Recommendation D.232 (05/97) I STD-ITU-T RECMN D.232-ENGL 1977 48b2.591 Ob3b8bL 153 FOREWORD ITU (International Telecommunication Union) is the United Nations Specialized Agency in the field of telecommuni- cations. The ITU Telecommunication Standardization Sector (

    11、ITU-T) is a permanent organ of the ITU. The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets

    12、 every four years, establishes the topics for study by the ITU-T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1. In some areas of information techno

    13、logy which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. INTELLECT

    21、 D.230. This Recommendation indicates the application of the general principles to each ISDN supplementary service. The supplementary services are placed in logical groupings where they share similar considerations and charging principles. Annex A summarizes the charging mechanisms and support requi

    22、rements. 2 Charging aspects Malicious Call Identification. 2.1 Number identification This subclause provides charging principles for the supplementary services, Calling Line Identification Presentation (CLIP), Calling Line Identification Restriction (CLIR), Connected Line Identification Presentation

    23、 (COLP), Connected Line Identification Restriction (COLR) and Malicious Call Identification (MCID). Detailed descriptions of the services are provided in Recommendations 1.25 1.3 (CLIP), 1.25 1.4 (CLIR), 1.25 1.5 (COLP), 1.25 i .6 (COLR) and 1.251.7 (MCID). 2.1.1 Charging principles Innovation of th

    24、e display or restriction service may be charged for by: a) inclusion in the rental charges raised against customers; or b) the setting of a separate subscription charge; or c) a per event charge; or d) combinations of a) to c). 2.2 Direct-Dialling-In and Multiple Subscriber Number and Sub-addressing

    25、 services This subclause provides charging principles for the supplementary services, Direct-Dialling-In (DDI), Multiple Subscriber Number (MSN) and Sub-addressing (SUB). Detailed descriptions of the services are provided in Recommendations 1.25 1.1 (DDI), 1.25 1.2 (MSN) and 1.25 1.8 (SUB). 2.2.1 Ch

    26、arging principles The services may be charged for by either: a) b) inclusion in the rental charges raised against customers; or the setting of a separate subscription charge. Those charges would normally be proportional to the quantity of the numbers assigned. 2.2.1.1 In the event that the service r

    27、equested by the customer cannot be provided due to limitations in the network connection, but the customer elects to proceed with the call, the charges should be determined on the basis of the capability that was provided in order to complete the call.     29、ementary services, Call Transfer (CT), Call Forwarding Busy (CFB), Call Forwarding No Reply (CFNR), Call Forwarding Unconditional (CFU) and Call Deflection services (CD). Detailed descriptions of the services are provided in Recommendations 1.252.1 (CT), 1.252.2 (CFB), 1.252.3 (CFNR), 1.252.4 (CFU)

Considering that a) b) c) Call Forwarding, Call Transfer and Call Deflection services Call Transfer, Call Forwarding and Cali Deflection services are functionally equivalent; the supplementary services identified above allow the diversion of Active (Cali Transfer), or incoming (Cal

    31、l Forwarding) or specific (Call Deflection Service) calls to a third party; the mechanisms are invoked only at the served users location and do not require additional originating or international network resources for invocation, it is recommended that the charging principles in 2.3.1 be applied. 2.

    32、3.1 Charging principles The services may be charged for by either: a) b) c) The served user is also responsible for the basic charges raised against the transferred (re-used connection method only) or forwarded call. inclusion in the rental charges raised against customers; or the setting of a separ

    33、ate subscription charge; and a usage charge based upon the number of successful invocations. 2.4 Line Hunting This subclause provides charging principles for the Line Hunting supplementary service. Detailed descriptions of the service is provided in Recommendation 1.252.6. Considering that a) b) the

    34、 call establishment procedures are fundamentally unaltered; the supplementary service identified above merely allows the sequential or uniform establishment of calls to users connected to a group of ISDN interfaces; the mechanisms are invoked only at the called users location and do not require addi

    35、tional originating or international network resources for invocation, c) it is recommended that the charging principles in 2.4.1 be applied. 2.4.1 Charging principles The service may be charged for by either: a) b) Those charges would normally be proportional to the quantity of the interfaces in the

    36、 group. inclusion in the rental charges raised against customers; or the setting of a separate subscription charge. 2.5 This subclause provides charging principles for the supplementary services, Cali Waiting (CW) and Call Hold (HOLD). Call Waiting and Call Hold 2 Recommendation D.232 (05797) Considering that a) b) the call establishment procedures are fundamentally unaltered; the supplementary services identified above merely allow the notification of incoming calls (CW) or

    38、the interruption of an existing communication (HOLD); the mechanisms are invoked only at the served users location and do not require additional originating, terminating or international network resources for invocation, c) it is recommended that the charging principles in 2.5.1 be applied. 2.5.1 Ch

    39、arging principles The services may be charged for by either: a) b) inclusion in the rental charges raised against customers; or the setting of a separate subscription charge. Charging for the associated bearer service shall continue during the period that bearer service is placed on hold. 2.6 Confer

    40、ence Calling This subclause provides charging principles for the supplementary services, Conference Calling (CONF) and Three-Party Service (3PTY). Detailed descriptions of the services are provided in Recommendations 1.254.1 (CONF) and 1.254.2 (3PTY), 1.254.4 Booked Add-on Conference (BAC). Consider

    41、ing that a) b) the basic call components (Bearers and Teleservices) are dealt with under their respective Recommendations; the supplementary services identified above employ the use of bridging equipment to allow communication between the served user and multiple parties; however the served user in

    42、Three-Party Service is not allowed to combine multi-party calls into a three-way conversation; the mechanisms are invoked only at the served users location and do not require additional originating or international network resources for invocation; the numbers may be stored by the network to facilit

    43、ate the setting-up of frequently established conference calls; principles associated with “cascading bridges“ are for further study, c) d) e) it is recommended that charging principles in 2.6.1 be applied. 2.6.1 Charging principles The services may be charged for: a) b) c) inclusion in the rental ch

    44、arges raised against customers; or on the demand basis of bridge usage, i.e. holding time per port; or by a bundled invocation charge (Three-Party Service only). 2.7 This subclause provides charging principles for the Closed User Group supplementary service and the Private Numbering Plan Service.
