2、es. 1. SCOPE. This commercial item description (CID) covers diesel-enginedriven, crawler mounted, hydraulically operated, excavators. The excavators covered by this CID are used in digging or moving loose gravel, sand, or hardpack soil. 2. CLASSIFICATION. The excavators shall be of the following typ

SALIENT CHARACTERISTICS. 3.1 Description. This CID consists of diesel-engine-driven, crawler mou
7、nted, fully revolving, upperstructure type excavators and allied equipment of conventional design, and heavy-duty construction. The excavators shall be complete with all necessary operating accessories customarily furnished with excavators of these types, whether stipulated herein or not. The excava
8、tor shall be capable of traveling over rough ground under adverse or severe conditions. 3.2 Standard commercial product. The excavators shall, as a minimum, be in accordance with the requirements of this CID and shall be the manufacturers standard commercial product. Additional or better features wh
9、ich are not specifically prohibited by this CID but which are a part of the manufacturers standard commercial product, shall be included in the excavators being furnished. A standard commercial product is a product which has been sold or is being currently offered for sale on the commercial market t
10、hrough advertisements or manufacturers catalogs, or brochures, and represents the latest production model. 3.3 Interchangeability. All excavators of the same classification fbmished with similar options under a specific contract shall be identical to the extent necessary to ensure interchangeability
11、 of component parts, assemblies, accessories, and spare parts. 3.4 Safety. The excavators shall comply with PCSA Standard No. 5 and OSHA regulations. All rotating or reciprocating parts and all parts subject to high operational temperature, that are of such a nature or are so located as to become a
12、hazard to the operating or attending personnel, shall be substantially guarded or insulated. The principal platform walking surfaces shall be of an antiskid type. Ladders, steps, and handholds shall be provided on the sides of the excavator cab or superstructure that entrance thereto and exit theref
13、rom may be unhampered and nonhazardous. Engine cooling fans shall be provided with guards. 3.4.1 Noise. When the noise level, measured in accordance with MIL-STD-1474, is greater than 85 decibels ( a request should be made to the contracting officer to determine if the product is acceptable. The con
14、tracting officer has the option of accepting or rejecting the product. 4. REGULATORY REQUIREMENTS. 4.1 Recovered materials. The offerorkontractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR

QUALITY ASSURANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, co
16、nform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 6. PACKAGING. The preservation, packing, and marking shall be as
17、 specified in the contract or order. 7.
