    10、icipates in related industry activities that benefit aviation at large by providing technical leadership and guidance. These activities directly support aviation industry goals: promote safety, efficiency, regularity, and cost-effectiveness in aircraft operations. ARINC Industry Activities organizes

    11、 and provides the secretariat for international aviation organizations (AEEC, AMC, FSEMC) which coordinate the work of aviation industry technical professionals and lead the development of technical standards for airborne electronic equipment, aircraft maintenance equipment and practices, and flight

    12、 simulator equipment used in commercial, military, and business aviation. The AEEC, AMC, and FSEMC develop consensus-based, voluntary standards that are published by ARINC and are known as ARINC Standards. The use of ARINC Standards results in substantial technical and economic benefit to the aviati

    13、on industry. There are three classes of ARINC Standards: a) ARINC Characteristics Define the form, fit, function, and interfaces of avionics and other airline electronic equipment. ARINC Characteristics indicate to prospective manufacturers of airline electronic equipment the considered and coordina

    14、ted opinion of the airline technical community concerning the requisites of new equipment including standardized physical and electrical characteristics to foster interchangeability and competition. b) ARINC Specifications Are principally used to define either the physical packaging or mounting of a

    15、vionics equipment, data communication standards, or a high-level computer language. c) ARINC Reports Provide guidelines or general information found by the airlines to be good practices, often related to avionics maintenance and support. The release of an ARINC Standard does not obligate any organiz

    16、ation or ARINC to purchase equipment so described, nor does it establish or indicate recognition or the existence of an operational requirement for such equipment, nor does it constitute endorsement of any manufacturers product designed or built to meet the ARINC Standard. In order to facilitate the

    29、dustry from the airline perspective. This standard is one of a family of ARINC Standards which address component test and maintenance processes. These standards have been developed to provide the best practices to the air transport industry. This standard, which was first published in May 1981, has

    30、been updated to reflect the collective experience of the air transport industry over many years to account for the changing aviation technology and regulatory environment. It is not intended that this standard provide the elements of a “form, fit, and function“ specification, but to provide guidance

    31、 for a better design and operation of testers. Todays test equipment designs are typically of modular nature, i.e., the test equipment manufacturer generally selects and integrates subassemblies from the marketplace. This standard will help to ensure that critical product life cycle requirements reg

    32、arding design, support, and obsolescence management are identified and available to all. An industrial constellation of more or less decoupled support elements has to be transformed into a scenario with sufficient overlap of critical functions. This will facilitate successful and cost-effective supp

    33、ort over the product life cycle. Figure 1 - TE Product Support 1.2 Objectives/Scope This standard provides considerations for the procurement and design requirements of TE to be used for maintenance and troubleshooting of air transport components in both the shop and/or flight line environment. Alth

    34、ough the term TE is used, this standard can be applied to other types of support equipment utilized in the aviation industry, such as shop data loaders, portable maintenance aids, etc. ARINC REPORT 602B Page 2 1.0 INTRODUCTION 1.3 Related Documents In all cases, it is intended that the latest versio

    38、tion clarifies the roles and responsibilities of each part of the aviation industry involved. Any given organization could include some or all of the roles and responsibility identified below. For example, the component manufacturer could be the TE manufacturer, so it must assume the responsibility

    39、of both. The airframe manufacturer could encompass all the roles. 2.1 Airframe Manufacturer The airframe manufacturer is responsible for identifying and ensuring the availability of test and support equipment needed to support the airplane and its components. In the event that major systems or any c

    40、omponent is provided by a supplier selected by the Airframe manufacturer, it is the Airframe Manufacturers responsibility to ensure that their Suppliers are prepared to support the airline operators needs for test and support equipment required for that Suppliers product. This equipment may be ident

    41、ified in the Suppliers CMM, Component Service Bulletin, or other type of Manufacturers Service Documents. 2.2 Component Manufacturer It is the component manufacturers responsibility to ensure that the TE specified in the Maintenance Service Document (MSD), e.g., CMM, is available, procurable, and to

    42、 provide test information that will enable a TE manufacturer or user to design a test implementation of their choice. ARINC Report 625 provides guidance to support this process. It is the role of the component or system manufacturer to provide adequate information on proprietary interfaces or aircra

    43、ft parts to correctly specify input/output parameters and signal descriptions to be applied to the Unit Under Test (UUT) to enable the selection of alternates. 2.3 TE Manufacturer It is the TE manufacturers responsibility to design TE to meet all test requirements specified by the MSD and additional

    44、 documentation available (e.g., TSDP per ARINC Report 625). The TE manufacturer should also consider additional factors, such as: Intended area of use (e.g., shop and/or flight line) Environmental conditions (e.g., temperature and humidity) Power supply (e.g., batteries) Handling capabilities (e.g.,

    45、 weight, rugged design, etc.) TE Users local regulatory requirements (CE, UL, etc.) TE software management A TE Manufacturer integrating multi-source subassemblies must flow-down the critical requirements to the sub-tier suppliers. In order to be useful, TE must be supplied with adequate documentati

    46、on and training to allow the end user to make an equivalency determination, per ARINC Report 668. The documentation shall also support lifecycle factors such as storage, operation, maintenance, calibration/verification, and repair. ATA Specification 101 may be helpful in creating this documentation.

    47、 ARINC REPORT 602B Page 4 2.0 ROLES AND RESPONSIBILITIES 2.4 TE User The TE User is an entity that purchases and operates TE. Therefore, the TE User is responsible for identifying local regulatory requirements and communicating them to the TE manufacturer. The TE User shall ensure that the equipment

    48、 is stored, operated, maintained, calibrated/verified, and repaired in accordance with the equipments documentation. The TE User is responsible to ensure that appropriate contracts and intellectual property agreements are in place to authorize the exchange of information identified in this standard.

    49、 The TE User has certain considerations in determining TE requirements and capabilities. TE Users may request documentation to be prepared by the component manufacturers or TE manufacturer to assist the TE User to: Develop anticipated work flow Assess the adequacy of existing TE or the need for new TE Plan test facilities and systems Train maintenance personnel Establish the business case 2.5 Contractual Roles and Responsibilities The roles and responsibilities above need to be defined in a contract for TE purchases.
