Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.1. Scope1.1 This guide delineates the requirements for developmentof procedures for th

    3、e qualification of personnel who performinspection of coating work. These activities are accomplishedto verify conformance to specified requirements for nuclearfacility coating work whose satisfactory performance is re-quired in order not to compromise safety-related coatingsystems.1.2 The intent of

    4、 this guide is to provide a uniform inter-pretation of the requirements in ANSI/ASME N45.2.6 andNQA-1 for the inspection of coating work in nuclear facilities.1.3 It is the intent of this guide to provide a recommendedbasis for qualification, not to mandate a singular basis for allqualifications. Va

    5、riations or simplifications of the qualificationsdescribed in this guide may be appropriate for special coatingwork other than safety-related coating systems. Similarly, thequalification and certification process might be abbreviated forwork of minor scope such as touch-up.1.4 This standard does not

    6、 purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of whoever uses this standard to consult andestablish appropriate safety and health practices and deter-mine the applicability of regulatory limitations prior to use.2. Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 certification, nwritten documentation of qualifica-tion.3.1.2 coating work inspection, na phase of quality controlthat, by means of examination, observation, or measurement,determines the conformance of safety-related coating syst

    9、emapplications to predetermined quality requirements. The terminspection as used in this standard shall be understood to meancoating work inspection.3.1.3 Level I, II, and III inspection, nindicative of thetime in grade classification for personnel who perform coatingwork inspection. Each level refl

    10、ects progressive experience andresponsibility. This term is separate from and differs distinctlyfrom Coating Service Levels. The latter term reflects differinglocations throughout a nuclear plant where safety-related andother coatings are found. (See Terminology section of GuideD 5144 for definition

    11、s of Coating Service Levels I, II, and III.)3.1.4 personnel performing coating work inspection,nindividuals whose job functions include but are not neces-sarily limited to coating work inspection.3.1.5 qualifications, nskills, training, and experience re-quired for personnel to perform properly the

    12、duties and executethe responsibilities of the appropriate certification level.3.1.6 safety-related coating system, na coating systemused inside or outside of the reactor containment, the detach-ment of which could adversely affect the safety function ofsafety-related structures, systems, or componen

    13、ts (SSC).3.1.7 training, nthe program developed to ensure thatpersonnel receive the knowledge and skills necessary forqualification.4. Significance and Use4.1 The requirements of this guide apply to personnel whoperform coating work inspection during (1) fabrication, (2)receipt of items at the const

    14、ruction site, (3) construction, (4)pre-operational and startup testing, and (5) operational phasesof nuclear facilities.1This guide is under the jurisdiction of ASTM Committee D33 on ProtectiveCoating and Lining Work for Power Generation Facilities and is the directresponsibility of Subcommittee D33

    18、by this guide.4.3 The organization(s) responsible for establishing theapplicable requirements for activities covered by this guideshall be identified, and the scope of their responsibility shall bedocumented. Delegation of this responsibility to other qualifiedorganizations is permitted and shall be

    19、 documented.4.4 It is the responsibility of the organization performingthese activities to specify the detailed methods and proceduresfor meeting the requirements of this guide, unless they areotherwise specified in the contract documents.4.5 In the event of conflict, users of this guide mustrecogni

    20、ze that the licensees plant-specific quality assuranceprogram and licensing commitments shall prevail with respectto the process of qualifying personnel performing inspection ofcoating work.5. General Requirements5.1 Provisions shall be made for the indoctrination ofpersonnel performing coating work

    21、 inspection as to the tech-nical objectives of the project, the codes and standards that areto be used, and the quality assurance elements that are to beemployed.5.2 The need for formal training programs shall be deter-mined, and such training activities shall be conducted asrequired to qualify pers

    22、onnel who perform coating workinspection. On-the-job participation shall also be included inthe program, with emphasis on first-hand experience gainedthrough actual performance of inspections.5.3 A candidates qualifications for certification shall beinitially determined by a suitable evaluation of t

    23、he candidateseducation, experience, training, examination results, and by acapability demonstration. The qualifying organizations deter-minations must reflect definitive criteria with respect to theextent and currency of a candidates experience and training.5.4 The job performance of personnel who p

    24、erform coatingwork inspection shall be reevaluated at periodic intervals not toexceed three years. The reevaluation process shall weighevidence of continued satisfactory performance of inspectionfor the required extent or determine capability in accordancewith 5.3. If, during this evaluation or at a

    25、ny other time, it isdetermined by the responsible organization that the capabilitiesof an individual are not in accordance with the qualificationsspecified for the job, that person shall be removed from thatactivity until the required capability has been demonstrated.5.5 Any person who has not been

    26、actively engaged in theperformance or supervision of coating work inspection for aperiod of one year shall be reevaluated in accordance with 5.3.6. Functional Qualifications6.1 All physical coating work inspection activities can beperformed by personnel certified as qualified to performcoating work

    27、inspection as Level I, Level II, or Level III status.6.2 Personnel certified as having attained Level I status shallbe capable of the following:6.2.1 Implementing and recording all inspections requiredby the applicable procedures.6.2.2 Verifying instrument calibration.6.2.3 Performing hold point ins

    28、pections in accordance withthe applicable procedures.6.3 Personnel certified as having attained Level II statusshall be capable of the following:6.3.1 Performing all of the duties and responsibilities ofLevel I status personnel.6.3.2 Planning and supervising inspections, initiating andreviewing insp

    29、ection procedures, and evaluating the adequacyof activities.6.3.3 Reviewing, organizing, and approving results of in-spections.6.3.4 Monitoring the performance of and supervising thework of Level I status personnel.6.3.5 Training and verifying, for certification, the qualifica-tions of candidates fo

    30、r Level I inspection.6.3.6 Initiating changes to quality procedures.6.3.7 Implementing the Quality Assurance Program if as-signed that authority by company policy or the QualityAssurance Program.6.4 Personnel certified as having attained Level III status,shall have verifiable experience in the U.S.

    31、commercial nuclearpower industry. As indicated in 5.3, criteria with respect to theextent and currency of that experience must be established.Further, the following capabilities are required:6.4.1 Carrying out all of the duties and responsibilities ofLevel II status personnel.6.4.2 Training and veri

    32、fying, for certification, the qualifica-tions of candidates for Level I, Level II, and Level IIIinspection.6.4.3 Evaluating the adequacy of programs used to train andcertify personnel who will perform coating work inspection.6.4.4 Authorizing personnel certified to perform Level IIinspection to carr

    33、y out training and examination duties.6.4.5 Approving safety-related coating work inspection pro-cedures.7. Physical Qualifications7.1 Individuals who perform coating work inspection shallbe examined annually to ensure natural or corrected near-distance visual acuity in at least one eye. The individ

    34、ual shallread the J-1 letters on a Standard Jaeger Test Chart, orequivalent, at a distance of not less than 12 in. with one or botheyes, uncorrected or corrected.7.2 Each candidate shall be examined for color perceptionusing the Ishihara Test or the Farnsworth D-15 Test when beingcertified or recert

If a candidate does not pass theRed/Green Sensitive Ishihara Test, the candidate may take theFarnsworth D-15 Test.7.3 If a candidate does not pass the Farnsworth D-15 Test,the candidate may be evaluated by a licensed medical practi-tioner to provide the necessary data to determine the candi-d

    36、ates color perception. Individuals certified after an evaluationby a licensed medical practitioner may only be certified toperform inspection work that is within the candidatess colorperception capability.D 4537 04a27.4 The examinations required by 7.1 and 7.2 shall beadministered by a licensed medi

    37、cal practitioner or a personfamiliar with the tests involved. The results of vision tests shallbe documented on a Vision Test Record (Fig. 1 or equivalentform).7.5 The responsible organization shall identify any otherphysical qualifications required to perform the assigned inspec-tion duties. Person

    38、nel performing inspection activities requir-ing the identified physical qualifications shall have thosequalifications confirmed by examinations at intervals not toexceed one year.8. Education, Training, and Experience Qualifications8.1 Candidates for certification to perform coating workinspection s

    39、hall have sufficient education, experience, andtraining to ensure an understanding of the principles andprocedures in those areas of inspection, examination, andtesting activities for which they are being considered forcertification.8.2 Candidates for certification to perform Level I inspec-tion sha

    40、ll, as a minimum, meet one or more of the followingrequirements:8.2.1 High school graduation plus six months of relatedexperience in equivalent inspection activities.8.2.2 Completion of college level work leading to anAssociate Degree or higher, plus three months of relatedexperience in equivalent i

    41、nspection activities.8.3 Candidates for certification to perform Level II inspec-tion shall, as a minimum, meet one or more of the followingrequirements:8.3.1 High school graduation plus one year of satisfactoryperformance of Level I inspection in a corresponding inspec-tion activity.8.3.2 High scho

    43、ation plus six months of re-lated experience in equivalent inspection activities.8.4 Candidates for certification to perform Level III inspec-tion shall meet one or more of the following requirements:8.4.1 High school graduation plus six years of satisfactoryperformance of Level II inspection in a c

    44、orresponding inspec-tion activity.8.4.2 High school graduation plus ten years of relatedexperience in equivalent inspection activities; or high schoolgraduation plus eight years experience in equivalent inspectionactivities, with at least two years satisfactory performance ofLevel II inspection. The

    45、 candidate shall have at least two yearsassociated with nuclear facilities or sufficient training to beknowledgeable of the quality assurance requirements fornuclear coating work.8.4.3 Completion of college level work leading to anAssociate Degree and seven years of related experience inequivalent i

    46、nspection activities. The candidate shall have atleast two years of this experience associated with nuclearfacilities.8.4.4 Four-year college graduation plus five years of relatedexperience in equivalent inspection activities. The candidateshall have at least two years of this experience associated

    47、withnuclear facilities.8.5 Compliance with the requirements of 8.1, 8.2, 8.3, and8.4 shall be documented on an Education and ExperienceRecord (Fig. 2 or equivalent form).8.6 Training leading to certification or recertification toperform coating work inspection shall be documented on anOrganizational

    48、 Training Record (Fig. 3 or equivalent form).9. Examination9.1 Each candidate shall be given an examination coveringthe general, specific, and practical aspects of coating workinspection. The general and specific portions of the examina-tion may be written, in the form of a personal interview, or ac

    49、ombination of both.
