    18、nical Committee CEN/TC 15 “Inland navigation vessels”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by August 2008, and conflicting national standards shal

    19、l be withdrawn at the latest by August 2008. This document supersedes EN 1864:1997. According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, De

    20、nmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. DIN EN 1864:2008-06 EN 1864:2008 (E) 6 Introduction This Eu

    21、ropean Standard specifies requirements for new wheelhouses to be erected. As one-man control positions are possible using modern technology, a control position that can be operated by a single person (one-man control position or one-man control position with radar assistance) is being standardized.

    22、In addition to safe equipment meeting the latest technological demands, numerous ergonomic aspects are taken into account. Technical equipment taking into account ergonomic aspects means: adapting the machine to man and to his possibilities and not vice versa. The one-man control position is a workp

    23、lace that enables operational, navigational and monitoring functions to be carried out simultaneously over a lengthy period. The control position is equipped in such a way that the operational, navigational and monitoring functions can be carried out by one person with the most important equipment g

    24、iven fault-free operation. If the requirements of this standard are met, it is assumed that one person is capable of carrying out these functions safely without any physical or mental strain for a lengthy period, even in severe weather and traffic conditions In all motor functions (e.g. operating le

    25、vers, pushbuttons, telephone) and sensory functions (e.g. optical, watching the fairway and the instruments and acoustic: signals, radio communications) but also any paperwork (logbook, formalities) and on the PC, the helmsman is kept as stress-free as possible. Technical possibilities and economic

    26、conditions will increasingly necessitate shift operations and a change of personnel on the individual vessels and from vessel to vessel. Whereas a helmsman previously used to stand at the same control position for years, perhaps even all his life, and would thus become very familiar with it and adap

    27、ted himself to it, he can now reckon increasingly with having to operate a different ship at some point in time. However, standardization within the meaning of this standard does not mean that all equipment should look the same. This is impossible because of the different ship types and route condit

    28、ions. In addition, developments are continuous and new possibilities occasionally arise unexpectedly even with the result that too rigid a requirement for a certain control position device would inhibit development. Therefore, standardization should be carried out according to the following factors:

    29、 Directive 2006/87/EC of the European Parliament and of the Council of 12 December 2006 laying down technical requirements for inland waterway vessels; arrangement of the most important display equipment in the wheelhouse in a similar layout and in similar positions; similar arrangement of the most

    30、important operating elements in the wheelhouse in accordance with frequency of use or importance of the function and in similar positions; ergonomic factors taken into account in the design and location of the equipment. If these aspects are taken into account, this will inevitably result in additio

    31、nal cost saving for the industry on account of better possibilities for mass production, interchangeability and replaceability of the equipment.     40、tor fatigue in which the following factors are taken into account for the scope of this standard: a) analysis of the work environment on board and on the waterway and of the work processes; b) design of the helmsmans workplace derived from this; c) influencing in the best way possible the efficiency

    41、 and health of the helmsman and safety of the water-bound traffic 3.2 control position location from which all control, communication and monitoring functions for navigation are carried out by one person while sitting or standing in one location 3.3 side control position wing control position contro

    42、l position at the side of the ship from which all control, communication and monitoring functions of the vessel can be taken over for certain manoeuvres 3.4 unrestricted field of view sum of the fields of view not covered or restricted by posts or installations 3.5 helmsman person operating the vess

    45、 1864:2008-06 EN 1864:2008 (E) 9 3.11 camera installation functional unit consisting of one or more cameras with associated lenses, transmission paths, monitors, control and switching devices. 4 General requirements 4.1 Layout of the wheelhouse The wheelhouse may consist of the following four units:

    46、 a) wheelhouse cabin; b) control position; c) paperwork and computer workplace; d) seating area. Units a) and b) always exist. An example of the layout of the wheelhouse is shown in Annex A. 4.2 Safety measures against falling and tripping 4.2.1 Floors Floors in the wheelhouse shall: a) be securely

    47、and permanently fitted; b) be free from tripping hazards; c) be non-slip according to EN 13281. 4.2.2 Passageway to accommodation areas The wheelhouse shall have an adequately large free space in front of stairs leading down from the wheelhouse to the accommodation areas so that tripping is prevente

    48、d or the stairs shall be safeguarded with installations against tripping. 4.2.3 Window cleaning If the windows of the wheelhouse cannot be cleaned from the outside from any deck areas, suitable installations and equipment shall be provided to clean the windows without risk. 4.3 Fire protection The p

    49、aints, varnishes and other products used for surface treatment, carpets, curtains and upholstered furniture shall be fire-resistant. Non-combustible materials shall be used for insulation. 4.4 Safety equipment 4.4.1 Fire extinguishers The wheelhouse shall have at least one portable fire extinguisher according to EN 3 meeting the following requirements: DIN EN 1864:2008-06 EN 1864:2008 (E) 10 a) extinguishing capacity corresponding to that of a 6 kg dry powder extinguisher.
