REQUIREMENTS 3.1 First article. Unless otherwise specified (see 6.
9、21, prior to submission of any complete production items for acceptance, the contractor shall furnish two first articles for testing under the direction and supervision of the cognizant Government inspector to determine conformance to this specification. First article is defined as a frequency conve
10、rter which will be identical to the production units which the contractor will subsequently produce in fulfillment of the contract. Approval of the first articles by the activity concerned shall not relieve the contractor of the responsibility to supply frequency converters conforming to this specif
11、ication. Examination and testing shall be as specified herein. Any changes or deviations of the production units from the first articles shall be subject to the approval of the contracting officer. articles may be included in the final shipment as part of the total quantity to be supplied under the
12、contract, provided they have been completely refurbished. The first 3.2 Parts and materials. In the selection of parts and materials, fulfillment of major design objectives shall be the prime consideration. In all cases, general material requirements as to nonflammability, fungus resistance, and non
13、toxicity as required by MIL-E-16400 must be met. doing so, the following factors shall govern. In 3.2.1 Electronic components. Parts and materials listed in MIL-E-16400 shall be given first consideration. accordance with MIL-E-16400 will not fulfill the design objective because of size, weight, perf

18、nsistor and semiconductor complement. All transistors and semiconductors used in the construction of the frequency converter shall be reported to the contracting officer by completion and submission of Form DD-816, 3.3 Design and construction. The solid state frequency converter described herein sha
19、ll be capable of converting tactical utility class 2, 60 hertz (Hz), 120/208 alternating current volts 215 percent, 3-phase power as defined in MIL-STD-1332, to 400-Hz power as specified herein. 3.3.1 Case. The frequency converter shall be provided with a transit case which shall provide protection
20、for the equipment against shock, vibration, and deterioration from all environmental conditions that might be encountered during storage, shipment and unlimited use, The transit case shall be watertight in accordance with MIL-STD-108. The case design shall include the following: (a) A tight-fitting
21、protective enclosure when the cover has been placed in position and clamped. (b) The case and cover shall make positive contact, thereby relieving loading of the gasket, except that necessary to effect a seal, (cl Only one orientation of the equipment in the case. (d) Geometric configuration which w
22、ill permit stacking without harm to the case or its contents. (h) Construction of aluminum, plastic, or a three or more ply combination resin-bonded material which shall be strong enough to
24、meet the requirements specified herein. When approved by the procuring activity, other materials may be used where a reduction in weight, with no sacrifice in performance, can be obtained. The frequ
31、enry converter shall be provided with the necessary controls for operation. In addition, the following specific controls shall be provided: (a) An ammeter shall be provided on the front panel. A four-position switch shall be provided to permit reading the current in each (individually) of the three
32、phases of output voltage, and the remaining position shall be utilized to turn the meter off, (b) A voltmeter shall be provided on the front panel. A four-position switch shall be provided to permit reading one phase of the input voltage and each (individually) of the three phases of output voltage.
33、 (cl A frequency meter shall be provided on the front panel to indicate the frequency of the output voltage. (d) A time-totalizing meter shall be provided on the front panel. The equipment shall be designed so that each frequency converter shall be capable -of being series paralleled with up to nine more identical frequency converters, in which case the output capacity shall be equal to
35、 the number of frequency converters times 5 kVA. 3.3.3.1 Paralleling cable. One paralleling cable shall be provided with each frequency converter. with caps shall be provided. Fuses shall be kept to a minimum consistent with protection of various components within the frequency converter. Different fuses
37、may be used with alternating current and direct current components, if required. Fuses shall be of the extractorpost type and miniaturized in keeping with the size of the equipment. Fuses shall be readily available when the frequency converter is withdrawn from the case. 3.3.5 Circuitry. Circuitry s

The components and accessories of this frequency converter shall conform to the interchangeability requirements

Reliability shall receive major emphasis during the design, fabrication, and construction of the frequency converter.
