Further, ithas been determined that three-digit Trial Identification Codes (TICs) will be temporarily assignedto successful applicants for the duration of their specified trial activity. This Recommendationdefines the use and limitations of such a resource as well as the criteria a
13、nd procedures for thetemporary assignment and reclamation of TICs.2ScopeThis Recommendation contains the criteria and procedures for an applicant to be temporarilyassigned a three-digit identification code within the shared E.164 country code 991 for the purposeof conducting an international non-com

20、ode 991TIC = 3-digit Trial Identification Code, in the format XXX, where X = 0 to 9,SN = Subscriber Number assigned by the Applicant, maximum 9-digit length6.2 Country code 991 has been allocated as the shared country code for this purpose. Successfulresource applicants will be assigned a 3-digit TI
21、C following the shared country code 991 for its useduring the trial period. The trial functionality of the TIC shall be determined by the assignee.6.3 The temporary resource assignment will be for a one-year period from the start date of thetrial. Prior to the end of the one-year trial period, the a
22、pplicant may request in writing to the ITUTSB and be automatically granted a one-year extension. At the end of the trial the CC+TICcombination shall be reclaimed by the ITU TSB for reassignment.6.4 The ITU TSB may reclaim an assigned CC+TIC, prior to completion of the trial, if it isdetermined that
23、any of the assignment criteria in Section 7 are not being adhered to by the resourceassignee.6.5 The criteria and procedures for the reservation, assignment and reclamation ofRecommendation E.164 country codes and associated Identification Codes (IC) are defined inRecommendation E.164.1.7 Criteria f
24、or the temporary assignment of a trial CC+TIC7.1 The applicant must be an ROA or an administration.7.2 The applicant must affirm the following in its resource application (see Annex 1) to theTSB:a) The CC+TIC will be used to test a proposed new public correspondence service.b) The applicants use of
25、the CC+TIC will conform to all applicable National Regulations,including receiving approval from the appropriate authority if necessary, in the countries inwhich the trial is being conducted.c) The CC+TIC will be for a non-commercial international trial between two or morecountries who do not belong
26、 to the same integrated numbering plan.d) The applicant will discontinue the use of the CC+TIC and will return it to the TSB at theend of the temporary assignment period.ITU-T E.164.2 (02/2001) Prepublished version 4e) The applicant and the entities participating in the trial will not give informati
27、on to themedia regarding the trial and the use of the CC+TIC until the end of the trial.7.3 The applicant must provide a description of the service/capability to be tested during thetrial. This information will be treated as proprietary by the TSB.7.4 The applicant has paid the authorized fee, if ap
28、plicable, to the TSB for the assignment of theCC+TIC trial resource.7.5 The applicant provides their proposed start date for the trial. The trial start date must bewithin six months of the application date.7.6 The applicant shall identify all service providers to participate in the trial.8 Procedure
29、s for temporary assignment8.1 The resource applicant will submit the written application contained in Annex 1 to the ITUTSB that conforms to each of the assignment criteria contained in Section 7 above.8.2 The ITU TSB will review the application for criteria compliance and provide a writtenresponse
30、to the applicant within ten business days indicating the results of the application or therequest for additional information.8.2.1 If the resource is assigned, the written response will contain the specific resource assignedand a reiteration of the conditions under which it is assigned, including th
31、e specific reclamationdate, in accordance with this Recommendation. The assigned resource will be the next availableresource in sequence - no request for a specific TIC will be accommodated.8.2.2 If the resource is denied, a written explanation will be provided.8.2.2.1 The ITU TSB will afford the ap
32、plicant an opportunity to submit a revised application thataddresses the deficiencies contained in the denial correspondence.8.2.2.2 If the applicant feels that the denial is unjustified it may appeal the denial to the appropriateITU Study Group (the study group that maintains this Recommendation) f
33、or consideration.8.3 Prior to the end of the initial one-year trial period, the applicant may request, in writing tothe ITU TSB, and be automatically granted a one-year extension of the assignment. The requestneed not contain a reason for the extension, but the extension must be for the same trial f
34、or whichthe temporary resource was originally assigned.8.4 At the end of the trial period (either one or two years from initial assignment, depending ifan extension was granted), the ITU TSB will reclaim the assigned resource and will inform inwriting the assignee of the imminent reclamation two mon
35、ths in advance of the reclamation. Noaction is required by assignee other than the termination of the use of the resource.8.5 A reclaimed CC+TIC may be reassigned after a 12-month idle period. At the end of the idleperiod, the reclaimed CC+TIC will become the next resource in sequence for assignment
36、.
