PURPOSE This Marshall Policy Directive (MPD) states Marshall Space Flight Center (MSFC) energy and water conservation policy and establishes organizational responsibilities for managing and reducing MSFC energy and water consumptions and costs. 2. APPLICABILITY This MPD applies t

    9、o the personnel, programs, projects, and activities at MSFC including contractors and resident agencies to the extent specified in their respective contracts/agreements. (“Contractors” for purpose of this paragraph include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement

A mathematical equation used to track energy use against productive output, facility utilization, or physical facility

    15、characteristics to measure progress toward energy-efficiency goals. d. Environmental. The environmental aspects of internal agency operations and activities including those environmental aspects related to energy and transportation functions. e. Energy Savings Performance Contracting (ESPC). A contr

    16、act that provides for the performance of services for the design, acquisition, financing, installation, testing, operation, and, where appropriate, maintenance and repair of an identified energy or water conservation measure or series of measures at one or more locations. Such contracts provide that

    17、 the contractor incur the costs of implementing energy-savings measures, including at least the cost (if any) incurred in making energy audits, acquiring and installing equipment, and training personnel in exchange for a predetermined share of the value of the energy savings directly resulting from

    18、implementation of such measures during the term of the contract. Payment to the contractor is contingent upon realizing a guaranteed stream of future energy and cost savings. All additional savings accrue to the Federal Government. f. Goal-Excluded Buildings or Structures. Buildings or structures wi

    19、th separately-metered energy-intensity or water consumption loads that are driven by mission and operational requirements. g. Goal Subject Buildings. All buildings on a Federal installation that do not meet the requirement to be considered as a Goal-Excluded Building or Structure. h. Greenhouse Gase

    20、s. Carbon dioxide, methane, nitrous oxide, hydro fluorocarbons, per fluorocarbons, and sulfur hexafluoride. i. Life-Cycle Cost. The requirement that a given percentage of power be generated from renewable sources like wind, solar, and geothermal systems. n. Sustainable. To create and maintain conditions, under which human and nature can exist in productive ha

    25、rmony, that permit fulfilling the social, economical, and other requirements of present and future generations of others. o. Utility Energy-Efficiency Services Contract (UESC). A contract for demand side management services provided by a utility to improve the efficiency of use of the commodity bein

    26、g distributed. Services can include, but are not limited to, energy efficiency and renewable energy project auditing, financing, design, installation, operation, maintenance, and monitoring. p. Water Conservation Measure. Any of a wide variety of methods to reduce water consumption through changes i

    27、n operational procedures or the application of new technological alternatives. 7. POLICY MSFCs policy is to ensure that new facilities are designed and constructed to meet or exceed the energy performance standards set forth in 10 CFR Part 433 and EO 13423 to reduce energy and water consumption and

    28、costs whenever possible in all facility operations. 8. RESPONSIBILITIES a. The Manager, Facilities Management Office (FMO), shall assign a key individual for MSFC to serve as the focal point (energy and water program manager) for all energy and water matters and to manage and monitor energy and wate

    29、r consumption and conservation. b. The FMO shall: (1) Perform energy surveys and identify energy conservation measures, water conservation measures, and renewable energy technologies that are life-cycle cost effective, in accordance with 10 CFR Part 436. (2) Annually survey an adequate number of bui

    30、ldings and facilities to determine where potentials for energy and water conservation upgrades exist. (3) Reaudit all buildings and facilities on a continuing basis to assure the implementation of energy-efficient upgrades. Provided by IHSNot for ResaleNo reproduction or networking permitted without

    32、 designs give full consideration to energy efficiency in compliance with 10 CFR Part 433 and provide a statement in the contract certifying this has been done. (5) Ensure that energy-efficient products are procured and installed. (6) Ensure that sustainable design principles for siting, design, and

    33、construction of new facilities and major renovations are applied. c. The Energy and Water Program Manager shall: (1) Measure the Centers progress toward achieving the energy-efficiency and water-conservation goals for all buildings and facilities using the energy metrics described in NPR 8570.1. (2)

    34、 Provide recommendations to the Director, Environmental Management Division, NASA Headquarters, on additions or deletions to the list of goal-excluded facilities. (3) Prepare and annually update MSFCs Energy and Water Management Plan, listing specific energy and water-conservation actions, projects,

    35、 and initiatives (with their expected impacts) planned for future years that make the best practicable effort towards achieving the Centers energy-efficiency and water-conservation goals. (4) Additionally, the MSFC Energy and Water Program Manager shall update the Annual Energy Report in the NASA En

    36、vironmental Tracking System in order to keep the Headquarters Director, Environmental Management Division, apprised of the Centers progress toward the reduction goals. (5) Request funds and implement energy conservation and water conservation measures that are the most life-cycle cost effective, in

    37、accordance with 10 CFR, Part 436. (6) Request funds and implement renewable energy technologies in accordance with the requirements for overall electrical consumption as stated in NPR 8570.1. (7) Prepare and enter detailed quarterly energy and water consumption data for MSFC and offsite program faci

    38、lities into the Headquarters NASA Environmental Tracking System within 90 days of the close of each fiscal quarter. (8) Educate Center employees, as required, and promote procurements of “Energy Star” and other energy-efficient and water-conservation products that meet or exceed established life-cyc

    39、le costing principles. d. (2) Incorporate share

    41、d energy savings clauses, as required by law, executive orders, policy acts, or mandates, etc., in the FMO contracts and other support contracts in accordance with guidance provided by the NASA Associate Administrator for Procurement. (3) To the extent required, provide information in contracts stat

    42、ing that all energy and water products purchased shall be energy-efficient, promote water conservation and be life-cycle cost effective. e. The Office of Strategic Analysis and Communications shall publicize through the Marshall Star, Daily Planet, and e-mail, energy and water conservation outreach

    43、programs developed by the FMO. f. Each Center Directorate and/or Offices shall appoint a key person to monitor compliance with the Utilities and Energy and Water Conservation Program and take appropriate action to ensure that equipment and lights are turned off and building temperatures are maintain

    44、ed in accordance with specific guidelines, where applicable, as enforced by the FMO manager or the FMO managers representative, the MSFC Energy and Water Program Manager. g. Each Center employee shall be responsible for conserving energy and water in their respective area. (1) When offices and other

    45、 assigned spaces are not occupied, the employee shall turn off lights, desk lamps, radios, fans, computers (non-servers), printers (non-network), computer peripherals, copiers, and other nonessential, switchable, energy-using equipment, and unplug space heaters. (2) Each employee shall exercise good

    46、 judgment to conserve energy and water as if conserving at their personal residence. 9. RECORDS a. MSFC Energy and Water Management Plan shall be: 1. Maintained by the MSFC Energy and Water Program Manager in accordance with MPR 1440.2, as scheduled in NRRS 8/48/D/1 (Agency Filing Scheme No. 8810),
