Existence of such Standards and Publications shall not in any respect preclude any member or nonmember of TIA/EIA from manufacturing or selling products not conforming to such Standards and Publications, nor shall the existence of such Standards and Publications preclude their voluntary
4、 use by those other than TIA/EIA members, whether the standard is to be used either domestically or internationally. Standards and Publications are adopted by TIA/EIA in accordance with the American National Standards Institute (ANSI) patent policy. By such action, TIA/EIA does not assume any liabil
5、ity to any patent owner, nor does it assume any obligation whatever to parties adopting the Standard or Publication. Note: The users attention is called to the possibility that compliance with this document may require use of one or more inventions covered by patent rights. By publication of this st
6、andard, Interim Standard, or TSB, no position is taken with respect to the validi of those claims or of any patent rights in connection therewith. TIA/EIA INTERIM STANDARDS TIA/EIA Interim Standards contain information deemed to be of technical value to the industry, and are published at the request of the originating Co
8、mmittee without necessarily following the rigorous public review and resolution of comments which is a procedural part of the development of a TIA/EIA Standard. TIA/EIA Interim Standards should be reviewed on an annual basis by the formulating Committee and a decision made on whether to proceed to d
9、evelop a TIA/EIA Standard on this subject. TIA/EIA Interim Standards must be cancelled by the Committee and removed from the TIA/EIA Standards Catalog before the end of their third year of existence. Publication of this TIA/EIA Interim Standard for trial use and comment has been approved by the Tele
10、communications Industry Association. Distribution of this TIA/EIA Interim Standard for comment shall not continue beyond 36 months from the date of publication. It is expected that following this 36 month period, this TIA/EIA Interim Standard, revised as necessary, will be submitted to the American
11、National Standards Institute for approval as an American National Standard. Suggestions for revision should be directed to: Standards that a certain course of action is preferred, but not necessarily required; or (in negative form) that a certain possibility or course of action is discouraged, but n
12、ot prohibited. “May” and “may not” indicate a course of action permissible within the limits of this standard. “Can” and “cannot” are used for statements of possibility and capability, whether material, physical or causal. Those wishing to deploy position determining systems in the United States sho
13、uld also take notice of the requirement to be compliant with Federal Communications Commission (FCC) Rulings on 9 1 1 Emergency Services (see Informative Reference 5). “Base station” refers to a number of functions performed on the land side, which are typically distributed among a Base Station Tran
14、sceiver (BTS), a Base Station Controller (BSC), a Mobile Switching Center (MSC) and any Inter-Working Function (IWF) required for network connection. These elements are grouped together, because there is no need to distinguish them in this air interface standard; see Informative Reference 6. By cont
15、rast, “Position Determination Entity” (PDE) refers to the entity in the land network that fulfills a request to locate a mobile station. The interconnection between base station and PDE is not specified in this document; however, for networks that wish to be compliant with J-STD-036, the details are
16、 discussed in Informative Reference 4 in Section 1.3. Footnotes appear at various points in this standard to elaborate and to further clarify items. Unless indicated otherwise, this document presents numbers in decimal form. Binary numbers are distinguished in the text by the use of single quotation
