CGSB is engaged in the production of voluntary standards in a wide range of subject areas through the media of standards committees and the consensus process.     3、ntatives of relevant interests including producers, consumers and other users, retailers, governments, educational institutions, technical, professional and trade societies, and research and testing organizations. Any given standard is developed on the consensus of views expressed by such representa

    4、tives. CGSB has been accredited by the Standards Council of Canada as a national standards-development organization. The standards that it develops and offers as National Standards of Canada conform to the criteria and procedures established for this purpose by the Standards Council of Canada. In ad

    5、dition to standards it publishes as National Standards, CGSB produces standards to meet particular needs, in response to requests from a variety of sources in both the public and private sectors. Both CGSB standards and CGSB national standards are developed in conformance with the policies described

    22、lastic and having a capacity greater than 150 L, be marked with a minimum thickness equal to or greater than 2.2 mm.4.2 Quality Management System4.2.1 Application Each reconditioning, remanufacturing and repair facility must have and adhere to a quality management system.4.2.2 General Requirements T

    23、he quality management system shall meet the requirements specified in par. 4.2.3.4.2.3 Specific Elements and Processes of the Quality Management System The quality management system of a drum reconditioning, remanufacturing or repair facility shall include all of the following elements and processes

    24、:4.2.3.1 Management Commitment Facility management must appoint a member of management who, irrespective of other responsibilities, has the authority and responsibility for overseeing the quality management system of the facility, includinga. ensuring the quality management system is established and

    25、 maintained;b. reporting to management on the performance of the quality management system;c. promoting awareness of the importance of the requirements of this standard and the TDG Regulations throughout the facility.4.2.3.2 Human Resources A human resources management process thata. assigns quality

    26、 responsibilities to personnel deemed competent on the basis of applicable education, training, skills, and experience;b. determines personnels competency needs affecting quality;CGSB43.1262008 5c. provides effective training to ensure competency of personnel;d. creates and maintains records of educ

    27、ation, training, qualification and certification as required; e. creates and maintains awareness of the importance of the quality management system to all employees.4.2.3.3 Purchasing A purchasing control process must be established and maintained to ensure that purchased replacement parts conform t

    28、o the requirements of this standard and the TDG Regulations.4.2.3.4 Program Documentation Manual A program documentation manual must be developed, with the following components:a. Title page with the company name, facility location, and name and position of the person responsible for compliance with

    29、 this standardb. Flow chart depicting the operation of the facility with specific reference to the equipment and its use, inspection and test points, and sequence of operationsc. Description of the process used for implementing and documenting the quality management systemd. List of all written inst

    30、ructions or procedures, where they are located in the facility and who is responsible for performing them. The instructions and procedures must include all activities to ensure that the work performed conforms to this standard and the TDG Regulations. They must include but are not limited to the fol

    31、lowing:i. Internal inspectionii. External inspectioniii. Leak testingiv. Performance testing for remanufactured drumsv. Calibration of testing equipmentvi Statement concerning how drums that do not conform to the requirements of this standard or the TDG Regulations are to be handledvii. Statement in

    32、dicating who is responsible for keeping the program documentation manual up to date and the procedure for initiating and implementing a change in the manual.PART IIREQUIREMENTS FOR RECONDITIONING, REMANUFACTURING AND REPAIR OF STEEL DRUMS5. GENERAL REQUIREMENTS5.1 Application The requirements specif

    33、ied in this part apply to the reconditioning, remanufacturing and repair of steel drums.5.2 Quality Management System The quality management system requirements specified in par. 4.2 apply to the reconditioning, remanufacturing and repair of steel drums.5.3 Compliance The steel drum reconditioning,

    34、remanufacturing and repair facility must be registered with Transport Canada to conduct the functions specified in this standard. Appendix A describes the requirements for registration with Transport Canada. The requirements of Appendix A are mandatory under the TDG Regulations.6 CGSB43.12620085.4 S

    35、orting A steel drum must not be accepted for reconditioning, remanufacturing or repair ifa. it obviously contains materials other than the content declared by the labels;b. it is not a thoroughly emptied drum;c. it has unsecured closures;d. it does not conform to the requirements of par. 4.1.1;e. it

    36、 meets any of the damage criteria listed in column IV of Table 1.6. DETAILED REQUIREMENTS: RECONDITIONING6.1 Application A steel drum conforming to the requirements specified in par. 5.4 is eligible for reconditioning.6.2 Reconditioning Process The reconditioning process shall consist of all the ita

    37、licized steps below. The non-italicized steps shall be performed if required. Steps need not be performed in the sequence specified.a. Wash the interior of the steel drum to remove previous ladings.b. Rinse the interior of the steel drum to remove washing materials.c. Dry the interior of the steel d

    38、rum to remove liquids.d. Clean the interior of the steel drum with an abrasive material or suitable chemical to remove any rust.e. Neutralize the acid cleaning material.f. Clean the exterior of the steel drum with an abrasive material or suitable chemical to substantially remove paint, rust, durable

    39、 labels and adhesives.g. Remove all dents and creases.h. Straighten chimes that are not equipped with a separate chime reinforcement hoop.i. Clean all closures or replace with new ones equivalent in performance to the original and suitable for the intended use.j. Replace all nonintegral gaskets with

    40、 new ones equivalent in performance to the original and suitable for the intended use.k. Perform an interior inspection in conformance with the requirements specified in par. 6.2.2.l. Perform an exterior inspection in conformance with the requirements specified in par. 6.2.3.m. Perform a leak test i

    41、n conformance with the requirements specified in par. 6.2.4.n. Coat or line the interior of the steel drum.o. Coat or paint the exterior of the steel drum.p. Ensure all closures are installed.6.2.1 Thermal Cleaning For steel drums with removable heads, the interior and exterior cleaning steps referr

    42、ed to in par. 6.2 a. to f. inclusive may be replaced by a thermal process in conformance with the following requirements:a. Remove the lid and ring from the steel drum. For components that have undergone abrasive cleaning, remove any ash or abrasive materials by air blasting, washing and dry

    48、ing, or another equivalent method.6.2.2 Interior Inspection The interior of the steel drum must be inspected after cleaning and before painting or coating. To successfully pass the interior inspection, the drum musta. be dry and free from contaminants;b. show no evidence of significant defects, incl

    49、uding visible pitting, reduction in original metal thickness, metal fatigue, damaged threads or closures, or other defects that before the next inspection is due and under normal conditions of transport, including handling, may reasonably be expected to cause a condition or release of dangerous goods that could endanger public safety.6.2.3 Exterior Inspection The exterior of the steel drum must be inspected after external cleaning and before painting and coating.
