22、is document provides the requirements for Dynamic RAN Power 3 Management (DRPM). DRPM allows operators to control the power usage of 4 RAN equipment dynamically. Such control includes powering off RAN 5 equipment in times of low traffic, powering on RAN equipment in times of high 6 traffic, consider

32、ity for the 9 operator to support GREEN initiatives in their network through 10 controlled power saving. During a RAN energy saving (ES) period, the 11 radio coverage in an operators network can be maintained at a 12 comparable level as in a non-energy saving period, in accordance with 13 the operat

33、ors performance objectives. 14 This feature includes: 15 1 cdma2000 is the trademark for the technical nomenclature for certain specifications and standards of the Organizational Partners (OPs) of 3GPP2. 34、lecommunications Industry Association (TIA-USA) in the United States. 3GPP2 S.R0148-A v1.0 3 Controlled powering off of RAN equipment during low traffic 1 periods, while maintaining coverage sufficient for active users. 2 Controlled powering on of RAN equipment during high traffic 3 periods. 4 Time-

35、based powering on of RAN equipment in anticipation of high 5 demand, e.g., a sporting event at a stadium. 6 Time-based powering off of RAN equipment (in part or in full) 7 following planned periods of high demand, e.g., after a business 8 conference at a convention center completes. 9 The RAN equipm

36、ent being considered by DRPM includes, but is not 10 limited to, cells, sectors, and RF carriers. The mechanisms for energy 11 savings used within the RAN equipment are implementation dependent 12 and are outside the scope of standards. 13 The protocols and procedures to support DRPM are intended to

37、 provide 14 energy savings in cdma2000 RANs in the initial phase. Later phases 15 may consider multi-technology RAN equipment. The first phase of DRPM 16 protocols and procedures should be designed so as not to preclude 17 future DRPM phases from supporting multi-technology RAN equipment. 18 19 4 DE

38、TAILED FUNCTIONALITY REQUIREMENTS 20 DRPM is supported in the network in a manner that allows operators to 21 deploy different configurations depending on differing needs. As an 22 example, an operator may just implement RF carrier shut-down, while 23 keeping all base stations in the network operati

39、onal, so as to maintain 24 strict coverage objectives (see 3). Another operator may implement 25 capacity BS shut-down when demand is low, as long as handoff failure 26 rate, call set-up completion rate, and other performance objectives are 27 within this operators performance envelope. 28 4.1 Gener

40、al Requirements 29 GEN-01: DRPM shall allow coverage compensation by the neighboring 30 cells of the RAN equipment being powered off or on. 31 GEN-02: Deployment of DRPM shall be backward compatible with legacy 32 mobile devices. 33 GEN-03: DRPM shall be backward compatible with existing cdma2000 34

41、 air interface specifications 1 and 2. 35 GEN-04: DRPM should re-use existing cdma2000 network architecture 36 and network elements as much as possible. 37 3GPP2 S.R0148-A v1.0 4 GEN-05 When coverage compensation is employed, the system shall 1 perform stable transitions between states during and af

42、ter RAN 2 equipment is being powered off or on. 3 4.2 Detailed Feature Characteristics and Requirements 4 Following is the detailed list of DRPM characteristics and requirements 5 with a brief description of each. 6 4.2.1 Dynamic Power Off 7 POFF-01: DRPM shall support the ability to power off a cel

43、l, a sector, or 8 an RF carrier within a sector, while maintaining operation. 9 POFF-02: DRPM should be designed to avoid dropping calls as the 10 equipment is being powered off. 11 12 4.2.2 Dynamic Power On 13 PON-01: DRPM shall support the ability to power on a cell, a sector, or 14 an RF carrier

44、within a sector, while maintaining operation. 15 PON-02: DRPM should be designed to avoid dropping calls as the 16 equipment is being powered on. 17 4.2.3 Support for Emergency Services 18 EMER-01: An ongoing emergency service (see 5 and 6) should be 19 maintained during DRPM procedures. 20 Note: Th

45、e requirement does not stipulate special procedures 21 for emergency service calls, nor does it imply that the call drop 22 rate for emergency service should be any different than for 23 other calls during DPRM procedures. 24 4.2.4 Support for Power Management 25 PM-01: DRPM shall support the abilit

46、y of the operator to control and 26 coordinate scheduled power on and power off of RAN 27 equipment. 28 PM-02: DRPM shall support the ability of the operator to control and 29 coordinate power on and power off of RAN equipment based on 30 traffic characteristics. 31 4.2.5 Support for Priority Servic
