    17、ense from IHS-,-,-1.2 SYSTEM DESCRIPTION*NOTE: The Federal Clean Air Act requires each state to meet the National Ambient Air Quality Standards. In addition, each state or local government may impose more restrictive requirements. States with areas identified as exceeding EPA standards for ozone mus

    18、t adopt limits on the volatile organic compound (VOC) content of paint removers, wood preservatives, solvents and other chemical preparation materials. Therefore, the designer should determine the local restrictions and eliminate prohibited materials. It may be necessary to specify locally available

    19、 commercial products which have been developed to meet local restrictions.The requirements for Contractor test report responsibilities should be modified regarding exempt materials.*The procedures proposed for the accomplishment of the work shall provide for safe conduct of the work, careful removal

    20、 and disposition of materials specified to be salvaged, protection of property which is to remain undisturbed, and coordination with other work in progress. Include in the work plan a Safety and Health plan describing procedures for handling monitoring, and disposition of VOCs and other hazardous an

    21、d toxic materials. The procedures shall include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations. Test the materials designated by the Contracting Officer.1.3 SUBMITTALS*NOTE: Review submittal description (SD) definitions in Section 01

    22、 33 00 SUBMITTAL PROCEDURES and edit the following list to reflect only the submittals required for the project. Submittals should be kept to the minimum required for adequate quality control.A “G” following a submittal item indicates that the submittal requires Government approval. Some submittals

    23、are already marked with a “G”. Only delete an existing “G” if the submittal item is not complex and can be reviewed through the Contractors Quality Control system. Only add a “G” if the submittal is sufficiently important or complex in context of the project.For submittals requiring Government appro

    24、val on Army projects, a code of up to three characters within the submittal tags may be used following the “G“ designation to indicate the approving authority. Codes for Army projects using the Resident Management System (RMS) are: “AE“ for Architect-Engineer; “DO“ for District Office (Engineering D

Detailed mixing, thinning and application instructions, minimum and maximum application temperature, and curing and drying times shall be provided for each product submitted.QualificationsA statement certified by the Contr

    30、actor attesting that the experience and qualifications of the workers (journeymen) comply with the specifications.SD-07 CertificatesWork PlanCertificate stating that products proposed for use meet the VOC regulations of the local Air Pollution Control Districts having jurisdiction over the geographi

    31、cal area in which the project is located.1.4 QUALITY ASSURANCEWork shall comply with the ACCIDENT PREVENTION PLAN, including the Activity Hazard Analysis as specified in the CONTRACT CLAUSES. The Activity Hazard Analysis shall include analyses of the potential impact of surface preparation operation

    33、CGIH 0100Doc.1.4.2 TrainingInform workers, having access to an affected work area, of the contents of the applicable material data safety sheets (MSDS) and of potential health and safety hazard and protective controls associated with materials used on the project. An affected work area is one which

    34、may receive dust, mists, and odors from the surface preparation operations. Workers involved in surface preparation and clean-up shall be trained in the safe handling and application, and the exposure limit, for each material which the worker will use in the project. Instruct personnel having a need

    35、 to use respirators and masks in the use and maintenance of such equipment.1.4.3 CoordinationCoordinate work to minimize exposure of building occupants, other Contractor personnel, and visitors to mists and odors from surface preparation and cleaning operations.1.4.4 QualificationsProvide qualified

    36、workers trained and experienced in the preparation for painting of wood and metal surfaces in historic structures and submit documentation of 5 consecutive years of work of this type. Provide a list of similar jobs identifying when, where, and for whom the work was done and a current point-of-contac

    37、t for identified references.1.5 DELIVERY, STORAGE, AND HANDLINGDeliver paint removers, solvents, and other chemicals, used for surface preparation, in sealed containers that legibly show the designated name, formula or specification number, quantity, date of manufacture, manufacturers formulation nu

    38、mber, manufacturers directions including any warnings and special precautions, and name of manufacturer. Furnish such materials in containers not larger than 20 L 5 gallons; store them in accordance with the manufacturers written directions; and, as a minimum, store them off the ground, under cover,

    39、 with sufficient ventilation to prevent the buildup of flammable vapors and at temperatures between 4 and 35 degrees C 40 and 95 degrees F.1.6 ENVIRONMENTAL REQUIREMENTSUnless otherwise recommended by the product manufacturer, the ambient temperature shall be between 7 and 35 degrees C 45 and 95 deg

    40、rees F when applying paint removers, solvents, or other preparation materials.PART 2 PRODUCTS*NOTE: When the required quantity of a particular material is 200 liters (50 gallons) or less, the factors of time, value of material versus cost of testing, and the end use of material may justify acceptanc
