    14、16041:2010 (E) 6 1 Scope The purpose of this Technical Report is to provide replies to requests for interpretations of EN 14764:2005, City and trekking bicycles Safety requirements and test methods. 2 Agreed interpretations and no action decisions 2.1 Clause 4.3.1 Security of screws (interpretation)

    15、 Question According to the text, locking devices are required for the following: suspension system; generator attachment; brake-mechanism to frame, fork or handlebar; mud-guards to frame or fork; saddle to seat-pillar (except in EN 14765). The requirement does not apply to: handlebar to handlebar st

    16、em; seat pillar to frame; luggage carrier to frame or fork. What is a locking device (thread locking compound)? Interpretation The locking devices mentioned as examples in the standard shall not be considered to be an exhaustive list. Also other means of locking devices can be acceptable provided th

    17、at they do not unintentionally become unlocked. NOTE 1 Thread locking compound was discussed and considered as acceptable for locking of e.g. levers to handlebars. NOTE 2 This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14765, EN 14766 and EN 14781

    18、. REQ 004-10-2007 (Sweden) 2.2 Clause 4.6.4 Brake-block security test (no action) Question During the test the wheel will lock and the tyre will slip on the surface. A brake that does not fulfil this requirement will not fulfil the ordinary brake-performance test. The test can be carried out as foll

    19、ows PD CEN/TR 16041:2010 CEN/TR 16041:2010 (E) 7 apply the brakes according to the standard; rotate the wheel by hand forward and rearwards five times. Is the test meaningful? Should the testing procedure be revised? REQ 005-10-2007 (Sweden) Question Can brake pad security test be performed on a bra

    20、ke test machine? Is it acceptable if the wheel skids? REQ 026-10-2007 (Germany), REQ 033-10-2007 (Germany) Reply The test mainly aims at checking if the brake-pad can be released when the bicycle is moved backwards with the brakes applied. This situation will not occur during the other brake tests.

    21、The test shall remain. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14765, EN 14766 and EN 14781. 2.3 Clauses 4.6.8.5.3.6 and 4.6.8.5.3.7 III a) Dry and wet brake performance (no action) Question What clamping force is required for machine

    22、 testing? 4.6.8.5.3.6 says that sufficient force must be applied to prevent skidding. Then the test should stop if a lever force of 180 N is reached, or a braking force of 700 N but the test can be stopped if the wheel locks up (4.6.8.5.3.7 III a). Is there a difference in requirements between wet a

    23、nd dry? It is often difficult to prevent wheel skidding at high lever forces during wet testing (requires a very large clamping force). Reply There is no limit to the force. It can be increased to prevent skidding. NOTE This decision is also applicable to the corresponding clauses in the Technical R

    24、eports related to EN 14766 and EN 14781. REQ 032-10-2007 (Germany) 2.4 Clause 4.7.2 Handlebar plugs (interpretation) Question Handlebar grips are no problem to test. For plugs it is difficult to apply 70 N without coming into contact with the handlebar. Should it be permitted e.g. to drill a hole in

    25、 the plug? Interpretation Yes. PD CEN/TR 16041:2010 CEN/TR 16041:2010 (E) 8 NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14766 and EN 14781. REQ 008-10-2007 (Sweden) 2.5 Clause 4.8.x Frame Fatigue test with horizontal forces (no action) Qu

    26、estion These clauses specify a bicycle frame fatigue test to be carried out by applying a horizontal force between the front and rear fork drop-outs. This test is not specified in EN 14764 although all the other tests applied to the frame are present. Could you confirm whether this is intentional or

    27、 is it an error. Reply This is intentional. The test is only applicable for certain shapes of frames in EN 14766 and EN 14781. REQ 002-11-2006 (UK) 2.6 Clause 4.10.3.1 Requirement (no action) Question The standard EN 14766 only specifies: “apply a static force of 370 N at one point on the rim“. On t

    28、he contrary EN 14781 states: “once at one spoke and once between two spokes“. We suggest to use the method mentioned in EN 14781 for all types of bicycles. Reply Standard is clear: the load is applied once at each location mentioned (once on the spoke and once between two consecutive spokes). The lo

    29、ad is applied on the sprocket side. NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14765, EN 14766 and EN 14781. REQ 051-10-2007 (France) 2.7 Clauses 4.10.4.4 & 4.10.5.2 Wheel retention/Quick-release devices (interpretation) Question The Not

    30、e “It is recommended that it be possible“ is sometimes in the wheel retention clause and sometimes in the quick-release clause. In both cases the note is difficult to understand in relation to the text in clauses. Interpretation The present text is correct. The requirement applies to cases where sec

    31、ondary devices are not present. If they are present, the recommendation is that the same requirement is applied. PD CEN/TR 16041:2010 CEN/TR 16041:2010 (E) 9 NOTE This decision is also applicable to the corresponding clauses in the Technical Reports related to EN 14766 and EN 14781. REQ 016-10-2007

    32、(Sweden) 2.8 Clause 4.12.3 Stage 2: Test method Radial force (interpretation) Question What happens if there is a mud flap on the fender that is made of rubber? Proposed answer The mudguards with mud flaps that we have tested have all been plastic guards. When we have tested them at a distance of 20

    33、 mm from the edge of the guard they have not passed the requirements. We do not take the mud flap into account when deciding where to apply the force (we apply it 20 mm from the end of the actual guard) if the flap is designed and “angled“ so that the guard comes in contact with the wheel before the

    34、 flap comes in contact with the wheel. REQ 070-04-2008 (Germany) Question According to 4.12.3 of EN 14764:2005 and EN 14766 (Mudguards Stage 2: Test method radial force), the force shall be applied 20 mm from the free end of the mudguard. Many mudguards will have a rubber “mud flap“ attached to the

    35、free end of the mudguard. Where shall the force be applied if such a flap is mounted? REQ 072-05-2008 (Sweden) Interpretation Mudguards: The force shall be applied 20 mm from the end of the actual mudguard (not taking the flap into consideration). However, any mud-flap shall be mounted during the te

    36、st. NOTE This decision is also applicable to the corresponding clause in the Technical Report related to EN 14766. 2.9 Clauses 4.14.6 and 4.14.7 Saddle and seat-pillar clamp Fatigue test (no action) Question 4.14.6 specifies a fatigue test to be carried out on the bicycle seat and seat-pillar clamp

    37、together. 4.14.7 specifies a similar fatigue test to be carried out on the seat-pillar alone. 4.14.7 includes a note stating that if a seat pillar survives the test specified in 4.14.6, there is no need to conduct the test specified in 4.14.7. The other EN bike standards include the same tests but t

    38、he note regarding the seat pillar test not being necessary is not present. Can you confirm if this note is intended to be present in all four standards? Reply The reason for the note in EN 14764 is that the forces in the two tests are the same. In the other standards this is not the case so the test

    39、s do not replace each other. REQ 001-11-2006 (UK) PD CEN/TR 16041:2010 CEN/TR 16041:2010 (E) 10 2.10 Clause 4.14.7.1 General (no action) Question In EN 14766 the following note is missing which is in the standard EN 14764: NOTE If a seat-pillar survives the test described in 4. 14.6.3 with the test

    40、force applied 70 mm or more behind the centre of the clamp, there is no need to conduct this test. Reply This note is in EN 14764 because the forces in both tests 4.14.7.1 and 4.14.6.3 are the same. This is not the case in EN 14766 and therefore it is correct, that this note is not in EN 14766. NOTE
