10、lank SANS 10370:2008 Edition 1.1 3 Road vehicles designed or adapted for use by or transporting persons with disabilities 1 Scope This standard covers the requirements for vehicles used on public roads that are designed and manufactured or adapted for use by, or for transporting persons with disabil

11、ities, including wheelchair users. 2 Normative references The following standards contain provisions which, through reference in this text, constitute provisions of this standard. All standards are subject to revision and, since any reference to a standard is deemed to be a reference to the latest e

12、dition of the standard, parties to agreements based on this standard are encouraged to take steps to ensure the use of the most recent editions of the standards indicated below. SANS 1430, Anchorages for restraining devices in motor vehicles. 3 Definitions For the purposes of this standard, the following definitions apply: 3.1 adaptive vehicle control syst

14、em device or devices that modify the original vehicle controls to enable a person with disabilities to operate the vehicle 3.2 ambulant person ambulant passenger person with disabilities but who can use normal seating 3.3 anchorage terminal point of a seat belt strap or wheelchair restraint designed

15、 to transfer forces of restraint either to the vehicle, or to the structure of the restraint assembly 3.4 category M2vehicle motor vehicle that is used for the carriage of passengers, that has at least four wheels, that has seating accommodation for more than eight passengers in addition to the driv

23、 the purpose 3.15 wheelchair user person who remains in a wheelchair when being transported in a vehicle 4 Requirements 4.1 General requirements The complete vehicle shall comply with the relevant requirements of the relevant national legislation (see foreword). Amdt 1 4.2 Adaptive vehicle control s

24、ystems 4.2.1 Design 4.2.1.1 An adaptive vehicle control system shall be so arranged that the brake and the accelerator cannot be accidentally activated while in the hands-off position. 4.2.1.2 An adaptive vehicle control system shall require distinctly different actions for acceleration, braking and

25、 clutch application, to prevent inadvertent operation. 4.2.1.3 Where an additional accelerator pedal is fitted, it shall be easily made inoperable. SANS 10370:2008 Edition 1.1 6 4.2.1.4 An adaptive vehicle control system shall be capable of operating through the full range of normal travel. 4.2.1.5

26、All attachments shall be securely fitted to provide for their correct operation. 4.2.1.6 All parts shall be smoothly finished and shall have no burrs or sharp edges that could become a hazard to the user or the users clothing. 4.2.1.7 An adaptive vehicle control system shall be so designed that, whe

27、n the system is fitted, the vehicle can also be driven by an able-bodied person using standard vehicle controls and can be restored to its original condition without difficulty. 4.2.1.8 Where controls require constant finger pressure, the control shall be so designed that the application of the pres

28、sure does not cause discomfort and fatigue. 4.2.1.9 Brake or steering controls shall not be welded, unless it is carried out by the component manufacturer or its agents. 4.2.1.10 An adaptive vehicle control system shall be capable of being operated without interfering with any other controls of the

29、vehicle. 4.2.1.11 When released, controls shall freely and without delay return to the neutral position. 4.2.1.12 Components of the control system shall not flex to the extent that their operation is affected. 4.2.1.13 An adaptive vehicle control system and any of its components shall comply with th

30、e same vehicle performance requirements as those of the original function which it replaces or augments. 4.2.1.14 There shall be no failure, no changes of alignment, no lessening of parts and no permanent deformation of any part of the adaptive vehicle control system, or original vehicle components

31、when any of the controls are activated in the normal course of driving the vehicle. 4.2.1.15 Steering wheel aids might be necessary in specific cases of disability. 4.2.2 Installation 4.2.2.1 To facilitate correct installation, an adaptive vehicle control system, excluding the fitment brackets, shal

32、l be supplied as a complete kit. 4.2.2.2 Components susceptible to wear and tear shall be easily accessible for maintenance and repair. 4.2.2.3 When an adaptive vehicle control system is fitted, the original systems and controls of the vehicle shall, at all times, still be capable of being operated

33、throughout their entire design range. 4.2.2.4 Installation of an adaptive vehicle control system shall not weaken the original structural strength, design integrity, or safety features of the vehicle. 4.2.2.5 An adaptive vehicle control system shall be fitted by a competent person. 4.2.3 Examples of

34、 vehicle control systems Figures 3 to 9 illustrate examples of systems that are available commercially. This information is given for the convenience of users of this standard. SANS 10370:2008 Edition 1.1 7 Safety features: Robust construction all critical parts are failsafe. Direct mechanical coupl

35、ing is securely fixed to the pedals. Variable mechanical advantage and adjustable linkage assembly can be adapted to suit different motor vehicles. Single lever operates both accelerator and brake. Does not interfere with any other standard equipment on the vehicle. Ease of operation and driver comf

36、ort: Driver can rest right elbow on door armrest and apply finger pressure for acceleration. Does not hinder driver movement either into or out of vehicle. Versatility: Can be fitted to any automatic transmission vehicle including the kombi type. Supplied as standard kit needing only allen key, span

37、ner, screwdriver and drill to install. Product is of compact design, well finished and unobtrusive when fitted. Installation: Design facilitates installation in the limited space available below the steering column. Lower end of the linkage is connected directly to the brake pedal and to the acceler

38、ator pedal arm. Kit is supplied with clear instructions which can be followed by any competent person. NOTE 1 This conversion enables handicapped people who have lost the use of their legs to drive an automatic transmission vehicle, using one hand only for brake and accelerator operation, leaving th

39、e other hand free for steering. NOTE 2 When fitted with the conversion kit, the vehicle can still be driven by an able-bodied driver using the pedals. 45、 b) width of wheelchair when occupied: 700 mm c) length of wheelchair with occupant: 1 300 mm d) door head clearance: 1 450 mm e) width of door opening: 850 mm f) width of gangway, if required (to a height of 800 mm): 850 mm NOTE There are many types of wheelchairs, some of which may have dimensions

46、 in excess of those given in this subclause. In such cases, it may be necessary for the wheelchair user to be transferred to a fixed passenger seat or to a smaller wheelchair and for his/her own wheelchair to be carried in a luggage area or compartment. 4.3.2 The minimum floor space shall be availab

47、le for positioning wheelchairs (see figure 10). 4.3.3 There shall be no fixed vehicle structure within the area shown in figure 11, where upper torso restraints are used, and figure 12, where no upper torso restraint is used. 49、.1 17 4.4 Entrance and exit on vehicles of categories M2and M34.4.1 The emergency exit shall be accessible without obstruction by any seats or other objects which would require the use of tools for removal. 4.4.2 The emergency exit shall be clearly marked and clearly visible from both inside and outside the vehicle. 4.4.3 The emergency exit shall be so arranged that it can be opened from both inside and outside the vehicle. Manual operation shall be possible. 4.4.4 If the emergency exit is of a two-door design
