IEEE Standards documents are developed within the IEEE Societies and the Standards Coordinating Committees of theIEEE Standards Association (IEEE-SA) Standards Board. The IEEE develops its standards through a consensusdevelopment process, ap

、proved by the American National Standards Institute, which brings together volunteersrepresenting varied viewpoints and interests to achieve the final product. Volunteers are not necessarily members of theInstitute and serve without compensation. While the IEEE administers the process and establishe

、s rules to promote fairnessin the consensus development process, the IEEE does not independently evaluate, test, or verify the accuracy of any of theinformation contained in its standards.Use of an IEEE Standard is wholly voluntary. The IEEE disclaims liability for any personal injury, property or o

、therdamage, of any nature whatsoever, whether special, indirect, consequential, or compensatory, directly or indirectly resultingfrom the publication, use of, or reliance upon this, or any other IEEE Standard document. The IEEE does not warrant or represent the accuracy or content of the material con

IEEE Standards documents are supplied “AS IS.”The existence of

、 an IEEE Standard does not imply that there are no other ways to produce, test, measure, purchase, market,or provide other goods and services related to the scope of the IEEE Standard. Furthermore, the viewpoint expressed at thetime a standard is approved and issued is subject to change brought abou

、t through developments in the state of the art andcomments received from users of the standard. Every IEEE Standard is subjected to review at least every five years forrevision or reaffirmation. When a document is more than five years old and has not been reaffirmed, it is reasonable toconclude that

、 its contents, although still of some value, do not wholly reflect the present state of the art. Users are cautionedto check to determine that they have the latest edition of any IEEE Standard. In publishing and making this document available, the IEEE is not suggesting or rendering professional or o

Any person utilizing this, and any other IEEE Standards document, should rely upon the advice of acompetent professional in determining the exercise

、of reasonable care in any given circumstances.Interpretations: Occasionally questions may arise regarding the meaning of portions of standards as they relate to specificapplications. When the need for interpretations is brought to the attention of IEEE, the Institute will initiate action to preparea

、ppropriate responses. Since IEEE Standards represent a consensus of concerned interests, it is important to ensure that anyinterpretation has also received the concurrence of a balance of interests. For this reason, IEEE and the members of itssocieties and Standards Coordinating Committees are not a

Comments for revision of IEEE Standards are welcome from any interested party, regardless of membership affiliation withIEEE. Suggestions for changes in d

、erved.Introduction(This introduction is not part of IEEE Std 1547-2003, IEEE Standard for Interconnecting Distributed Resources withElectric Power Systems.)IEEE Std 1547-2003 is the first of a series of standards being developed by Standards CoordinatingCommittee 21 on Fuel Cells, Photovoltaics, Dis

、persed Generation, and Energy Storage (SCC21) concerningdistributed resources interconnection. The titles of the additional documents in that series follow. 28、blication of IEEE Std 1547-2003 is an outgrowth of the changes in the environment forproduction and delivery of electricity and builds on prior IEEE recommended practices and guidelinesdeveloped by SCC21 e.g., IEEE Std 929TM-2000, IEEE Recommended Practice for Utility Interface ofPhotovoltaic (PV) S

、ystems, and Standards Coordinating Committee 23 on Dispersed Storage andGeneration (e.g., IEEE Std 1001TM-1988, Guide for Interfacing Dispersed Storage and Generation Facilitieswith Electric Utility Systems). Traditionally, utility electric power systems (EPS) were not designed to accommodate active

、 generation andstorage at the distribution level. The technologies and operational concepts to properly integrate distributedresources (DR) into the existing EPS continue to be further developed to fully realize benefits and to avoidnegative impacts on system reliability and safety. There is a criti

、cal need to have a single document of consensus standard technical requirements for DRinterconnection rather than having to conform to numerous local practices and guidelines. This standardaddresses that critical need by providing uniform criteria and requirements relevant to the performance, operati

、on, testing, safety considerations, and maintenance of the interconnection. The intent of this standard is to define the technical requirements in a manner that can be universallyadopted. The universality relates not only to the technical aspects, but also to the adoption of this standard asbeing pe

、rtinent across a number of industries and institutions, e.g., hardware manufacturers, utilities, energyservice companies, codes and standards organizations, regulators and legislators, and other interestedentities. This standard focuses on the technical specifications for, and testing of, the interc

、onnection itself, and not onthe types of the DR technologies. This standard aims to be technology neutral, although cognizant that thetechnical attributes of DR and the types of EPSs do have a bearing on the interconnection requirements. Theaddition of DR to an EPS will change the system and its res

、ponse in some manner. Although this standardestablishes criteria and requirements for interconnection, this standard is not a design handbook nor is it anapplication guideline. This standard provides the minimum functional technical requirements that areuniversally needed to help assure a technicall

、y sound interconnection. Any additional local requirementsshould not be implemented to the detriment of the functional technical requirements of this standard. It is beyond the scope of this standard to address the methods used for performing EPS impact studies, mitigating limitations of the Area EPS

、, or for addressing the business or tariff issues associated withinterconnection. Authorized licensed use limited to: IHS Stephanie Dejesus.
