3、ercial item description (CID), for all federal agencies. 1. Scope. This Commercial Item Description (CID), describes a portable Thermal Imaging System (TIS). This CID is intended as a minimum requirement for the Thermal Imaging System in which only those manufacturers that meet or surpass the follow
4、ing requirements are supplied per this CID. 2. SALIENT CHARACTERISTICS. 2.1 Performance. The TIS shall be waterproof and must be capable of operating in temperatures up to 500 degrees Fahrenheit for short periods of time (5 minutes minimum). The TIS shall have a liquid crystal display (LCD) for easy
5、 viewing. The TIS shall be capable of detecting individuals, hot spots, and electrical systems. The TIS shall allow personnel using it the ability to see through smoke, fog, or any other low visibility condition. The TIS shall have the capability of transmitting information to a remote location. The
6、 TIS shall capture a field of view between 50 and 60 degrees. The TIS shall have an ergonomic and durable design. The TIS must remain fully operational if it exposed to dust, immersed in a minimum of 1 foot of water, exposed to high temperatures (up to 500 degrees Fahrenheit for a minimum of 5 minut
7、es) or if it is dropped from a height of 3 feet. The LCD should maintain a clear resolution when subjected to the aforementioned circumstances. 2.2 Operation. The control buttons on the TIS should be easy to access. All features necessary for operation should be clearly marked. The TIS shall be easi
8、ly operated by the user while wearing full fire fighting gear. The TIS should not require more than one person for operation and shall be capable of being easily operated in any position. 2.3 Liquid Crystal Display (LCD). The TIS shall have a glare free LCD color display with a minimum screen size o
9、f 3.5 inches diagonal, for easy viewing of images. The TIS shall operate off of a nickel metal hydride rechargeable battery. The rechargeable battery
10、 needs to supply the TIS power for a minimum operating time of 1.5 hours. The TIS shall be supplied with an extra rechargeable battery. The TIS shall be supplied with a low battery indicator. 2.5 Dimensions and Weight. The size of the equipment shall be consistent with current commercial capabilitie
11、s. The TIS, with battery, shall weigh no more than 10 pounds. 2.6 Durability. The TIS shall have a sturdy design. The TIS shall meet all operational requirements if it is exposed to water, dust, high temperatures, or if it is dropped from a height of 3 feet. 2.7 Carrying/Storage. The TIS shall be su
12、pplied with a waterproof carrying/storage case that can withstand high temperatures. The TIS carrying/storage case shall be capable of storing the entire system (imager, charger, extra battery or battery case, carrying strap, owners manual, etc.). The TIS shall be supplied with a removable carrying
13、strap. 3. REGULATORY REQUIREMENTS. 3.1 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, an
14、d promotes economically advantageous life cycle costs. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 3.2 Green Procurement Program. Green Procurement Program (GPP) is
15、 a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404(b) applies and states the GPP requires 100% of E
16、PA designated product purchase that are included in the Comprehensive Procurement Guidelines list that contains recovered materials, unless the item cannot be acquired: a) competitively within a reasonable timeframe; b) meet appropriate performance standards, or c) at a reasonable price. The prime c
17、ontractor is responsible for ensuring that all subcontractors comply with this requirement. 4.0 PRODUCT CONFORMANCE PROVISIONS 4.1 Product conformance. The products provided shall meet the salient characteristics of this CID, conform to the producers own drawings, specifications, standards and quali
18、ty assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 5. PACKAGING.
