3、条款。其中，注日期的引用文件，仅该日期对应的版本适用于本文件；不注日期的引用文件，其最新版本（包括所有的修改单）适用于本文件。GB/T 16159 汉语拼音正词法基本规则GB/T 30240.1 公共服务领域英文译写规范通则3 术语和定义下列术语和定义适用于本文件。3.1组织机构名称 Institutional names成都市党政机关、企事业单位和人民团体等组织机构的名称。3.2职务职称 Professional titles职务指根据不同的职位类别设置的一系列职位的集合或统称。职称指区别专业技术或学术水平的等级称号。5 译写方法5.1 组织机构名称5.1.1 总则4 译写要求4.1 党政机
4、关名称的英文译写应符合 GB/T30240.1 的规定，仅用于对外交流，不得在党政机关的门牌上使用英语。为方便外籍人员，涉外机关办公室，如审讯室，可以使用双语。4.2 组织机构名称、职务职称应区分专名、通名、修饰或限定成分，分别使用汉语拼音和英文进行拼写或翻译。汉语拼音的使用应符合 GB/T 16159 的规定，英文翻译应符合英语国家的书写规范和使用习惯。“中共成都市纪律检查委员会”中的“中共成都市”。5.1.2.2 冠名中涉及中国地名的一般用汉语拼音拼写，如：成都（市）译作 Chengdu；锦江（区）翻译组织机构名称，应针对其不同的构成成分，采用相应的英译方法。组织机构名称的构成成分，一般分
5、为冠名、属性名、序列名和通名。5.1.2 冠名5.1.2.1 本规范所称冠名，即机构所属行政区或上级机构，如：“成都市人民检察院”中的“成都市”，译DB 5101/T 150-20232作 Jinjiang。5.1.2.3 冠名中含有“省、市、区、县、乡、镇”等行政区划限定词的，如需译出，省译作 Province，市译作 City，区译作 District，县译作 County，街道译作 Sub-district，新区译作 New Area，乡、镇译作 Township，村译作 Village，社区译作 Community。5.1.2.4 成都市委、市政府下设部门、机构，通常译出行政区划限定词
6、 Municipal，如：成都市财政局Chengdu Municipal Finance Bureau。成都市法院、检察院、群团组织、行业协会等名称中虽含有“市”，但通常不翻译出 Municipal，如：成都市总工会译作 Chengdu Federation of Trade Unions。5.1.3 属性名5.1.3.1 本规范所称属性名，是指界定机构性质的成分，如：“成都市野生动物研究所”中的“野生动物”。5.1.3.2 属性名可以置于通名之前，如：成都市野生动物研究所译作Chengdu Wildlife Research Institute，也可以置于通名之后，用介词连接，如：成都市科学
7、技术信息研究所译作 Chengdu Institute of Scienceand Technology Information。5.1.4 序列名5.1.4.1 本规范所称序列名，是指名称当中含有的同类机构排序，如：“成都市第五十二中学”中的“第五十二”。5.1.4.2 可以采用“No.+基数词”的形式，如：成都市第五十二中学译作 Chengdu No.52 Middle School。也可以采用序数词的形式，如：成都市第二人民医院译作 Chengdu Second Peoples Hospital。5.1.5 通名本规范所称通名，是指一类机构的共有名称，如“中共成都市委城乡社区发展治理委员
8、会”中的“委员会”。5.1.5.1 委员会5.1.5.1.1 委员会可译作 Committee 或 Commission。5.1.5.1.2 作为下设或派出机构的委员会，一般译作 Committee，如：成都市人民代表大会经济委员会译作 Economic Affairs Committee of the Chengdu Municipal Peoples Congress。5.1.5.1.3 作为政府机构的委员会，一般译作 Commission，如：成都市发展和改革委员会译作 ChengduMunicipal Development and Reform Commission。中共成都市委分管
9、专业领域工作的委员会或工作委员会，均译作 Commission，如：中共成都市委城乡社区发展治理委员会译作 Urban and RuralCommunity Development and Governance Commission of the CPC Chengdu Municipal Committee。5.1.5.1.4 人大常委会的工作委员会是服务机关，译作 Working Committee。5.1.5.1.5 管理委员会译作 Administrative Committee，如：成都高新区管理委员会译作 Chengdu Hi-techIndustrial Development
10、Zone Administrative Committee。5.1.5.1.6 翻译“委员会”时，优先参照上级同类机关的习惯译法，如国务院国有资产监督管理委员会译为 State-owned Assets Supervision and Administration Commission of the State Council(SASAC)，其中的“管理 委员 会”译为 Administration Commission，则 成都 市相 应机关 也用 AdministrationCommission。5.1.5.2 办公厅（室）办公厅一般译作 General Office，如：成都市人民政府办

19、作 CPC；中国人民政治协商会议可简作 CPPCC。5.1.9 定冠词机构名称开头不使用定冠词，但放在短语或句子中时，使用定冠词。如：中共成都市委组织部译作 Organization Department of the CPC Chengdu Municipal Committee。5.2 职务职称5.2.1 书记各级党组织书记译作 Secretary，如：成都市委书记译作 Secretary of the CPC Chengdu MunicipalCommittee。5.2.2 主席主席译作 Chairperson（Chairman 或 Chairwoman），如：成都市政协主席译作 Cha

24、el+罗马数字表示，如：一级教师译作 Level Teacher，二级公证员译作Level Notary Public。5.3 译写方法示例组织机构名称的英文译法示例参见附录 A；职务职称英文译法示例参见附录 B。附录 A 和附录 B中不符合上述规定的译例，为现用成熟译法，可以沿用。6 书写要求6.1 组织机构名称和职务职称中实词首字母大写，连字符“-”后的实词首字母大写，如：成都市住房和城乡建设局译作 Chengdu Municipal Bureau of Housing and Urban-Rural Development，秘书长译作Secretary-General。6.2 一般不使用
