The followin

20、g consensus agreements regarding these interpretations were reached by TIA TR45.3: Requirements in Section 3 are further refined by subsections. Section 3 uses the phrase “in the absence of Baudot tones“ yet leaves undefined how to determine the absence of tones. The encoder currently stays in TTY-M

21、ODE beyond “presence of tones.“ Section 3.1.1 deals with the onset, and deals with TTY-SILENCE before characters, and does not apply to TTY-SILENCE after a character. Section 3.2.1 allows sending an indefinite number of TTY-SILENCE messages. TTY-SILENCE is not a character. The MS encoder state is no

22、t dependent on the BMI encoder state and vice versa. Proposed Clarification In applying these agreements to TIA/EIA/IS-823-A, we note the following considerations: Section 3 provides introductory text, which states in part, that “In the absence of Baudot tones, the encoder and decoder shall be in th

23、e NON-TTY-MODE.“ This statement can not be interpreted literally, since the actual transmission of a TTY-Character may occur after the Baudot tone itself has ceased. Similarly, the decoder needs to detect the presence of either a TTY-SILENCE message or a TTY-Character, and enter TTY-MODE at that poi

24、nt. The net effect of these other conditions means that the encoder is in TTY-MODE whenever a Baudot tone is present, when it is transmitting TTY-SILENCE, or when it is transmitting a TTY-Character. In a similar manner, the decoder is in TTY-MODE whenever it is regenerating a Baudot tone, when it is

25、 receiving TTY-SILENCE, or when it is receiving a TTY-Character. It is also important to note that the TTY state of the mobile station encoder is independent of the TTY state of the BMI encoder, and vice versa. This means that either or both of these may be in TTY-MODE or NON-TTY-MODE, or one may be

26、 in TTY-MODE while the other is in NON-TTY-MODE. Section 3.2.1 addresses TTY-SILENCE processing following a TTY-Character. This is generally stated as the gap between TTY-Characters; however, it may also encompass the time between a TTY-Character and the onset of voice or call release. There is no l

27、imit to the number of TTY-SILENCE messages that may be transmitted. Section 3.3 address the format and transmission details of TTY-Characters and TTY-SILENCE. Since TTY-SILENCE is not considered to be a TTY-Character, the repetition constraints of 6 to 21 frames does not apply. TTY-SILENCE does not constitute an instance of a character, or character information as it relates to the procedural descriptions contained in this section. 1
