Airline alliances have travelers scratching their heads over whats going on in the skies. Some folks view alliances as a blessing to travelers

Whatever your opinion is, there are no escaping airline alliances: the marketing hype is unrelenting, with each

    3、 of the two mega-groupings. Oneworld and Star Alliance promote themselves as the best choice for all travelers. And, even if you turn away from their ads, chances are they will figure in any of your travel plans.But why, after years of often ferocious competition, have airlines decided to band toget

    4、her? Lets just say the timing is mutually convenient. North American Airlines, having exhausted all means of earning customer loyalty at home, have been looking for ways to reach out to foreign flyers. Asian carriers are still hurting from the regionthe wide economic downturn that began two years ag

    5、o just when some of the airlines were taking delivery of new aircraft. Alliances also allow carriers to cut costs and increase profits by pooling manpower resources on the ground (rather than each airline maintaining its own ground crew) and code-sharingthe practice of two partners selling tickets a

    6、nd operating only one aircraft.So alliances are terrific for airlinesbut are they good for the passenger? Absolutely, say the airlines: think of the lounges, the joint FFP (frequent flyer programme) benefits, the round-the-world fares, and the global service networks. Then there is the promise of “s

    7、eamless“ travel: the ability to, say, travel from Singapore to Rome to New York to Rio de Janeiro, all on one ticket, without having to wait hours for connections or worry about your bags. Sounds Utopian? Peter Buecking, Cathay Pacifics Director of Sales and Marketing, thinks that seamless travel is

    8、 still evolving. “The key to seamlessness rests in infrastructure and information sharing. We are working on this.“ Henry Ma, spokesperson for Star Alliance in Hong Kong, lists some of the other benefits for customers: “Global travelers have an easier time making connections and planning their itine

    9、raries.“ Ma claims alliances also assure passengers consistent service standards.Critics of alliances say the much touted benefits to the customer are mostly pie in the sky, that alliances are all about reducing costs for the airlines, rationalizing services and running joint marketing programmes.     10、onsumer Reports Senior Editor Jeff Blyskal says the promotional ballyhoo over alliances is much ado about nothing. “I dont see much of a gain for consumers: alliances are just a marketing gimmick. Most airlines can not even get their own connections under control, let alone coordinate with another a

    11、irline. “Blyskal believes alliances will ultimately result in decreased flight choices and increased costs for consumers. Instead of two airlines competing and each operating a flight on the same route at 70% capacity, the allied pair will share the route and run one full flight. Since fewer seats w

    12、ill be available, passengers will be obliged to pay more for tickets.The truth about alliances and their merits probably lies somewhere between the travel Utopia presented by the players, and the evil empires portrayed by their critics. And how much they affect you depends on what kind of traveler y

    13、ou are.Those whove already made the elite grade in the FFP of a major airline stand to benefit the most when it joints an alliance: then they enjoy the FFP perks and advantages on any and all of the member carriers. Called the Maintenance of Parents Bill, it received the backing of the Government.That does not mean it hasnt generated discussion. Several members of the Parliament opposed the measure. Others who acknowledged the problem of the

    28、 elderly poor believed it a disproportionate response. Still others believe it will subvert relations within the family, cynics dubbed it the “Sue Your Son“ law.Those who say that the bill does not promote filial responsibility, of course, are right. It has nothing to do with filial responsibility.

    29、It kicks in where filial responsibility fails. All the law can do is to provide a safety net where this morality proves insufficient. Wyoming needs this bill not to replace morality, but to provide incentives to show it up.Wyoming faces the problems of an increasing proportion of people over 60 year

    30、s of age. Demography is inexorable. In 1980, 7.2% of the population was in this bracket. By 2030, the proportion is projected to be 26%. The problem is not old age persen. It is that the ratio of economically active people to economically inactive people will decline.But no amount of government exho

    31、rtation or paternalism will completely eliminate the problem of old people who have insufficient means to make ends meet. Some people will fall through the holes in any safety net.Traditionally, a persons insurance against poverty in his old age was his family care and support for ones parents is a

    32、universal value shared by all civilized societies.The problem in Wyoming is that the moral obligation to look after ones parents is unenforceable. A father can be compelled by law to maintain his children. A husband can be forced to support his wife. But, until now, a son or daughter had no legal ob

    33、ligation to support his or her parents.In 1989, an Advisory Council was set up to look into the problems of the aged. Its report stated with a tinge of complacency that 95% of those who did not have their own income were receiving cash contributions from relations. But what about the 5% who arent ge

    34、tting relatives support? They have several options: (a) get a job and work until they die; (b) apply for public assistance (you have to be destitute to apply); or (c) starve quietly. None of these options is socially acceptable. And what if this 5% figure grows, as it is likely to do, as society age

    35、s?The Maintenance of Parents Bill was put forth to encourage the traditional virtues that have so far kept Wyoming from some of the breakdowns encountered in other affluent societies. This legislation will allow a person to apply to the court for maintenance from any or all of his children. The cour

    36、t would have the discretion to refuse to make an order if it is unjust.Those who deride the proposal for opening up the courts to family lawsuits miss the point. Only in extreme cases would any parent take his child to court. If it does indeed become law, the bills effect would be far more subtle.Fi

    37、rst, it will reaffirm the notion that it is each individualsnot societysresponsibility to look after his parents. Wyoming is still conservative enough that most people will not object to this idea.Second, and more important, it will make those who are inclined to shirk their responsibilities think t
