Different organizations are responsible for transmitting these data to using organizations. The final report of the natural environmental conditions for the launc

3、h is the responsibility of another organization. Therefore, it is difficult to determine when and where some of the measurements were made, what type they are, and whether or not the instruments were properly calibrated. Instead of the numerous organizations, each organization that has a requirement

4、 for natural atmospheric environmental data should make its requirements known; and one single organization at each launch site should be responsible for the environmental data that could affect a launch.Lesson(s) Learned: The organizational system of making, archiving, and reporting environmental c
