A second purpose of this standard is to provide design and performance requirements to aid in minimizing accidents

It is therefore essential to have competent and careful operators, who are not physically or mentally impaired, thoroughly trained in the safe operation of the equipment and the handling of the loads. It is recommended that the operator be capable of obtaining a valid motor vehicle operators li
