    29、1 Scope This document provides the methodology to be used by network or facility operators to characterize the energy efficiency of their facilities. This technical report represents one part of the larger ATIS suite of standards concerning Telecommunications Energy Efficiency (ATIS-0600015.xx.YYYY)

In contrast to supplemental standards dealing with specific equipment, this technical report (ATIS-0600015.05) addresses the efficiency of telecommunications facilities and is to be used with reference to ATIS-0600015.2009. 1.2 Purpose This document provides a set of definitions, requirements, and

    31、 guidelines for calculating the Telecommunications Energy Efficiency Ratio (TEER) of telecommunications facilities. The TEER ratings defined in this specification provide a common reference that can be used by system providers to indicate the multiplicative effects of power consumption at the facili

    32、ty level. 1.3 Application This document (and supporting documentation) is intended to be used by system providers to evaluate the efficiency of their facilities. Service providers can use this information to determine what facilities have the highest overhead. Service providers and network operators

    33、 can also use this information (for a specific facility or averaged across a service providers facilities) to determine the facility-level impact of equipment-level power consumption. This can be applied to controlled environments in central offices, network data centers, controlled environment vaul

    37、on and communication technology equipment, air conditioning/heating, lighting, elevators, etc.). For mixed-use buildings such as those facilities that include office space, Facility Power refers only to the portion of building power used to house and support network equipment. 3.1.2 Information Tech

    38、nology Power: Power consumed by network, server, and storage equipment, as well as any associated equipment like displays, monitoring hardware, etc. 3.2 Acronyms & Abbreviations AC Alternating Current DC Direct Current DCiE Data Center Infrastructure Efficiency PUE Power Usage Effectiveness TEER Tel

    39、ecommunications Energy Efficiency Ratio 4 METRIC DEFINITION 4.1 Preamble To reduce energy-related operating costs for a telecommunications facility, service providers should have a clear understanding of how much power is going to the network, server, and storage equipment in the facility versus the

    40、 power used for power conversion, heating, air conditioning, and other facility overhead. For data centers, the de facto measurement for facility information is the definition of PUE (Power Usage Effectiveness) as defined by The Green Grid: PUE = Total Facility Power / Information Technology Power P

    41、UE values are typically between 1 and 4.     42、 available at . ATIS-0600015.05 3 DCiE = 1 / PUE DCiE values are often expressed as a percentage and typically range between 25% and 100%. NOTE: Even prior to the publication of PUE by The Green Grid, several industry organizations and companies had developed efficiency metrics that measure the effi

    43、ciency of power going to information and communications equipment in central offices and/or data centers. 4.2 Facility TEER Since TEER values are typically in the range of 1 to 1000, with higher efficiencies represented by higher numbers, the Facility TEER should also range from 1 to 1000. The Facil

    44、ity TEER is computed as follows: Facility TEER = 1000 * Information Technology Power / Total Facility Power For example, if a facility that draws 100 kW typically delivers 65 kW to the information technology equipment, that facility would have a Facility TEER of 650. 4.3 Comparing Facility TEERs Car

    45、e should be exercised when comparing Facility TEERs. Local environmental conditions, as well as differences in facility equipment types and usage conditions, can impact Facility TEER values. 5 TEST PROCEDURE 5.1 Measurement Frequency and Quantity Service providers can select how frequently they will

    46、 measure Facility TEER values. Facility TEER values can be determined based on a single set of measurements, but daily and seasonal variations in facility efficiency can be identified through ongoing measurement of the facility. Facility TEER values can be measured for a minimum of 24 hours, but mon

    47、thly or annual measurements of Facility TEER values are encouraged. 5.2 Environmental and Test Deviations from ATIS-0600015.2009 Since this specification tests the efficiency under its operational conditions, the temperature, humidity, and other environmental conditions specified in ATIS-0600015.200

    48、9 do not need to be controlled like they are for equipment-level TEER specifications. Meters used in this specification must meet the following conditions: Accuracy: 2%. Voltage and Phase capability: Scaled to match facility needs. Measurement frequency: 2 measurements per second. Integration/Report

    49、ing: Either integrate power draw over time (energy) or report out at least one measurement per second over the measurement interval. ATIS-0600015.05 4 5.3 Facility Configuration The facility is expected to remain operational throughout the period of testing. Meters shall be placed to measure Facility Power and to measure Information Technology Power as noted below: Instrumentation may be via dedicated meters (built-in or clamp-on) or built into existing power equipment such as switchgear.
