7、vices that incorporate video cameras and relatedequipment installed at protected properties to form all or part of an electronic security system. Themanaged video service provider employs staff located at a Managed Video Monitoring Station to viewvideo streams, make situation-awareness informed deci

8、sions, interact with people or systems at aprotected property, notify identified parties of events, or other services as detailed in a written agreementbetween the managed video service provider and its subscriber.Facilities housing a managed video monitoring station are designed to provide services

9、 in both normal andsome abnormal conditions. The equipment installed at the protected properties may or may not bemaintained by the managed video service provider.2 Technical RequirementsTechnical requirements for managed video monitoring stations are contained in UL 827, The Standard forCentral Sta

10、tion Services, Eighth Edition, Dated October 29, 2014, Sections. 1 17, except as noted ormodified below.3 Types of Managed Video ServicesA managed video services company may provide one or more of the following services:3.1 Live View Monitoring Service levels are provided without specific requests f

11、or service or the input ofa specific device or person. While there may be generalized time frames during which the services areprovided, there are not detailed, discrete and explicit schedules dictating the specific service providedremotely. Live-View Monitoring is a medium to long-term event, gener

12、ally measured in increments of 15minutes or more, with medium to high complexity levels.3.2 Scheduled Event Monitoring - Services are provided based on schedules. The request for service willtherefore originate at the monitoring center either by automated process or manual selection. ScheduledEvents

13、 are short-term events, generally not exceeding 10 minutes, with low to medium complexity levels.3.3 Triggered Event Monitoring - Services that are provided on demand. The request for service mayoriginate from a device or person. Requests that originate from a device may be a simple binary signal or

14、more complex series of conditions. 15、al ProtectionA monitoring station that is only providing managed video services shall comply with either:4.1 Clauses 7.1 through 7.6 of UL 827, or4.2 Access into and movement throughout the station shall be controlled with layers of complementaryphysical security measures such as an access control s

16、ystem and a video surveillance system that aremonitored in the operating room along with a hold-up system installed at selected places throughout thestation, or the like.5 Power SupplyWhere managed video services are being provided a secondary (standby) supply shall be provided tosupply energy to th

17、e entire load created by the equipment necessary for those services in the event offailure of the primary power supply. The secondary power shall consist of either:5.1 Any of the methods described in 11.5.1 of UL 827, or5.2 A permanently-installed, automatic-starting, engine-driven generator having

18、sufficient capacity topower the load and a UPS with a battery capacity that complies with 6.1.6 Continuity of Power Supply6.1 When the secondary (standby) supply complies with 5.2, rechargeable batteries of sufficient capacityto operate the maximum normal load of the equipment necessary to provide m

19、anaged video services fora minimum of 15 minutes or twice the time needed to transfer to standby power, whichever is greater shallbe provided.7 Communication InfrastructureA monitoring station that is providing managed video services shall comply with Section 12 of UL 827 andthe following:7.1 Where

20、managed video services are being provided the station shall utilize two independent internetservice providers (ISP) for the receipt of video data.7.2 Where managed video services are being provided the data on the amount of unused bandwidth ofthe communication paths entering the station to serve the

21、 equipment used for video services, local areanetworks, or wide area networks that are used in conjunction with video services shall be continuouslymonitored and stored in a manner that allows generation of reports.7.3 A If bandwidth utilization exceeds 80 percent, averaged over a rolling 15 minute

22、interval, an audibleand visual notice shall be annunciated in the operating room and the technical support staff shall benotified. A record of the notice to technical staff shall be stored in a manner that allows generation ofreports.7.4 Reports generated from bandwidth utilization records shall dis

23、play the percentage of bandwidthutilization, in at least 20 percent increments, starting at less than 20 percent and going up.7.5 Dishes or other types of directional antennas that rely on a clear line of site to their source shall beprotected from unintended blockage, misalignment, mechanical damag

24、e and attack by the methodsspecified in 8.1.JUNE 18, 2015 UL 827B 5UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOUT PERMISSION FROM UL8 Dishes and Other Directional Antennas8.1 The placement of a dish or other directional antenna shall consider the disruption of

25、 a clear line of siteto their source by portable obstacles such as vehicles, sheds, dumpsters, and fixed obstacles such asfoliage, trees, structures and the like, mechanical damage, and attack by the methods described in 8.1 8.3.2.8.2 Where the base of a dish or other directional antenna is mounted

26、at grade level or on a structure thatis below 18 feet from grade the dish and mounting assembly shall be protected from damage or blockageof the line of site to the source as follows:8.2.1 A barrier constructed of a mesh of either expanded sheet steel at least 0.053 inch (1.4 mm) thick,or 10 AWG (0.

27、102 inch diameter) (5.3 mm2) steel wire, or an equivalent material, extending to a heightof at least 8 feet (2.44 m), topped by three horizontal strands of barbed wire or razor ribbon coils. Anyopening in the mesh of the barrier shall not be wider than 2 inches (51 mm) when measured in anydirection;

28、8.2.3 The barrier shall not be within 3 feet of the dish or directional antenna; and8.2.4 The opening between the bottom edge of the barrier and a surface of concrete or asphalt shall notexceed 6 inches (152 mm). If the surface below the bottom edge of the barrier is not concrete or asphalt,there sh

29、all be no opening between the bottom edge of the barrier and the surface.8.3 If the dish or directional antenna assembly described in 8.2 is located next to a building or otherstructure that would facilitate passing over the barrier, it shall be protected from such an access by eitherof the followin

30、g:.8.3.1 A mesh of the same material as described in 8.2.1 shall be mounted across the top of the barrier ina manner that does not facilitate access to the antenna cable; or8.3.2 The area within the barrier shall be supervised by a motion detection unit that complies with theStandard for Intrusion-D

31、etection Units, UL 639, and is intended for exterior use and within the field of viewof a closed circuit camera that complies with the Standard for Commercial Closed-Circuit TelevisionEquipment, UL 2044. Sufficient lighting shall be maintained in the area within the barrier to provide a clearfield o

33、e equipped with any of the following resources whichare to be placed into service if the telephone service becomes inoperative:9.1.1 Wireless voice communication devices that utilize standard industry equipment and licensed forcommercial use;9.1.2 An equivalent means of voice communication that is i

34、ndependent of the telephone communicationlines that are connected between the station and the serving telephone company exchange; or9.1.3 Two or more communication lines which can be placed into service within 90 seconds of a failure ofthe lines that are normally used, and which enter the station at

35、 locations that are physically separated andcommunicate to different telephone company exchanges.9.2 There shall be a written plan of action for the restoration of service by a station. The plan shall includethe following:9.2.1 Foreseeable disasters: Possible natural and man-made disaster threats, n

36、ational and local, thatcould affect the station;9.2.2 Emergency names list: A notification list that includes the names and the telephone numbers atwork, home, vacation home, and the like, and home addresses of management, technical, operators,runners, and other relevant personnel;9.2.3 Equipment ve

37、nder contacts: The 24-hour telephone, fax numbers and published email address orwebsite used to contact the vendors, technical assistance providers, and maintenance contractors of theequipment used in the station;9.2.4 Municipal agency contacts: Emergency telephone numbers for local municipal agenci

38、es, such as thefire and police departments, to be called for help;9.2.5 Utility contacts: Formalized emergency procedures and 24-hour contact names and telephonenumbers of the utility and telephone companies serving the station;9.2.6 If an engine-driven generator(s) is used that requires on-site fue

39、l storage, there shall be a 24-hoursa day contact and telephone number for a source of fuel re-supply; and9.2.7 Relocation site: If a relocation site is provided for, information on the location of the site, how to getthere, how to put the site into operation, and 24-hour emergency management contac

40、t names andtelephone numbers.9.3 Supervisory personnel and designated employees shall be made familiar with the plan and shall knowthe location of a copy of the plan that is kept at the station. The implementation of the plan shall bepracticed annually to assure that all personnel know their respons

42、onnel (operators)10.1 The managed video monitoring station shall have sufficient personnel (at least two persons), trainedas operators, on duty at the station at all times to provide immediate attention to video signals requiringaction. No other operator activity shall take precedence over receiving

43、 and acting on these signals.11 Event Processing11.1 When a video event is received from a monitored system the operator shall promptly initiate theactions established in the managed video service agreement between the station and the subscriber ofthe services11.2 The station shall notify the servic

44、e company or appropriate party responsible for the video system ofeach event that requires action by the service company12 Video Monitoring Equipment12.1 The equipment installed in the video monitoring station to receive, process and display video eventsshall be installed in either of the following

45、ways:12.1.1 A resilient configuration in which the capability of the system to enable monitoring services in thepresence of attacks, failures, or accidents has assessed and appropriate hardware and softwaremeasures have been put in to place assure no disruption of the delivery of service.12.1.2 A re

46、dundant configuration (See 5.2.45 of UL 827) in which a components are duplicated in one ofthe following ways:12.1.2.1 The computer and related networking components, and power supply supplies as well as theoperating system, program languages, all data and video-monitoring software shall be duplicat

47、ed in aseparate hot, “back-up“ computer system that is able to process signals within 90 seconds of the primarysystem becoming impaired; or12.1.2.2 A fault tolerant computer system in which every component in the fault tolerant system, includingthe software, power supply and each cooling fan, is dup

48、licated; or12.1.2.3 A minimum of two computers of equal capacity configured in a cluster (See 5.2.9 of UL 827) withthe use of software programs that supervise the proper operation of each computer in such a manner thatsignals would be presented to each;Virtualization may be used in a video monitorin
