstadium erkennen und durch schnelles Ein-blasen von Lschmitteln abbrechen. Hierdurch wird der Aufbau eines unzulssig hohen Drucks verhindert und die Auswirkungen einer Explosion auf das Innere so g

As a matter of princi-ple, the

37、Machinery Directive 2006/42/EC (formerly 98/37/EC) is to be applied. It stipulates: The essential health and safety requirements must be observed in order to ensure that machinery is safe. These requirements must be applied with discernment to take account of the state of the art at the time of cons

38、truction and of technical and economic require-ments. The Machinery Directive is to be applied to all ranges of temperature and pressure, therefore also for the non-atmospherical conditions. The guideline VDI 2263 Part 7 represents the state of the art and is based on the above-mentioned regula-tion

39、s.In the series of guidelines under the title VDI 2263, the basic guideline and Part 1 through Part 6 as well as Part 8 and Part 9 have so far been published:VDI 2263 “Assessment; protective measures” per-tains to the assessment of hazards and to measures for the prevention of dust fires and dust ex

40、plosions including their dangerous effects. VDI 2263 Part 1 “Test methods for the determination of the safety characteristics of dusts” describes the tests on a representative and clearly defined sam-ple, following preparation tailored to the intended test method. VDI 2263 Part 2 “Inerting” deals wi

41、th inerting as a measure of preventive explosion protection. VDI 2263 Part 3 “Pressure-shock-resistant vessels and apparatus; Calculation, construction and tests” covers vessels and apparatus to be built in pres-sure-shock-resistant design as a measure of con-structional explosion protection. VDI 22

42、63 Part 4 “Suppression of dust explosions”: Explosion suppression systems are facilities which detect developing dust explosions at an early stage and stop them through fast injection of extinguish-ing agents. Build-up of inadmissibly high pres-sures is thus prevented, and the effects of any ex-plos

46、iese Richtlinie beschreibt den Stand der Technik im Sinne der Legaldefinition des 3 Abs. 6 des BImSchG i. V. mit dem Anhang zu 3 Abs. 6 BImSchG sowie des 3 (10) der GefStoffV. Stand der Technik in die-sem Sinn ist der Entwicklungsstand fortschrittlicher Verfahren, Einrichtungen oder Betriebsweisen,

47、der die praktische Eignung einer Manahme zur Begren-zung von Emissionen sowie zum Schutz der Gesund-heit der Beschftigten gesichert erscheinen lsst. Bei der Bestimmung des Stands der Technik sind insbe-sondere vergleichbare Verfahren, Einrichtungen oder Betriebsweisen heranzuziehen, die mit Erfolg i

48、m Be-trieb erprobt worden sind. Die Richtlinie findet An-wendung auf Manahmen des Brand- und Explosi-onsschutzes an Sprhtrocknungsanlagen, in denen bei bestimmungsgemer Verwendung brennbare Staub-Luft-Gemische, Dampf-Luft-Gemische oder hybride Gemische vorhanden sind oder entstehen knnen.2 BegriffeF

49、r die Anwendung dieser Richtlinie gelten die fol-genden Begriffe:Exotherme ZersetzungReaktion, die auch in Abwesenheit von Luftsauer-stoff stattfindet und die zu einer Selbsterhitzung und bei Gasfreisetzung in geschlossenen Apparaturen zu einer Druckerhhung fhren kann.
