Change Notice: New MPAPS format; editorial changes. 1.0 APPLICATION This specification shall be applied to mounting bolts used for attaching seat belt assemblies in vehicles covered by Federal Motor Vehicle Safety Standard (FMVSS) 209. 2.0 SCOPE This sp
5、ecification covers identification, material, mechanical properties, heat treatment, plating, quality requirements, and also covers the quality control and certification procedures required to process the bolts. 2.1 Restricted Chemical Substances Effective JANUARY 1, 2007, all product supplied to the
6、 requirements of this specification must comply with the requirements of MPAPS B-50. 3.0 REFERENCE DOCUMENTS Unless otherwise specified, the latest issue of all referenced standards shall apply. 8、sen over the 7/16-20 UNF, and -13 UNC inch fasteners for new design whenever possible. AUGUST 2014 Page 2 of 5 4.2 Fastener Identification All mounting bolts used for attaching seat belt assemblies in vehicles covered by this specification shall be identified by a bolt manufacturers identification s
10、ymbol. The manufacturers symbol should preferably be in the center of the head. The symbol must not exceed 0.4mm (0.016 inch) in height, nor be of length greater than 33% of the dimensions across flats. 4.3 Material and Hardenability Material shall be any steel with minimum as-quenched Rockwell hard
11、ness of 40 HRC at the center of the cross-section, one diameter from the threaded end of the bolt, unless otherwise specified. Parts shall be oil quenched. Quenching media other than oil may be used upon agreement between the supplier and Navistar Inc. 4.4 Heat Treatment Bolts shall be hardened, oil
12、 quenched, and tempered to the specified mechanical properties. The surface carbon content of the bolts shall be maintained at no higher than 0.1% over that of the base metal. Decarburization shall meet the limits for Class B per SAE J121. 4.4.1 Hardness: determined by testing procedure SAE J429 7/1
13、6-20 UNF and 1/2 -13 UNC bolts: Rockwell 28-34 HRC. M12x1.75 bolts: Rockwell 33-39 HRC 4.4.2 Microstructure The bolts shall have quenched microstructure of 90% minimum martensite. 4.5 Mechanical Properties The mechanical properties of this specification have been established to provide a bolt which
14、will be suitable for the attachment of two seat belt assemblies. Bolts shall have a minimum static strength of 40.0 kN (9,000 lbf) when tested with the load applied at 45 to the axis of the bolt as required in the FMVSS 209. In the event of a referee decision regarding the acceptance of a lot of the
15、se bolts, the minimum static load at 45 shall take precedence over other mechanical properties. 4.5.1 Static Load: The static load test required in Federal regulations shall be performed using the procedures and fixtures shown in SAE J140 to simulate the loading applied in service with each style of
16、 bolt. 4.5.2 Ultimate Tensile Strength: determined by 6 wedge test procedure per SAE J429: 7/16-20 UNF and 1/2 -13 UNC bolts: 917 MPa (133 ksi) minimum. If no coating is specified, then the requirement shall be Zinc pla
20、ting, Class 8F, per MPAPS G-20. 5.0 QUALITY 5.1 Plating Plating must be adherent, dense, and free of defects that will affect the appearance or long range protective value of the coating. 5.2 Surface Discontinuities Cracks, seams, bursts, voids, laps, folds, tool marks, nicks, and gouges are to meet
21、 the SAE Recommended Practice on Surface Discontinuities on General Application Bolts and Screws for Automotive Applications, SAE J123. 5.3 Sub-Contracted Operations The prime supplier is responsible for operations performed by sub-contractors outside the suppliers plant. All requirements of this sp
22、ecification apply to the sub-contractor. Qualification of a supplier by NAVISTAR is based on circumstances prevailing at the time of qualification, including sub-contractors. The prime supplier will notify the Quality Control Manager of the affected NAVISTAR Plant regarding changes or additions rela
23、ting to sub-contractors. New sub-contractors will be qualified by NAVISTAR. 6.0 QUALIFICATION Engineering qualification of sources is required in advance of production shipments. Pre-production samples, accompanied by a certified laboratory report-indicating conformance to all requirements of this s
24、pecification, shall be submitted to Fastener Engineering for testing and approval prior to shipment of production parts. 7.0 SOURCE APPROVAL AND QUALITY CONTROL 7.1 Supplier Requirements All suppliers to NAVISTAR are required to be registered to ISO 9001 Quality System Requirements. Suppliers must maintain their certification with an accredited registrar and must furnish copies of registration
27、certificates to their Corporate Buyer upon request. 7.2 Approval Parts supplied against contracts or purchase orders citing this specification shall be equivalent in all respects to those samples which were approved by the purchaser. No changes in formulation or processing practices are permitted wi
28、thout approval. In the event that changes in material, properties, processing practices, construction, color, or labeling of the product are required, the supplier shall notify Materials and Fastener Engineering and Purchasing and Supplier Development of the proposed change(s). Test data indicating
29、conformance to all requirements of this specification, test samples, and new or amended or updated Material Safety Data Sheet(s) (MSDS), in accordance with CFR Title 29, Part 1910 shall be submitted with the request for change. 7.3 Process Control The supplier shall either perform and report results
30、 of tests on specific lots of parts produced using ISO 9001 or TS-16949 guidelines, or provide statistical evidence of the lot having been produced in a state of statistical control and with a process capable of providing all required properties. The part supplier and the quality control manager of
31、the using NAVISTAR plant may determine testing and reporting requirements on specific products. 8.0 SHIPPING AND HANDLING Bolts are to be shipped in containers labeled as “Critical Safety Component - MPAPS F-1042“ in letters having a height of at least 1 inch. The following additional information wi
32、ll appear on the exterior of each shipping container: purchase order, part number, lot number, and quantity. Containers shall be so marked at the time of sealing. Properly marked containers shall constitute certification that all parts included have been properly processed to MPAPS F-1042 8.1 Lot De
33、finition A lot is defined as a homogenous quantity of parts fabricated from a single mill heat of steel and processed continuously through all operations including packaging in the shipping container. 8.2 Lot Identification The supplier shall assign a code in a sequential manner to each lot at the t
34、ime the steel to be used is selected. This lot code shall accompany the parts through each stage of the processing and be marked on the shipping container as part of the certification procedure. A distinctive tag or stamped code shall be used to identify the lot through all operations. 8.3 Lot Contr
35、ol Lots shall be processed and controlled separately so as to ensure that all the parts in the lot are traceable. Lots shall not be mixed in shipping containers.
