2、ons learned from the Constellation Program. It is a companion document to Constellation Program Lessons Learned Volume I. The topic areas discussed include: Roles, Responsibilities, Authority, and Decision Making; Requirements; Data Management; Schedule and Resource Management; Joint Confidence Leve

3、l; Construction of Facilities; Risk Management; Design and Development; and International Partner Development. The character of these lessons is worth noting. The reader will observe that very few technical issues arose that could not be solved in relatively short order; rather, the most difficult a

4、nd most persistent challenges involved cost, schedule, and organization. The reader will no doubt recognize this pattern from previous large-program lessons learned. While the Agency is renowned for its technical prowess, senior managers in flagship programs can be faced with a multitude of nontechn

5、ical challenges for which they have far less training or preparation. In this respect, lessons learned can be an invaluable source of insight. Description of Driving Event: NASA formed the Constellation Program in 2005 to achieve the objectives of maintaining American presence in low-Earth orbit, re

6、turning to the moon for purposes of establishing an outpost, and laying the foundation to explore Mars and beyond in the first half of the 21st century. By 2010, all elements of the Initial Capability (IC) had achieved Preliminary Design Review (PDR), and test flights were under way, with the succes

7、sful launches of Ares I-X and the Orion Pad Abort-1 tests. The White House announced the cancellation of the program on Feb. 1, 2010, on the seventh anniversary of the loss of Columbia and her crew.
