2、epart- ment of Defense. 1.1 Scope. This specification covers the requirements for three types of thinner to be used in reducing aircraft coatings. 1.2 Classification. The aircraft coating thinners shall be furnished in the following types, as specified (see 6.2): Type I - Polyurethane thinner Type I

16、ication and the references cited herein, the text of this specification shall take precedence. 3. REQUIREMENTS 3.1 Materials. Materials shall be of the highest quality used in commercial practice and entirely suitable for the purpose intended under normal conditions of use. It shall contain no chlor
17、inated hydrocarbons or other solvents of a toxic nature. Type I materials shall be free from water and alcohols that would adversely affect the performance of polyurethane coatings. 3.2 Composition. The composition shall conform to the percentages by volume given in table I. 3.3 Quantitative require
18、ments. The thinner shall meet the quantitative requirements specified in table II. 3.4 Qualitative requirements. 3.4.1 Appearance. The appearance of the thinner shall be clear and free from suspended matter when examined by transmitted light (see table 1.11). 3.4.2 Odor. The odor shall be characteri
19、stic of the ingredients and not noticeable after drying from filter paper (see table III). 3.4.3 Spot test. The thinner shall leave no oily spot or stain on filter paper (see table III). Questions pertinent to the effect of the thinner on the heal th of personnel when used for its intended purpose shall be referred by the acquirin
21、g activity to the appropriate medical service who wi 11 act as adviser to the acquiring activity (see 4.4 and 6.2(f). * 3.6 Additional unit pack markings. In addition to those markings required in section 5, unit pack markings shall contain use, mixing, handling and precautionary markings as well as
22、 noting any protective clothing and equipment requi red. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as ot
23、herwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set fort
24、h in the specification where such inspections are deemed necessary to assure suppl ies and servi ces conform to prescribed requirements. 4.2 Classification of inspection. The inspection specified herein is classified as qual i ty conformance inspection. 4.3 Sampling. 4.3.1 Sampling for examinations
25、and tests. 4.3.2.1 Inspection of filled containers. A random sample of filled containers shall be selected from each inspection lot in accordance with MIL-STD-105, inspection level I, and an acceptable quality level (AQL) of 2.5 percent defective to verify compliance with this specification regardin
26、g fill, closure, marking and other requirements not involving tests. Inspection shall be as specified in 4.5.1. 4.3.2.2 Inspection of packaging. A random sample of packaged thinner, fully prepared for delivery, shall be selected from each inspection lot in accordance with MIL-STD-105, inspection lev
27、el S-2, and an AQL of 2.5 percent defective to verify compliance with section 5 not involving tests. Examination shall be in accordance with 4.5.2 and 4.5.3. 4.3.3 Sampling for tests. 30、ission of Material Safety Data Sheets. The contractor shall required to evaluate the safety of the material for the proposed use through the submission of the Material Safety Data Sheet detailed in FED-STD-313. 0 furnish to the contracting activity the toxicological data and formulations 4.5 Methods
31、 of inspection. 4.5.1 Examination of filled containers. Each sample filled container selected in accordance with 4.3.2.1 shall be examined for defects of the container and the closure, for evidence of leakage and for unsatisfactory markings (see section 5 and 3.6). Each sample filled container shall
32、 also be weighed to determine the amount of contents. Any container in the sample, having one or more.defects, or under required fill, shall be rejected and if for the applicable sampling plan of MIL-STD-105, the lot represented by the sample shall be rejected. * 4.5.2 Examination of packaging and m
33、arking. An examination shall be made to determi ne that packaging, packing and marking comply with the requirements of Section 5 of this specification. Defects shall be scored in accordance with the 1 ist below. The sample unit for this examination shall be one shipping container fully prepared for
34、delivery except that it shall not be palletized and need not be sealed. Shipping containers fully prepared for delivery that have not been palletized shall be examined for defects of closure. The lot size shall be the number of shipping containers in the end item inspection lot. The samples for this
35、 examination shall be selected at random in accordance with MIL-STD-105, inspection level S-2 and acceptable a the number of defective containers in any sample exceeds the acceptance number 0 quality level (AQL) 4.0 defects per hundred units. An examination shall be made to determine that palletization complies with the requirements of Section 5 of this specification. Defects shall be scored in accordance with the list below. The sample unit
38、shall be one palletized unit load fully prepared for delivery. The lot size shall be the number of palletized unit loads in the end item inspection lot. The samples for this examination shall be selected at random in accordance with MIL-STD-105, inspection level S-1 and acceptable qual i ty level (A

41、able III. 5. PACKAGING 5.1 Preservation and unit packing. Preservation and unit packing shall be level A, B, or C, as specified. The thinner shall, in the quantity specified in the contract or order, be packaged and marked in accordance with the requirements of Title 49 of the Code of Federal Regula
42、tions. When specified, palletization is required for handling by mechanical equipment (see 6.2). 5.1.1 Level A and B. Unless otherwise specified (see 6.2), the thinner shall be unit packed in one gallon cans in accordance with the requirements of MIL-STD-290. 5.1.2 Level C. The thinner shall be unit
43、 packed in one gallon cans conforming with the requirements of 49 CFR. 5.2 Packing. Packing shall be level A, B or C in accordance with the requirements of MIL-STD-290. * 5.3 .Marking. All unit, intermediate and shipping containers shall be marked in accordance with MIL-STD-129 and include the addit
44、ional special marking requirements as specified by the acquiring activity. All unit and intermediate packs of toxic and hazardous chemicals and materials shall also be labeled in accordance with the applicable laws, statutes, regulations or ordnances, including Federal, State, and municipal requirem
