    4、g and maintenance of standards developed by theSociety. All such standards are developed by a consensusstandards process managed by the Societys Codes andStandards Committee (CSC). The consensus processincludes balloting by a balanced standards committeemade up of Society members and nonmembers, bal

It alsoincludes three informative annexes which are notmandatory parts of the standard. The provisions ofthese annexes are written in permissive language and,as such, offer

    12、 to the user a series of options or instruc-tions but do not prescribe a specific course of action.Significant judgment is left to the user of theseannexes.The ASCE Automated People Movers StandardsCommittee has been developing these standards since1991. The committee comprises individuals frommany

    13、backgrounds, including consulting engineering,research, transit agencies, airports, transit systemdesign and manufacturing, education, government, andprivate practice. This standard establishes the minimum set of require-ments necessary to achieve an acceptable level ofsafety and performance for an

    14、APM system. As such, itmay be used in the safety certification process. Theoverall goal of this standard is to assist the industry andthe public by establishing standards for APM systems.This standard has no legal authority in its own rightbut may acquire legal standing in one or more of thefollowin

    15、g ways:1. Adoption by an authority having jurisdiction.2. Reference to compliance with the standard as acontract requirement.3. Claim by a manufacturer or manufacturers agentof compliance with the standard.This standard will be beneficial to transportation engi-neers, civil engineers, safety enginee

    16、rs, and contractorsof APM systems. Anyone who owns, operates, buildsor maintains, designs, tests, insures, oversees, or certi-fies APMs or other innovative technology transit sys-tems such as magnetic levitation, air cushion, andmonorail systems will also benefit from the standard.This standard has

    17、been prepared in accordance withrecognized engineering principles and should not beused without the users competent knowledge for agiven application. The publication of this standard byASCE is not intended to warrant that the informationcontained therein is suitable for any general or specificuse, a

    18、nd ASCE takes no position respecting the valid-ity of patent rights. The user is advised that the deter-mination of patent rights or risk of infringement isentirely their own responsibility.
