This specification covers the Improved Lifting Target Elevating Mechanism (ILTEM) , Part No. 9375512, used on the Armor Moving Target Carrier (AMTC), Part No. 9365562, in the Remote Target System (RETS). 2. APPLICABLE DOCUMENTS 2.1 Government documents. 2.1.1 Specifications, stand

The following other Government documents, drawings, and publica- tions form a part

    9、 of this specification to the extent specified herein. Unless otherwise specified, the issues shall be those in effect on the date of the solicitation.     10、ectronic Control Unit Mechanism 2.2 Order of precedence. In the event of conflict between the text of this specification and the references cited herein (except for associated detail specifications, specification sheets or MS standards), the text of this specification shall take precedence. Nothing

    11、in this specification, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained. 3 REQUIREMENTS 3.1 General description. ILTEM consists of an electrical and hydraulic unit operating a three (3) inch diameter cylinder which forces a rotating drive shaft t

    12、hrough an angular distance of 90 degrees. A removable electronic control unit provides front panel controls for on/off mode operations and hit sensitivity selection. Electronic selection and use of the hit sensor provide the ability to implement control functions such as the visual hit indicator lam

The ILTEM shall be manufactured in accor- dance with drawing 9375512 and MIL-F-13

    14、926. The electronic control unit shall meet MIL-E-70694. 3 . 3 Functions . 3.3.1 Commands. The ILTEM shall receive through its elec- tronic control unit cohnarids to raise target, to lower target, to activate visual hit indicator lamp and gunfire simulator. 3.3.2 Mechanism control. The mechanism is

    15、remotely controlled and responds as follows: a. Upon receiving a remote raise or lower command signal the mechanism moves the target to the position commanded. The mechanism does not respond in any manner if commanded to a position that it is already in. b. The mode of operation is selectable direct

    16、ly on the target device by a rotary switch. At position 0 al1 electrical power is removed from the electronic control unit. At position I, the target can be raised and lowered by remote command and hits on the target have no effect. At: position 2, the target can be raised and lowered by remote comm

    17、and and a hit on the target when raised will lower and stay lowered until another raise remote signal is received. At position 3, the target can be raised and lowered by remote command and a hit on the target will lower, delay 11 seconds, and then automatically raise until another hit causes it to r

    18、epeat the above operation. At positions 4, 5 and 6 the visual hit indicator lamp will illuminate when the target is hit. Modes 4, 5 and 6 are the same as modes 1, 2 and 3 except for visual hit indicator lamp operation. c. The smoke scorer when connected, will operate when the target is hit, on modes

    19、 1 through 6. The target device has a manual momentary switch that permits testing the raise and lower cycle and visual hit indicator lamp illuminations. 3.3.3 Hostile fire simulator control. The target device will operate a hostile fire simulator when a remote command (fire) is sent. accessible fro

    20、m the outside housing . The output circuit terminates in a single female -connector 3.4 Performance requirements. 3.4.1 Hydraulic oil tank. Maximum target weight: 350 pounds 0.5 inch thick 3.5 LI Environmental requirements. 3 . 5 . 1 3.5.1.1 Operating. The ILTEM shall

The ILTEM shall not suffer permanent damage whe

    25、n subjected to at least four hours at each temperature extreme of -4OOF and +160OF and shall meet the requirements of 3.3 and 3.4 when returned to and thermally stabilized at ambient temperature (+6OoF to +90F). 3.5.2 Upweiyht/wind test. The ILTEM shall meet the require- ments of 3.3Znd 3.4 when win

    26、d or weights are used to simulate a continuous 35 mph horizontal wind directed per2endicular to the target board. 3.5.3 Rain test. The ILTEM shall not suffer permanent damage when subjected to 4 inches per hour of rain with a 35 mph wind for a minimum of 1 hour. 3.5.4 Vibration. The ILTEM shall not

    27、suffer permanent damage when subjected to method 514.3 of MIL-STD-810 for one hour of random vibration. 3.5.5 Shock. The ILTEM shall not suffer permanent damage when subjected to mechanical shock during cycling in accordance with Method 516.3 of MIL-STD-810. 3.6 First article. When specified in the

    28、contract or purchase order, a sample shall be subjected to first article inspection in accordance with the technical provisions herein (see 4.3). 3.7 Workmanship. The workmanship requirement of MIL-STD-454 shall apply. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwi

    29、se specified in the contract or purchase 0-r- contractor is responsible for the performance of al1 inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own facilities or any other facilities suitable for the performa

    30、nce of the inspection require- ments specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requi

    31、rements. 4.1.1 Responsibility for compliance. All items must meet all requirementsofectionsnspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspec- tion requirements in the specification shall not reliev

Sampling in q

    33、uality conformance does not authorize submission of known defective material, either indicated or actual, nor does it cominit the Government to acceptance of defective material. 4.1.2 General provisions. The component and subassembly inspection requirements of MIL-F-13926 form a part of the quality

    34、assurance provisions of this specification. inspection terms shall be as listed in MIL-STD-109. ments specified herein are classified as follows: Definitions of 4.2 Classification of inspections. The inspection require- a. First article inspection (see 4.3). b. Quality conformance inspection (see 4.

    35、5). 4.2.1 Inspection conditions. Unless otherwise specified, all examinationctests shall be conducted at the following standard ambient conditions: a. Temperature -1-50 deg to +90 deg F. b. Relative humidity 90% RH Max. c. Pressure 28 to 32 inches of Hg. 4.3 First article (initial production) submis

    36、sion. The requirement for first article approval and the responsibility (Government or contractor) for the first article testing shall be specified in the contract. The sample for first article approval tests shall consist of three items manufactured in the same manner, using the same materials, equ

    37、ipment, processes, and procedures as used in regular production. All parts and materials, including packaging and packing, shall be obtained rom the same source of supply as used in regular production. 4.3.1 Government testing. When the Government is responsible for conducting first article approval

    38、 tests, the contractor, prior to submitting the sample to the Government, shall inspect the sample to ensure that it conforms to all the requirements of the contract and submit a record of this inspection with the sample, including certification of conformance for materials. for conducting first art

    39、icle approval tests, the sample shall be inspected by the contractor for all the requirements of the contract. The sample and a record of this inspection, including 4.3.2 Contractor testing. The Government reserves the right to witness the O contractors inspection. . 4.5.2 Examinations and tests. 4.4 Inspection provisions. 4.4.1 Submission of product. Unless other

    41、wise specified by the contracting officer, inspection of lots shall be in accordance with MIL-STD-15. - 4.5 Quality conformance inspection. - 4.5.1 Inspection lot formation. The term “inspection lot“ is defined as a homogeneous collection of units of product from which a representative sample is dra

    42、wn or which is inspected 100 percent to determine conformance with applicable requirements. Units of product selected for inspection shall represent only the inspection lot from which they are drawn and shall not be construed to repre- sent any prior or subsequent quantities presented for inspection

Homogeneity shall be considered to exist provided the inspection lot has been produced by one manufacturer, in one unchanged process, usiiq the same materials and methods, in accordance with the same drawings, same drawing revisions, same specifications and same specification revisions, and compli

    44、es with the provisions for submission of product as specified in MIL-STD-105. All material submitted for inspection in accordance with this specification shall comply with the homogeneity criteria specified herein, regardless of the type of inspection procedure which is being applied to determine co

    45、nformance with requirements. 4.5.2.1 Components, assemblies and subassemblies. ll components, assemblies and subassemblies shall be inspected in accordance with the inspection provisions contained in this specification and the Quality Assurance Provisions (QAP) listed in the technical data package (

    46、TDP) . In the absence of QAPs, the applicable quality assurance provisions of MIL-F-13926 shall apply. 4.5.2.2 Final acce;?tance inspection. Subsequent to first I- article approval, examinations and tests related to Section 3 herein shall be performed on a single defect (individual charactcr- istic)

    47、 basis in accordance with MIL-STD-105 and the sampling plans specified in 4.5.2.3 herein. Examination and test for packaging and marking shall be in accordance with MIL-P-14232 and Section 5 herein. The tabulated classification of defects in 4.5.2.3 shall constitute the minimum inspection to be perf
