Nothing in this document, however, supersedes applicable laws andregulations unless a specific exemption has been obtained.3. REQUIREMENTS3.1 Qualification. Th

    18、e electrodes and rods furnished under this specifi-cation shall be products which are authorized by the qualifying activity forlisting on the applicable qualified products list at the time of award ofcontract (see 4.3 and 6.4).3.2 Recovered materials. Unless otherwise specified herein, all equipment

    19、,material, and articles incorporated in the products covered by this specificationshall be new and may be fabricated using materials produced from recoveredmaterials to the maximum extent practicable without jeopardizing the intendeduse. The term “recovered materials” means materials which have been

    20、 collected orrecovered from solid waste and reprocessed to become a source of raw materials,as opposed to virgin raw materials. None of the above shall be interpreted tomean that the use of used or rebuilt products is allowed under this specificationunless otherwise specifically specified.3.3 Genera

    21、l requirements.3.3.1 Finish. Electrodes and rods shall have a clean finish, free fromslivers, depressions, scratches, scale or contaminants such as oil orpresenatives that would adversely affect the welding characteristics or theoperation of the equipment.3.3.2 Chemical composition The chemical comp

    25、 required.3.3.3 Mechanical properties. The deposited weld metal shall exhibitmechanical properties specified in table IV.TABLE IV. Age harden at 1100 25F for 16hours and furnace at approximately 25F per hour down to 900*F and aircool to room temperature.3/ Stress relief at 1800 + 25eF for 30 minutes. Age harden at 1300”F for 20hours and air cool to-room te

    27、mperature.4/ The presence in either specimen of (a) a single tear, fissure, crack ornon-metallic having a dimension larger than 3/32 inch measured in anydirection, or (b) more than one fissure from 1/16 inch to 3/32 inch,inclusive, measured in any direction, or (c) more than six fissuresvisible to t

    29、itted without license from IHS-,-,-MIL-E-21562E(SH)3.3.4 Soundness. The groove welds shall meet the requirements in accor-dance with class I of NAVSEA 0900-LP-003-9000.3.3.5 Alloy identity. Each end of wire to be spliced during processingshall be sampled for alloy identity (see 4.6.4), except when s

    30、plicing is done torepair a wire break without removing the wire from the process line. The sampleshall be tested for alloy identity prior to release for shipment.3.3.5.1 Ends of the coil. Both ends of each coil, drawn to finish size,shall be tested for alloy identity (see 4.6.4) before rewinding, sp

    31、ooling, orstraightening and cutting into rods or electrodes.3.3.5.1.1 Continuous process operation. For continuous process operationwhere rod coil is drawn to finish size, straightened and cut to length withoutremoval from the machine, both ends of each rod coil shall be sampled for alloyidentity te

    32、st immediately prior to the start of the continuous processingoperation. The sample shall be tested for alloy identity prior to release forshipment.3.3.5.1.2 Spliced rod coils. When rod coils are to be spliced duringcontinuous processing operations, each end of each rod coil to be spliced shallbe al

    33、loy identity sampled just prior to splicing. The sample shall be alloyidentity tested prior to release for shipment. In addition, the leading end ofthe first coil and the tail end of the last coil for each continuous process runshall be alloy identity tested. When alloy identity testing is accomplis

    34、hed inaccordance with 3.3.5.1.1, these requirements are met as well.3.3.5.2 Marking after tests. When specified (see 6.2), each electrode orrod shall be tested for alloy identity in accordance with 4.6.4 after finalmarking (see 5.2). Identification marking of each spool, coil, or container ofelectro

    35、des, or rods tested after final marking and meeting the acceptancecriteria of 4.6.4 shall include the words “ALLOY TESTED”.3.4 Class 1 - wound electrode.3.4.1 Tolerance (diameter size). Wound electrode shall not vary from thenominal diameter by more than plus 0.001 inch, minus 0.002 inch.3.4.2 Weigh

    36、t of wound electrode. The nominal net weight of wound electrodeshall be as follows:Class la - 25 pounds, plus or minus 20 percent. (Up to 20 percent ofany lot of spools may contain 12 to 20 pounds net weight. )Class lb - 2 pounds, plus or minus 10 percent.Class 1c through 1i - 100 to 700 pounds (see

    37、 6.2).3.4.3 Winding. Each spool shall contain electrode of one continuous lengthmade from a single heat of material. The electrode shall be closely wound inlayers so as to avoid producing kinks, waves or sharp bends, and shall be free tounwind without restriction caused by overlapping or wedging. Th

    38、e outside end ofwound electrode shall be securely fastened at a readily located point. Thestarting end of spooled and coiled electrode shall be firmly fastened so that itis readily visible to the welder or welding operator, and both ends of theelectrode shall be accessible for inspection purposes.7P

Sufficient electrode wire shall be taken from the spool toform one complete circle. This wire, when laid on a flat surface, shall form acircl

    40、e not less than 15 inches and not greater than 50 inches in diameter.3.4.4.2 Helix. The electrode shall not exhibit a tendency towardspiraling that interferes with welding performance. The vertical separationbetween turns of the released specimen as specified in 3.4.4.1 shall not exceed 1inch .3.4.5

    41、 Temper - class 1b. The electrode shall possess a temper that assuresuniform feeding in welding equipment.3.4.6 Electrode identification. MIL-type, size, lot or control number anddate of processing (cleaning and spooling) shall be shown on the spool flangeexposed to view when loaded in the equipment

    42、.3.4.7 Cast and helix - classes 1c through li. The wire shall be suitablefor uniform, uninterrupted feeding in automatic and semi-automatic weldingequipment.3.5 Class 2 - cut length rods.3.5.1 Tolerance (diameter size). Rods shall not vary from the nominaldiameter by more than plus 0.002 inch, minus

    43、 0.003 inch.3.5.2 Length. The length of rods shall be 12, 18 or 36 inches, plus O,minus 1/2 inch as specified (see 6.2). In the case of 36-inch rods, up to 10percent of rods in any one container may be shorter than 36 inches, but notshorter than 24 inches.3.5.3 Identification. Cut-length rods shall

    44、be identified by positive andlegible methods such as imprinting or indenting the applicable type designationnumber (see table II) at one or more locations on the rod surface approximately1 inch from rod end, or shall be identified by pressure-sensitive, plastic-coatedtape imprinted with applicable t

    45、ype number at one or more locations and attachedto the rod 1 inch from its end. Imprints on rods or on tape shall be with fade-proof ink and shall be resistant to oils, solvents and all atmospheric conditionsand to normal wear and tear encourtered in shipping and handling. The MIL-type,size, lot or

    46、control number and date of processing shall be marked on interiorpackages (see 5.2).3.5.4 Production equipment inspection. When a change is made in a produc-tion run of one MIL-type rod to another, inspection shall be performed prior tostarting the new run to assure that equipment and process lines

    47、are purged ofmaterial from the previous production run. Unless otherwise specified in thecontract or purchase order, the contractor is responsible for the performance ofall inspection requirements (examinations and tests) as specified her

Exceptas otherwise specified in the contract or purchase order, the contractor may usehis own or any other facilities suitable for the performance of the inspectionrequirements specified herein, unless disapproved by the Government. TheGovernment reserves the right to perform any of the inspections set forth in thespecification where such inspections are deemed necessary to ensure supplies andservices conform to prescri
